The applicant, King County Department of Natural Resources and Parks, Water and
Land Resources Division, River and Floodplain Management Section, is requesting a
Shoreline Exemption for supplemental geotechnical exploration at the Black River
Pump Station (BRPS), which would be classified as research and site investigative
work. BRPS is located at 550 Monster Road SW (APNs 3779200090 and
7229500281) in the Resource Conservation (RC) zoning district. The 6.46 acre site is
located within a high seismic hazard area, a 100-year flood hazard area (FEMA Zone
– AE), and the Natural Environment Overlay District within Reach A of the Black
River/Springbrook Creek (BRSC-A). The existing BRPS is a surface water pump
station that lifts all flow from the Springbrook Creek system to the level of the
Green/Duwamish River in the remaining Black River channel. The pump station is a
part of the Green River levee system that protects the City of Renton and surrounding
area from flood damage. The pump station has not had many improvements since its
construction in 1972, and extensive renovations are needed. Future proposed facility
project work, that would be permitted separately, includes ground improvements to the
pump house foundation and abutments, structural upgrades, mechanical systems
upgrade and refurbishment, control building replacement, upgrades to the fish
exclusion and passage system, and engine replacements. Geotechnical explorations
would be used to inform future work.
The supplemental geotechnical explorations would involve conducting up to 24
subsurface geotechnical borings in the proximity of the existing pump house. These
include up to nine over-water geotechnical explorations upstream and downstream of
the existing pump house; up to eight geotechnical explorations within pump bays
below the existing pump house; and up to seven land-based geotechnical explorations
conducted in uplands. Explorations occurring under the pump house would be
conducted from the pump house operating level using a drill string (drill pipe column

that transmits drilling fluid and torque to the drill bit), which would be lowered through
the pump bay. Four upstream borings in the forebay and three downstream boring in
the tailrace would be drilled using equipment mounted to the anchored barge. The
barge would be placed in the river with a crane to avoid impacts to the shoreline and
buffer vegetation. The crane would be staged in the developed fenced area on the
south side of the pump station and/or in the access road to the north. If feasible,
stoplogs may be installed in pump house bays for dewatering to allow coring and
installation of casing. Equipment access has been designed to avoid all potential
impacts to wetlands and to minimize adverse impacts to stream and wetland buffers.
No trees will be removed for the project and impacts to the Black River would be minor
and temporary. The project would use best management practices (BMPs) to minimize
potential for elevated turbidity in the river and damage to riparian vegetation. The
drilling is anticipated to begin in May 2020.
On November 5, 2018, the City of Renton issued a Shoreline Exemption and Critical
Areas Exemption for geotechnical explorations at the BRPS (LUA18-000656). On
March 26, 2020, King County determined that this project is categorically exempt from
State Environmental Policy Act (SEPA) under WAC 197-11-800 subsection 17
Information Collection and Research. On April 1, 2020, The Washington Department of
Fish & Wildlife issued a Hydraulic Project Approval (HPA) for the proposed project.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be reopened
by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior
to the original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration
request, if the approval body finds sufficient evidence to amend the original decision, there will be no further
extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day
appeal time frame.
APPEALS: This administrative land use decision will become final if not appealed in writing to the Hearing
Examiner on or before 5:00 PM on May 13, 2020. An appeal of the decision must be filed within the 14-day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay
Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted
electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is
submitted, will be collected at a future date. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and
additional information regarding the appeal process may be obtained from the City Clerk’s Office,
cityclerk@rentonwa.gov. If the situation changes such that the City Clerk’s Office is open when you file your
appeal, you have the option of filing the appeal in person.
EXPIRATION: Two (2) years from the date of decision (date signed).

The proposed project is located at 550 Monster Road Southwest in the City of Renton,
Washington in the SW quadrant of Section 13, Township 23 north, and Range 4 east.
Project Description
The Black River Pump Station (BRPS) consists of a concrete dam that spans the Black River
channel, with eight flood control pumps to convey flow from the forebay upstream (east) of the
dam to the tailrace downstream (west). The pump station has not had many improvements
since its construction in 1972, and extensive renovations are needed. Future proposed facility
project work, that will be permitted separately, includes ground improvements to the pump
house foundation and abutments, structural upgrades, mechanical systems upgrade and
refurbishment, control building replacement, upgrades to the fish exclusion and passage
system, and engine replacements. Geotechnical explorations expected to be completed in 2020
will inform that work.
The supplemental geotechnical explorations will involve conducting up to 24 subsurface
geotechnical borings in the proximity of the existing pump house. These include up to nine over-
water geotechnical explorations upstream and downstream of the existing pump house; up to
eight geotechnical explorations within pump bays below the existing pump house; and up to
seven land-based geotechnical explorations conducted in uplands.
The project limits are completely within King County tax parcels 3779200090 and 7229500281
and will not impact private property. No trees will be removed for the project and impacts to the
Black River will be minor and temporary. The project will use best management practices

(BMPs) to minimize potential for elevated turbidity in the river and damage to riparian
vegetation. Regulatory approvals and permits anticipated include federal and Washington State
project authorizations according to Sections 404 and 401 of the Clean Water Act and
compliance with WAC 77.55.021 for a Hydraulic Project Approval (HPA). Because the
supplemental geotechnical explorations will not involve large amounts of fill or disturbance to
waters of the United States, it is anticipated that the BRPS improvement projects will qualify for
a Nationwide Permit 6, which has been certified by Ecology. The project is also anticipated to
qualify for a Shoreline permit exemption per the exemptions for site investigative work described
in the draft Renton Shoreline master Plan code (RMC 4-3-050C(3)) and WAC 173-27-040(2)m.
SEPA Exemption
King County determined that this project is categorically exempt from State Environmental
Policy Act (SEPA) under WAC 197-11-800 subsection 17 Information Collection and Research.
