CALL TO ORDER AND PLEDGE OF ALLEGIANCE
Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM.

ADMINISTRATIVE REPORT
Chief Administrative Officer Robert Harrison reviewed a written administrative report
summarizing the City’s recent progress towards goals and work programs adopted as part of
its business plan for 2020 and beyond. Items noted were:
To help make every day Earth Day in Renton, the Solid Waste Utility has created a fun
Earth Day Bingo Challenge for all ages that will run through May 4. To share with the
community small changes we can make to take care of the earth, participants can
post their photos and bingo card on social media with #EarthLoveRenton. In addition
to the Earth Day Bingo Challenge, the Earth Day at 50 newsletter from the Utility
Systems Division provides tips and information on conserving resources and saving
money. These items may be found on our website at www.rentonwa.gov/earthday.
The deadline to enter the K‐12 2020 Census art competition is Thursday, April 30! To
enter, create art for census awareness and email a photo of your creation to
rencensus@thevoiceofplanet.com. For more information, visit thevoiceofplanet.com
or call 310‐986‐4280.
You can find information on the city’s website and social media pages regarding the
city’s COVID‐19 response. Additionally, the Mayor’s newsletter is published three
times per week and has the most up‐to‐date information and access to state and
county resources. If you haven’t signed up for the Mayor’s newsletter, you can do so
at http://rentonwa.gov/mnl
Preventative street maintenance will continue to impact traffic and result in
occasional street closures.
AUDIENCE COMMENTS
City Clerk Seth forwarded an email from Ron Jones to Council and the Administration
regarding the collection of sales tax from private sales on places such as Facebook
Marketplace and Craigslist.
CONSENT AGENDA
Items listed on the Consent Agenda were adopted with one motion, following the listing.
a) Approval of Council Meeting minutes of April 20, 2020. Council Concur.
b) AB ‐ 2636 City Clerk submitted the quarterly list of fully executed contracts between 1/1/2020
‐ 3/31/2020, and a report of agreements expiring between 4/1/2020 – 9/30/2020. None;
Information Only.
c) AB ‐ 2633 Public Works Administration requested authorization to purchase a Ford F‐550
Truck with Terex Hi‐Ranger LT40 Articulating/Telescoping Aerial Device, in the amount of
$154,205, using Sourcewell contract 012418‐TER. The funds for this purchase were included
in the 2019/2020 Biennial Budget. Council Concur.

THE CONSENT AGENDA, AS PRESENTED. CARRIED.

UNFINISHED BUSINESS
a) Finance Committee Chair Prince presented a report concurring in the staff recommendation to
approve the following payments:
1. Accounts Payable – total payment of $7,006,065.44 for vouchers, 382374‐382383,
382396‐382666 payroll benefit withholding vouchers 6251‐6260, 382384‐382395
and one wire transfer.
2. Payroll – total payment of $1,497,958.35 for payroll vouchers which includes 624
direct deposits and 4 checks (03/16/20‐03/31/20 pay period).
3. Kidder Mathews vouchers 6083‐6106 totaling $21,140.79.
MOVED BY PRINCE, SECONDED BY VǍN, COUNCIL CONCUR IN THE COMMITTEE
RECOMMENDATION. CARRIED.
b) Finance Committee Chair Prince presented a report concurring in the staff recommendation to
approve an amendment in the 2019/2020 Budget appropriations in the amount of $137,996,543
with the total amended budget to be $845,572,113 for the biennium. The Finance Committee
recommended concurrence in the staff recommendation to approve an amendment in the
2019/2020 Fee Schedule as noted in a redlined version of the attached 2019/2020 Fee Schedule.
The Committee further recommended that the ordinance regarding the 2020 Carry Forward and
1st Quarter Budget Amendment be presented for first reading and that the resolution regarding
the 2019/2020 Fee Schedule be presented for reading and adoption.
MOVED BY PRINCE, SECONDED BY VǍN, COUNCIL CONCUR IN THE COMMITTEE
RECOMMENDATION. CARRIED.
c) Planning and Development Committee Chair Corman presented a report regarding the Penney
Lofts project, recommending concurrence in staff’s recommendation that Council:
(1) Waive the application deadline;
(2) Approve the Multi‐Family Housing Property Tax Exemption Agreement that
addresses the terms and conditions for the Penney Lofts project to receive a partial
property tax exemption for 8 years upon completion; and
(3) Authorize the Mayor to execute said agreement in substantially the same form.
MOVED BY CORMAN, SECONDED BY MCIRVIN, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.
LEGISLATION
Ordinance for first reading:
a) Ordinance No. 5969: An ordinance was read amending the City of Renton fiscal years
2019/2020 Biennial Budget as adopted by Ordinance No. 5898, in the amount of
$137,996,543.
MOVED BY PRINCE, SECONDED BY CORMAN, COUNCIL REFER THE ORDINANCE
FOR SECOND AND FINAL READING AT THE NEXT COUNCIL MEETING. CARRIED.
NEW BUSINESS

Councilmember Vǎn requested a resolution be drafted similar to the one the City of Redmond
adopted, therefore, it was

MOVED BY VǍN, SECONDED BY PRINCE, COUNCIL REFER THE MATTER OF DOING
A RESOLUTION, SIMILAR TO THE CITY OF REDMOND, REGARDING COVID‐19 AND
BIAS AND STIGMA TO THE ADMINISTRATION. **
Discussion ensued clarifying that African American and Latino communities would be
included; clarifying that undocumented workers had not been asked to show paperwork in
Renton, however, some African Americans had been discriminated against for wearing masks
in public; debating the merits of adopting a resolution versus a proclamation and
acknowledging that the Administration could make that determination; and determining that
although it was not necessary to re‐visit every past policy decision Council had made, it was
generally acceptable to reemphasize the City’s shared values at times. **MOTION CARRIED.
