IMPROVEMENT PROJECT – PHASE 3: FINAL ENGINEERING AND
DESIGN CAG-18-154
THIS AMENDMENT, dated April 27, 2020, is by and between the City of Renton (the “City”), a Washington
municipal corporation, and MurraySmith, Inc. (“Consultant”), an Oregon Corporation. The City and the
Consultant are referred to collectively in this Amendment as the “Parties.” Once fully executed by the
Parties, this Amendment is effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-18-154, dated August 20,
2018, to provide necessary services for the Downtown Utility Improvement Project – Phase 2: Preliminary
Engineering and Design (referred to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to change the scope of work and change the
compensation in order to provide additional survey, geotechnical, and construction impact studies.
NOW THEREFORE, It is mutually agreed upon that CAG-18-154 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit A-4,
which is attached and incorporated herein.
2. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $92,239 from $1,754,672 to $1,846,911, plus
any applicable state and local sales taxes. The additional compensation shall be paid based upon
Work actually performed according to the rate(s) or amounts specified in Exhibit C-4, which is
attached and incorporated herein.
3.All terms of the Agreement not explicitly modified herein shall remain in full force and effect and
such terms shall apply to Work performed according to this Amendment as if fully set forth herein.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Amendment as of the date
last signed by the Parties below.

FINAL DESIGN SCOPE CHANGES
CITY OF RENTON
Statement of Understanding
Under the Agreement for the Downtown Utility Improvements Project (DUIP), Phase 2 Preliminary
Engineering and Design CAG-18-154 dated August 1, 2018 between the City of Renton (City) and
Murraysmith, Inc. (Consultant), the Consultant is tasked to prepare preliminary engineering and
design services for the water, sewer, and stormwater improvements. The improvements are
necessary due to age and capacity need. The City and Consultant have amended the Agreement
three times prior.
Amendment 1 dated March 11, 2019 identified additional improvements to be included in the
Phase 2 project.
Amendment 2 dated August 12, 2019 extended the time of performance to October 31, 2019.
Amendment 3 dated August 30, 2019 identified the scope, compensation, and time of
performance for the final design of the DUIP.
This Scope of Services for Amendment 4 is based on our understanding of the changes in the scope
of work requested and approved by the City via email or meeting from October 2019 to December
2019. Work described herein began as directed by the City and with the understanding that this
amendment was to be negotiated because the City wanted project progress to continue and did
not want to delay progress negotiating multiple small amendments.
Detailed descriptions of the Amendment 4 additional Scope of Services are as follows.

Scope of Services
The scope of services for Amendment 4 includes both modifications to existing tasks as well as
new tasks. The tasks, subtasks, deliverables, City responsibilities, and assumptions stated in the
original scope of services for Phase 3 (Amendment 3) are still valid. Amendment 4 supplements
the Amendment 3 scope of services. For the new tasks, Amendment 4 describes the pertinent
subtasks, deliverables, City responsibilities, and assumptions.

Locations of the additional survey work are shown in Attachment A. fee estimate for the
additional survey work is provided as Attachment B KPG, P.S. Proposal.
Consultant Deliverables
An updated survey base map of the project area in AutoCAD Civil 3D format of the project
to Murraysmith CADD standards. The scale of the survey drawing shall be 1-inch = 20-feet.
Base map to include information collected as described above and incorporate the prior
mapped areas to create one composite base map.
City Responsibilities
None
Assumptions
The same assumptions and conditions of the survey work in Phase 2 apply to this additional
survey work.
Task 0301 Geotechnical Investigations, Environmental Field Studies,
and Reports
As design progressed, it was determined that additional geotechnical borings were necessary to
mitigate potential construction costs by providing additional sub-surface information. The
additional borings require additional coordination, field work, and laboratory testing. No
additional scope of services is required for engineering and report preparation.

Supplemental Geotechnical Engineering Services
Downtown Utility Improvements Project

Dear Ty:
This letter presents our request for Contract Amendment for geotechnical engineering services in
support of the proposed City of Renton Downtown Utility Improvements Project (DUIP).
SCOPE OF SERVICES
As requested, Kleinfelder completed two additional geotechnical borings for the project that were
not included in our original scope of services. Boring KB-19 was advanced at the intersection of
Rainier Avenue South and South 3rd Street, in the vicinity of the planned culvert access structure,
which will be supported on piles. Boring KB-20 was advanced at the intersection of Burnett
Avenue South and South 3rd Street, in the vicinity of the tie-in to the Eastside Interceptor. We are
requesting additional fee for labor associated with coordinating and completing this field work,
additional laboratory testing, and associated subcontractor fees. We are not requesting additional
reimbursement for engineering and report preparation associated with foundations for the culvert
access structure.
FEE
Our requested time and materials fee for the above scope of services based on our standard 2019
rates is $17,405. A breakdown of our proposed fee is presented on the attached table.
LIMITATIONS
All services completed under this contract amendment are subject to the terms, conditions and
limitations of our Phase 3 proposal dated June 27, 2019, and the existing Kleinfelder-Murraysmith
agreement.

Thank you for contacting Anchor QEA, LLC, regarding the Renton Downtown Utility Improvements
Project (Project). We understand that the Project area in Renton, Washington, is bounded by Rainier
Avenue South to the west, Mills Avenue to the east, South Tobin Street to the north, and South 4th
Street to the south. Proposed Project work will likely include a mix of replacement, rehabilitation, and
upsizing of existing water, sewer, and stormwater infrastructure.
The Project is locally funded and will be required to comply with the Washington State
Environmental Policy Act and applicable laws regarding disturbance of archaeological materials or
human remains. State and local laws include Revised Code of Washington 27.53, 27.44, and 68.50;
Washington Administrative Code 25-48; and King County Policy LUD 16-1. The tasks described in the
following sections will assist the Project in complying with these laws, regulations, and policies.
Scope of Work
Task 1: Cultural Resources Strategic Support
A qualified professional archaeologist will review Project plans to assess the potential for ground
disturbance to encounter archaeological materials. The result of this review will be a map set and GIS
shapefile that can be used in discussing inadvertent discovery planning and construction sequencing.
This task also includes participation in up to four 1-hour conference calls with the Project team for
one archaeologist.
Assumptions
No fieldwork will be conducted.
No tribal or agency consultation will be conducted.
Deliverables will be in electronic format; no hard copies will be required.
No written deliverables will be completed under this task. Only maps and a shapefile of
archeological potential will be provided.

Task 2: Inadvertent Discovery Plan
We will prepare an Inadvertent Discovery Plan (IDP) that meets Department of Archaeology and
Historic Preservation guidelines. The IDP will be prepared by a qualified professional archaeologist
and will describe procedures for remaining in compliance with applicable state laws and regulations
if archaeological materials or human remains are encountered during construction.
Assumptions
Archaeological monitoring of construction is not included in this scope of work.
Deliverables will be in electronic format; no hard copies will be required.
There will be one round of review by Murraysmith and one by the City of Renton and
consulting parties.
