EROSION CONTROL NOTES
1. BEFORE ANY CONSTRUCTION OR DEVELOPMENT ACT/V/TY OCCURS, A PRE -CONSTRUCTION MEET/NG SHALL BE HELD AMONG
THE CITY OF RENTON, HEREBY REFERRED TO AS THE CITY, THE APPLICANT, AND THE APPLICANT'S CONTRACTOR.
2. THE APPLICANT /5 RESPONSIBLE FOR OBTAINING THE WASHINGTON STATE DEPARTMENT OF ECOLOGY (ECOLOGY)
CONSTRUCTION STORMWATER GENERAL PERM/T, IF /T /5 REQUIRED FOR THE PROJECT. THE APPLICANT SHALL PROVIDE THE
CITY COP/ES OF ALL MONITORING REPORTS PROVIDED TO ECOLOGY ASSOCIATED WITH THE CONSTRUCTION STORMWATER
GENERAL PERM/T.
3. THE ESC PLAN SET SHALL INCLUDE AN ESC CONSTRUCTION SEQUENCE DETAILING THE ORDERED STEPS THAT SHALL BE
FOLLOWED FROM CONSTRUCTION COMMENCEMENT TO POST -PROJECT CLEANUP /N ORDER TO FULFILL PROJECT ESC
REQUIREMENTS.
4. THE BOUNDARIES OF THE CLEARING LIMITS, SENSITIVE AREAS AND THEIR BUFFERS, AND AREAS OF VEGETATION
PRESERVATION AND TREE RETENTION AS PRE SCR/BED ON THE PLAN(S) SHALL BE CLEARL Y DELINE A TED BY FENCING AND

9. THE ESC SUPS DEPICTED ON THIS DRAWING ARE INTENDED TO BE MIN/MUM REQUIREMENTS TO MEET ANTICIPATED SITE
CONDITIONS. AS CONSTRUCTION PROGRESSES AND UNEXPECTED OR SEASONAL CONDITIONS DICTATE, THE APPLICANT
SHALL ANTICIPATE THAT MORE ESC BMPS WILL BE NECESSARY TO ENSURE COUPLETS SILTATION CONTROL ON THE
PROPOSED SITE. DURING THE COURSE OF CONSTRUCTION, IT SHALL BE THE OBLIGATION AND RESPONSIBILITY OF THE
APPLICANT TO ADDRESS ANY NEW CONDITIONS THAT MAY BE CREATED BY THE ACTIVITIES AND TO PROVIDE ADDITIONAL
ESC BMPS, OVER AND ABOVE MIN/MUM REQUIREMENTS, AS MAY BE NEEDED, TO PROTECT ADJACENT PROPERTIES AND
WATER QUALITY OF THE RECE/V/NG DRAINAGE SYSTEM.
10. APPROVAL OF THIS PLAN /S FOR ESC ONL Y. IT DOES NOT CONSTITUTE AN APPROVAL OF STORM DRAINAGE DESIGN, SIZE
NOR LOCATION OF PIPES, RESTRICTORS, CHANNELS, OR STORUWATER FACILITIES.
11. ANY DEWA TERING SYSTEM NECESSARY FOR THE CONSTRUCTION OF STORMWATER FACILITIES SHALL BE SUBMITTED TO THE
CITY FOR REVIEW AND APPROVAL
12. ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWA Y EMBANKMENTS, THA T WILL NOT BE DISTURBED FOR TWO DA YS
DURING THE WET SEASON (OCTOBER 1ST THROUGH APRIL 307H) OR SEVEN DAYS DURING THE DRY SEASON (MAY 1ST
THROUGH SEPTEMBER .307H) SHALL BE /MMED/ATEL Y STABILIZED WITH THE APPROVED ESC COVER METHODS (E. G.,
SEEDING, MULCHING, PLASTIC COVERING, ETC.) IN CONFORUANCE WITH APPENDIX D OF THE RENTON SWOM.
13. WET SEASON ESC REQUIREMENTS APPL Y TO ALL CONSTRUCTION SITES BETWEEN OCTOBER 1ST AND APRIL 307H, UNLESS
OTHERWISE APPROVED BY THE CITY.
14. ANY AREA NEEDING ADDITIONAL ESC MEASURES, NOT REQUIRING IMMEDIATE ATTENTION, SHALL BE ADDRESSED WITHIN
SEVEN (7) DA YS.
15. THE ESC BMPS ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED AT A MIN/MUM OF ONCE A MONTH OR WITHIN
24 HOURS FOLLOWING A STORM EVENT. INSPECTION AND MAINTENANCE SHALL OCCUR MORE FREQUENTL Y AS REQUIRED
BY THE CITY.
16. BEFORE COMMENCEMENT OF ANY CONSTRUCTION ACTIVITY, CATCH BASIN INSERTS PER THE CITY STANDARD PLAN 216.30
SHALL BE PROVIDED FOR ALL STORM DRAIN INLETS DOWNSLOPE AND WITHIN 500 FEET OF A DISTURBED OR
CONSTRUCTION AREA, UNLESS THE RUNOFF THAT ENTERS THE INLET WILL BE CONVEYED TO A SEDIMENT POND OR TRAP.
ALL CA TCH BASIN INSERTS SHALL BE PERIODICALL Y INSPECTED AND REPLACED AS NECESSARY TO ENSURE FULL Y
FUNCTIONING CONDITION.
17. AT NO TIME SHALL SEDIMENT ACCUMULATION EXCEED 2/3 OF THE CAPACITY OF THE CATCH BASIN SUMP. ALL CATCH
BASINS AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEAN/NG OPERATION SHALL NOT FLUSH
SEDIMENT -LADEN WATER INTO THE DOWNSTREAM SYSTEM.
18. ANY PERMANENT STORUWATER FACILITY LOCATION USED AS A TEMPORARY SETTLING BASIN SHALL BE MODIFIED WITH THE
NECESSARY ESC BMPS AND SHALL PROVIDE ADEQUATE STORAGE CAPACITY. IF THE TEMPORARY FACILITY /5 TO
UL TIMATEL Y FUNCTION AS AN /NFIL TRA TION SYSTEM /N ITS PERMANENT STATE, THE TEMPORARY FACILITY SHALL BE
ROUGH GRADED SO THAT THE BOTTOM AND SIDES ARE AT LEAST THREE FEET ABOVE THE FINAL GRADE OF THE
PERUANENT FACILITY.
19. AREAS DESIGNATED ON THE PLANS) CONTAINING EX/S7NG 5TORYAATER FACILITIES OR ON -SITE BMPS (AMENDED SOILS,
BIORETENTION, PERMEABLE PA VEMENT, ETC.) SHALL BE CLEARL Y FENCED AND PROTECTED USING ESC BMPS TO A VOID
SEDIMENTATION AND COMPACTION DURING CONSTRUCTION.
20. PRIOR TO THE BEGINNING OF THE WE SEASON (OCTOBER 1ST), ALL DISTURBED AREAS SHALL BE INSPECTED TO
IDENTIFY WHICH ONES SHALL BE SODDED OR SEEDED IN PREPARATION FOR THE WINTER RAINS DISTURBED AREAS SHALL
BE SODDED OR SEEDED WITHIN ONE WEEK OF THE BEGINNING OF THE WET SEASON. AN EXHIBIT OF THOSE AREAS TO BE
SODDED OR SEEDED AND THOSE AREAS TO REMAIN UNCOVERED SHALL BE SUBMITTED TO THE CITY FOR REVIEW.
21 PRIOR TO FINAL CONSTRUCTION ACCEPTANCE, THE PROJECT SITE SHALL BE STABILIZED TO PREVENT SEDIMENT -LADEN
WATER FROM LEAVING THE PROJECT SITE, ALL ESC BMPS SHALL BE REMOVED, AND 5TORYW4TER CONVEYANCE SYSTEMS,
FACILITIES, AND ON -SITE BMPS SHALL BE RESTORED TO THEIR FULL Y FUNCTION/NG CONDITION ALL DISTURBED AREAS OF
THE PROJECT SITE SHALL BE VEGETATED OR OTHERWISE PERMANENTLY STABILIZED. AT A MIN/MUM, DISTURBED AREAS
SHALL BE SODDED OR SEEDED AND MULCHED TO ENSURE THAT SUFFICIENT COVER WILL DEVELOP SHORTL Y AFTER FINAL
APPROVAL MULCH WITHOUT SEEDING /5 ADEQUATE FOR AREAS TO BE LANDSCAPED BEFORE OCTOBER 1ST.
22. ROCKERIES ARE CONSIDERED TO BE A METHOD OF BANK STABILIZATION AND EROSION CONTROL ROCKERIES SHALL NOT
BE CONSTRUCTED TO SERVE AS RETAINING WALLS. ALL ROCKERIES IN CITY ROAD RIGHTS -OF -WAY SHALL BE
CONSTRUCTED IN ACCORDANCE WITH CITY STANDARDS. ROCKERIES OUTSIDE OF ROAD RIGHTS -OF -WAY SHALL BE
CONSTRUCTED IN ACCORDANCE WITH THE INTERNATIONAL BUILDING CODE.
STORMWA TER POLL UT/ON PREVENT/ON NOTES
1. ANY CHEMICALS STORED IN THE CONSTRUCTION AREAS W/LL CONFORM TO THE APPROPRIATE SOURCE CONTROL BMPS
LS/TED IN VOLUME /V OF THE ECOLOGY STORMWATER MANUAL. IN WESTERN WASHINGTON, ALL CHEMICALS SHALL HAVE
COVER, CONTAINMENT, AND PROTECTION PROVIDED ON SITE, PER BMP C153 FOR MATER/AL DELIVERY, STORAGE AND
CONTAINMENT /N SWUMWW 2014. APPLICATION OF AGRICULTURAL CHEMICALS, INCLUDING FERTILIZERS AND PESTICIDES, SHALL
BE CONDUCTED IN A MANNER AND AT APPLICATION RATES THAT W/LL NOT RESUL T /N LOSS OF CHEMICAL TO 5TORMWATER
RUNOFF. MANUFACTURERS' RECOMMENDATIONS FOR APPL/CATION PROCEDURES AND RATES SHALL BE FOLLOWED.
2. ALL POLLUTANTS, INCLUDING WASTE MATERIALS AND DEMOLITION DEBRIS, THAT OCCUR ON -SITE DURING CONSTRUCTION
SHALL BE HANDLED AND DISPOSED OF IN A MANNER THAT DOES NOT CAUSE CONTAMINATION OF STORMWATER.
3. ALL VEHICLES, EQUIPMENT, AND PETROLEUM PRODUCT STORAGE/DISPENSING AREAS W/LL BE INSPECTED REGULARL Y TO
DETECT ANY LEAKS OR SPILLS, AND TO IDENTIFY MAINTENANCE NEEDS TO PREVENT LEAKS OR SPILLS. ON -SITE FUELING
TANKS AND PETROLEUM PRODUCT STORAGE CONTAINERS SHALL INCLUDE SECONDARY CONTAINMENT. SP/LL PREVENTION
MEASURES, SUCH AS DRIP PANS, W/LL SE USED WHEN CONDUCTING MAINTENANCE AND REPAIR OF VEHICLES OR EQUIPMENT.
IN ORDER TO PERFORM EMERGENCY REPAIRS ON SITE, TEMPORARY PLASTIC WILL BE PLACED BENEATH AND, IF RAINING,
OVER THE VEHICLE. CON TAMINA TED SURFACES SHALL BE CLEANED IMMED/ATEL Y FOLLOWING ANY DISCHARGE OR SPILL
INCIDENT.
4. ANY AND ALL REFUELING W/LL BE PERFORMED ON A CONSTRUCTED ASPHAL T PAD.
5. CONCRETE WASTE SHALL SE HANDLED AS LISTED:
A. UNUSED CONCRETE REMAINING IN THE TRUCK AND PUMP SHALL BE RETURNED TO ORIGINATING BATCH PLANT FOR
RECYCLING.
B. CONCRETE TRUCK CHUTES, PUMPS, INTERNALS, HAND TOOLS INCLUDING, BUT NOT LIMITED TO, SCREEDS, SHOVELS,
RAKES, FLOATS, AND TROWELS SHALL BE WASHED OFF ONLY INTO FORMED AREAS AWAITING INSTALLATION OF
CONCRETE OR ASPHAL T.
C. EQUIPMENT THA T CANNOT BE EAS/L Y MOVED, SUCH AS CONCRETE PA VERS, SHALL ONL Y BE WASHED IN AREAS THA T

B. ADJUST OR NEUTRALIZE THE WA TER TO THE RANGE OF 6. 5 TO 8. 5 SU USING APPROPRIA TE TECHNOL 0 G Y SUCH AS
CARBON DIOXIDE SPARGING (LIQUID OR DRY ICE)
C. WRITTEN APPROVAL WILL BE OBTAINED FROM ECOLOGY PRIOR TO USE OF CHEMICAL TREATMENT OTHER THAN CARBON
DIOXIDE SPARGING OR DRY ICE.
9. THE CONTRACTOR SHALL DESIGNATE A PERSON AS THE RESPONSIBLE REPRESENTATIVE /N CHARGE OF EROSION CONTROL
AND MAINTENANCE OF ALL EROSION CONTROL AND 5TORMWATER POLLUTION PREVENTION FACILITIES.
TEMPORARY COVER

PERMANENT COVER
1. CONSTRUCTION ACCEPTANCE WILL BE SUBJECT TO A WELL ESTABLISHED GROUND COVER THAT WILL FULFILL THE
REQUIREMENT OF THE APPROVED CONSTRUCTION PLAN.
2. ALL DISTURBED AREAS, SUCH AS RETENTION FACILITIES, ROADWAY BACKSLOPES, ETC., SHALL BE SEEDED WITH A
PERMANENT GROUND COVER OR AS DIRECTED BY CITY INSPECTOR TO MINIMIZE EROSION GRASS WILL BE DONE USING AN
APPROVED HYDROSEEDER OR OTHERWISE APPROVED BY ENGINEER.
THE FOLLOWING BMPS SHALL APPL Y TO ALL GRADING AND CLEARING ACTIVITY PERFORMED BETWEEN OCTOBER 1 AND MARCH 31:
1. GRADING AND CONSTRUCTION SHALL BE TIMED AND CONDUCTED IN STAGES TO MINIMIZE SOIL EXPOSURE.
2. EXPOSED SOILS SHALL BE COVERED WITHIN 2 DAYS USING DAM MULCH, SOD, HOG FUEL, PLASTIC OR OTHER APPROVED
PROTECTED COVER.
3. INSPECT AND MAINTAIN SEDIMENT CONTROL MEASURES DAIL Y.
A. REPLACE ANY DAMAGED BMPS AND UPGRADE BASED ON WEATHER CONDITIONS.
B. REMOVE SEDIMENT ACCUMULATION ONCE DEPTH EXCEEDS 6 INCHES.
4. INSTALL COIR LOG, ROCK OR STRAW BALE CHECK DAMS EVERY 100 FEET ON CENTER ALONG ALL DRAINAGE INTERCEPTOR
DITCHES.
5. EROSION CONTROL MATERIALS ARE TO BE STOCKPILED ON SITE PRIOR TO ANY SITE ACTIVITY.
6. AT STORM EVENT, NO ACTIVITY WILL OCCUR ON SITE, EXCEPT WORK ON EROSION CONTROL.
MAINTENANCE
1. MAINTENANCE AND REPAIR OF EACH TEMPORARY AND PERMANENT EROSION AND SEDIMENT CONTROL SUP SHALL BE
CONDUCTED AS NEEDED TO ENSURE DESIRED FUNCTION
2. VISUAL MONITORING OF ALL BMPS INSTALLED WILL BE CONDUCTED AT LEAST ONCE EVERY CALENDAR WEEK AND WITHIN 24
HOURS OF ANY STORMWATER OR NON-STORUWA TER DISCHARGE FROM THE SITE. IF THE SITE BECOMES INACTIVE AND IS
TEMPORARY STABILIZED, THE INSPECTION FREQUENCY MAY BE REDUCED TO ONCE EVERY CALENDAR MONTH.
3. PERMANENT BMPS INSTALLED FOR THE CONTINUED USE OF STORMWATER CONTROL SHALL BE EXAMINED AND RESTORED TO
FULL OPERATING CONDITION. IF SEDIMENT ENTERS THESE BMPS, THE SED/UENT SHALL BE REMOVED.

PERIOD. THE APPROVED PLAN MUST BE IMPLEMENTED BY SEPTEMBER 15TH. IF NO PLAN HAS BEEN APPROVED BY SEPTEMBER
1ST, THEN STOP WORK AND SECURE THE SITE AGAINST EROSION, NO FURTHER WORK WILL BE PERMITTED UNTIL MAY 1ST MEN

DUST CONTROL
WHEN EXPOSED SOIL SURFACES ARE EXPOSED TO THE POINT THAT WIND TRANSPORT IS POSSIBLE, THE EXPOSED SOILS SHALL
BE SPRA YED UNTIL WET, BUT RUNOFF SHALL NOT BE GENERA TED BY SPRA PING.
DEWA TERING CONTROL
CLEAN, NON -TURBID DEWATERING WATER WILL NOT BE ROUTED THROUGH STORMWATER SEDIMENT PONDS, AND IMLL BE
DISCHARGED TO SYSTEMS TRIBUTARY TO THE RECE/V/NG WATERS OF THE STATE IN A MANNER THAT DOES NOT CAUSE EROSION,
FLOOD/NG, OR A VIOLATION OF STATE WATER QUALITY STANDARDS IN THE RECEIVING WATER.
ANY RUNOFF GENERA TED BY DEWA TERING SHALL BE TREA TED BY DISCHARGE THROUGH THE SIL T FENCE. HIGHL Y TURBID
DEW,4 TERING WA TER FROM SOILS KNOWN OR SUSPECTED TO BE CON TAMINA TED, OR FROM USE OF CONSTRUCTION EQUIPMENT,
WILL REQUIRE ADD/TIONAL MONITORING AND TREA TMENT AS REQUIRED FOR THE SPECIFIC POLL UTANTS BASED ON THE RECEI VING
WA TERS INTO WHICH THE DISCHARGE IS OCCURRING. IF DEWA TERING OCCURS FROM AREAS WHERE THE WA TER HAS COME INTO
