Close, Senior Planner cclose@rentonwa.gov 425-430-7289 May 19, 2020 Brief Description •WSDOT is requesting a noise variance from RMC 8-7-2 to complete I-405 geotechnical investigation work at night between Mile Post 3.20 and Mile Post 7.10. •The geotechnical investigation planned is a drilled hole at 30 locations to approx. 120 feet in depth. 2 BEGIN PROJECT MP 3.20 I-405 END PROJECT MP 7.10 NE 44thStN 30thStI-405 Lake Washington Brief Description •The work will be conducted within the State’s Limited Access Right-of-Way along I-405. •Construction Time Frame – •Each boring is anticipated to take between one (1) and two (2) nights per location -65 total nights. •Start as soon as April 20, 2020 and end by July 31, 2020. Requesting an expiration date of September 30, 2020 in case of delays due to unforeseen circumstances. 3 Zoning •The zoning along the construction corridor consists of RC, R-1, R-4, R-6, R-8, RMF, IH, CN, CA, CD, CO, COR, and UC. 6 WAC 173-60-040 5 Equipment Sound Level (dBA)at 50 ft dBA at 100 ft dBA at 200 ft dBA at 300 ft 1-ton pickup trucks/Flat bed 71 68 65 63 Auger Drill 82 76 70 66 Excavator 70 64 58 54 Crane 68 62 56 48 Front Loader 66 60 54 51 Chainsaw 73 67 61 58 Portable Light Plants & Generators 61 64 58 55 Construction Equipment 7 •Construction Equipment used during the night time operations include: Mitigation Measures 1.Truck tailgate banging is prohibited. All trucks shall be secured to prevent excessive noise from banging. 2.All trucks performing export haul shall have well maintained bed liners as inspected and approved by the Engineer. 3.All trucks shall be equipped with broadband back up alarms. 4.Temporary noise shield shall be placed, if feasible. 5.WSDOT/FLJV personnel will receive training and update of the conditions under which this variance was granted. 6.Provide a WSDOT/FLJV complaint number as well as a list of designated contact persons for the purpose of forwarding complaints. 7.WSDOT/FLJV will notify by US mail residents, within 300 feet of the sites ten (10) days prior the night work commencement. This notification will include the type of work, as well as phone number or email to request more information including specific requests or concerns (Exhibit 8 ). 8.WSDOT/FLJV will provide ear plugs and/or White Noise machines upon request if during the notification process the residents requires them. 9.WSDOT/FLJV will respond to any notified resident if during the notification process the residents requires special accommodations. 10.WSDOT/FLJV will implement a night time noise monitoring if complaints are received. 11.As an additional measure the City is requesting to post night time work on the WSDOT Web/Internet site to resident have web site access to information that the City of Renton might see as appropriate. 4 Recommendation Staff recommends approval of the I-405 Renton to Bellevue -Project-Wide Borings Noise Variance, File No. LUA20-000058, V-H, subject to the following condition: Mitigation Measure: 1.The Applicant and the Design Build Contractor shall implement the self-imposed 11 noise mitigation measures to diminish or eliminate noise during the project-wide geotechnical borings. In addition, a summary of any noise-related complaints received and the response provided shall be provided to the City’s project manager within five (5) days of receiving the complaint. 8
