The subject plan will reviewed as a non-project action, as defined by Section 197-11-774 in the Washington Administrative Code. The plan primarily serves as an update to the City of Renton’s 2012 Water System Plan and was developed collaboratively by City staff, Carollo Engineers, Inc. (Carollo), and Pacific Groundwater Group. The plan documents the current status of the water system and evaluates future needs of the water utility and will be used as a guide in maintaining and improving the water system in the short-term over the next 10 years. It also provides a planning framework for the 20- year, long-term planning horizon. The primary purpose of this plan is to document changes to the City’s water system, identify required system modifications, and appropriately outline capital improvement projects to meet future water demands. Maintaining a current Plan is required to meet the regulations of the Washington State Department of Health (DOH) and the requirements of the Washington State Growth Management Act. The plan also contains estimated timeframes, which are the intended framework for future funding decisions. The applicant submitted an Environmental (SEPA) Checklist with the application. Per WAC197-11-340(2)(c) any person, affected tribe, or agency may submit comments to the City within fourteen days of the date of issuance of the DNS. Per WAC197-11-340(2)(a) an agency shall not act upon a proposal for fourteen days after the date of issuance of a DNS. There is no agency appeal.
