Within each Service Goal Background In 2006 KCLS conducted comprehensive research on library trends and strategic challenges that profoundly affect the delivery of library services: rapid and ongoing advances in technology, significant and continuing demographic changes and fiscal restraints on KCLS.As a result, in 2008 KCLS developed the Future Services Strategy (now referred to as the KCLS Services Strategy). As part of the Strategy, five service goals are highlighted that support KCLS' vision, mission and value and address the evolving needs of patrons and the communities KCLS serves. While many of the services included in the Strategy are traditional library services, the ways in which the services are delivered shifted to enable KCLS to become a more proactive organization, reaching out and engaging with the community, particularly in underserved areas. Now in 2013, as part of this long-term and annual strategic planning process, the Public Services Leadership Team (PSLI) identified key areas of focus within each of the five goals to provide . direction for the System and specifically Coordinators when working with KCLS libraries. These key areas of focus do not exclude other activities but should be considered a priority when developing/planning library services and programs. And with all services and programs, connecting people to KCLS content and other information and resources remains a core principal. Overarching themes guide and act as the first filter to each area of focus. Overarching Themes Two primary overarching themes for each area of focus include: • Reach peopfe who have never been to a library before; who don't have any --------curenr in what_a librarys odos- -- - - _-- ---- - - — -- - =-- ---- -- - - • Engage with communities that are disadvantaged/low-income and that remain unseen in library service. CommunityConnect, a web-based tool that combines library, demographic and marketing data should be utilized to make informed decisions about communities and ensure that KCLS services and programs are meeting the intent of the overarching themes. • . ' • Ke Areas of Focus within ea h y c Service Goal Goal#I:Facilitate early literocy and cultivate young readers The focus should be directed to early literacy services that reach low-income, disadvantaged children ages 0-5 (and their parents) that don't or can't get to the library. • What are the needs of the target group in your service area who don't visit the library? • How does your proposed service facilitate engagement with the 5 Early Literacy practices? • What organizations are providing a service to this population that meets the need you have identified? Are they current partners, potential partners, or do they adequately fill this service need on their own? Continuing program: Summer Reading Outreach visits. • Gool#2;Engage and support teens and children The focus for services to school-age children and teens is two-fold: supporting their educational/academic success and furthering their recreational/cultural awareness. • How will you identify the needs and interests of the target group in your service area, particularly those who do not currently use the library? Proposed programs: YouthSource Book Club &service to REACH Women's and Children's shelter. • How will you support or enhance what schools and local organizations are already doing for this group? • How will your service meet the needs of diverse communities and cultures? Gool#3:Encourage life(ong leurriing (geared towords odutts) The focus for senrices to adults is likewise two-fold: convening and sparking conversation and engagement with others and helping adults to navigate the electronic/digital world of information. • What are the needs and interests of adults in your community in regards to conversation/engagement or to develop technology skills and information literacy? How will you engage those who are disadvantaged/low-income or who • ' " do not have an understanding of the library? Continuing program — Renton j Library 1ob Club I • Who is providing a service to this population that meets the need you have idertified? (Are they current partners, potertia! partners, or do they adequately fill this service need on their own?} • Haw will yau serve the diverse communities and cultures present in this population? Goat#4:Provide personatized in`ormation access und assistante The focus for services under this gaal shauld be towards offering customized assistance to both individua{s and externa( groupsjorganizatians. • What inforrnation need daes this service support? How does this service reach - and engage diverse communities and cultures? • Does KCLS currently provide a persoralized informafiion service for this type of informatian request? If so, how is this new service distinct from other assistance that KCLS already offers? • How do others in the community provide personalized assistance in this area? If other services are available, are they free or law cost? Continuing program : One- on-Qne Employment Assistance Gaoi#5:Reach and engage the county`s cuituraiiy diverse popuiations The focus for services under this goal should be towards supporting new arrivals to the area. • Who are the new/recent arrivals in your neighborhoads? What groups make up the established immigrant-populations? Proposed pograrr►: 1'een Talk Tire - • What do you know abaut their eu(ture?
