("Consultant"), an Oregon Corporation. The City and the Consultant are referred to collectively in this Amendment as the "Parties." Once fully executed by the Parties, this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-18-154, dated August 20, 2018, to provide necessary services for the Downtown Utility Improvement Project — Phase 2: Preliminary Engineering and Design (referred to herein as the "Agreement"); Whereas, the Parties wish to amend the Agreement to change the scope of work and change the compensation in orderto provide additional design services forvarious additional water, sewer, and storm improvements as detailed in the attached scope of work.. NOW THEREFORE, It is mutually agreed upon that CAG-18-154 is amended as follows: 1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit A-5, which is attached and incorporated herein. 2. Compensation: Section 4, Compensation, is amended so that the maximum amount of compensation payable to Consultant is increased by $99,796 from $1,846,911 to $1,946,707, plus any applicable state and local sales taxes. The additional compensation shall be paid based upon Work actually performed according to the rate(s) or amounts specified in Exhibit C-5, which is attached and incorporated herein. 3. All terms of the Agreement not explicitly modified herein shall remain in full force and effect and such terms shall apply to Work performed according to this Amendment as if fully set forth herein. (Consultant), the Consultant is tasked to prepare preliminary engineering and design services for the water, sewer, and stormwater improvements. The improvements are necessary due to age and capacity need. The City and Consultant have amended the Agreement four times prior. Amendment 1 dated March 11, 2019 identified additional improvements to be included in the Phase 2 project. Amendment 2 dated August 12, 2019 extended the time of performance to October 31, 2019. Amendment 3 dated August 30, 2019 identified the scope, compensation, and time of performance for the final design of the DUIP. Amendment 4 dated April 27, 2020 identified the most critical additional scope of services needed for the final design of the DUIP. This Scope of Services for Amendment 5 is based on our understanding of the changes in the scope of services requested and approved bythe Cityvia email or meeting from October 2019 to present. Work described herein began as directed by the City and with the understanding that this amendment was to be negotiated because the City wanted project progress to continue and did not want to delay progress negotiating multiple small amendments. We have included about $10,000 which is expected to be sufficient for a few small changes or a larger change (i.e incorporation of SPU conduit near the sewer line in S 2nd Street pending negotiations with SPU, additional effort related to King County Dewatering Discharge permit application). Extra field investigation efforts confirmed the line had a bend without a structure. Murraysmith analyzed different ways to design the SD system to meet current design standards. Jan 7, 2020 - City decided they would address the deficient SD pipe with a future project. enrer_Ogden(cDmurraysmith_us>- Tv Tadann I discussed the idea of a SD flow swap at 2nd and Burnett briefly with Spencer. He is not intimately familiar with the hydraulic model of the storm system and is not sure how much capacity the pipe in 2nd might have. He did point out that it did not need to be upgraded in the preferred alternative figure you sent over, which implies there may be some available capacity. He also filled me in on the plans with SD in Burnett, it sounds like although that has been eliminated from the DUIP work, it is still on the shortlist for the near future. Hope this helps. I told Ken last week that the preferred option would result in a clearance less than 12". He said that if that is true, we can look into other options (8" pipe, installation of ethafoam, reducing slope further, etc.). My takeaway from the conversation was that Ken wants Murraysmith to aim for the standard and to propose other measures if necessary. Most of these SD pipes identified in Murray Smith 50% construction plan submittal as abandoned and/or removed. If there are any laterals looking actively connected to any of these pipes, we must somehow connect these laterals with our new SD system. The CCTV Truck is still out of service. The earliest we should get it will probably be 5-7 working days. Also, per our review of currently CCTV results, it appears that SD pipes as marked in below map on S 3d St between Rainier Ave S and Shattuck Ave S have 4 laterals. These two SD pipes shown in sheet SD-7 in Murray Smith 50% construction plans submittal were determined as abandoned. Similarly, we have to determine how we can connect them to our new SD system. We may need to do CCTV again to find out the possible spot for these 4 laterals because the CCTV camera at the time was not set up to be zero. Please review and let us know if you have any edits or revisions. 1) Discussion of the use of insert -a -tees or structures to reconnect private laterals to the proposed system. a. Reference continued discussion and clarification in e-mails dated 1215119 and 1216119. 2) SE corner of the Shattuck Ave S/S 2nd St intersection a. Lateral which was painted out at this location is assumed to go to existing CB 62661. Existing CB 62661 is being replaced and reconnected to the proposed system as part of the design. As such, this lateral will be not need to be reconnected and will be capped. 3) S 2nd St/Burnett Ave intersection New storm drain design at this location will include the following: i. Replacing CB 11711 with a Type 1 CB. Based on our discussion in the field, this work will require the replacement of the existing and design for a new curb ramp in the NE quadrant of the Burnett/2nd intersection. Please confirm. ii. Installing SD pipe between the Type 1 CB which replaces CB 11711 to a new Type 1 CB that is to be installed in the center of Burnett Ave S, located north of the existing stop bar. 1. Depending on the depth of the new SD, a Type 2 CB (SDMH) maybe required at this location. iii. Installing SD pipe between the Type 1 CB that is to be installed in the center of Burnett Ave S to a new Type 2 CB (SDMH) that will replace and be installed in the same location as SDMH 71201 to the north. b. Murraysmith will evaluate the need for additional survey as part of this additional design. If additional survey is necessary, we will get a cost and send it to the City for approval before beginning any additional survey, as we discussed. 4) Whitworth Ave, between 2nd St and 3d St a. The proposed CB labelled as "CB #44" on the Revised 50% plans will be relocated to approximately 5' north of its current location in order to reconnect the private lateral which comes in from the east to the existing SD system. b. The private lateral painted out at approximately STA G4+45 will need to be reconnected to the proposed system. Considerations for the method of reconnection include: i. Type 2 CB ii. Insert -a -Tee iii. PP fitting c. The private lateral painted out at approximately STA G4+87 is assumed to go to exist CB 76773. Exist CB 76773 collects flow which is anticipated to be picked up with proposed CBs #46 and #48, and will be removed and filled with concrete as part of this project. As such, this lateral will not need to be reconnected to the proposed system. d. Provisions/callouts for protecting and/or reestablishing traffic signs that may be impacted during construction will be considered. 5) Mill Ave, between 2nd St and 3rd St a. Where the existing SD pipe is collapsed, the existing SD will be removed and filled with concrete. b. Existing CBs 80213 and 80209 will be replaced in place. The new CBs at these locations will connect into the proposed 12" system located on the east side of Mill at a new Type 1 CB. c. New Type 1 CBs will be installed where private laterals were painted out at approximately STA L3+50 and STA L4+40 to reconnect them to the proposed SD system. d. Given where we are at with the community COVID response, it's time to connect with you again about this and our suggested approach. Our goal here is to support outreach with something that is relatively low cost and can add some value/be leveraged in different formats such as social media. I've copied Dave Neubert here, as well, as he may have some opinion on the matter. Rather than a full-blown online open house event, which are more expensive to produce, I'd suggest we leverage the city project website to host a narrated PPT video. It's a good way to get info across to our audience in an interactive manner, and continue to drive traffic to an online survey, our primary feedback tool at this time. This approach would also allow for captioning in several languages, which we know is a need in the project area. Here are the activities and deliverables that would come along with this approach: • Creative brief and story flow development: this is a standalone document that outlines our approach to the video. This is relatively brief, but a standard planning step for our creative team to ensure that we're headed in the right direction. We're anticipating a two- to three -minute video that would be embedded on the project site via YouTube. Either the City of Renton can host on their account, or we can on our participate.online YouTube account. As for what the video might entail, I'm thinking it's anchored in an overview of the project via a few information slides and a display of the project area map. It can conclude with a section on how to use the online survey, showing folks how to navigate that tool. We have a few examples here and here of those types of instructional pieces to help folks with navigating. To be clear, this would be voiceover and maybe some b-roll video, but would not involve us coordinating filming of project staff speaking (unless that is something we agree is important). • Script development: Once we have agreement on the approach, we'll draw up a script that will be voiced over the video. • Presentation/graphics (covered under existing task): Graphics production for the video, such as the map, which we were already scoped to work on. • Editing and subtitles: This includes final video editing, voiceover and subtitles in English, Spanish and Vietnamese (languages that we identified in our public involvement plan). We can do subtitles in multiple languages for relatively low cost. Please let me know if you have any questions.
