Description of the De-Intensification Shelter as a voluntary or mandatory commitment facility or both. o The Renton Red Lion Hotel is being used as a shelter de-intensification site. The Downtown Emergency Service Center (DESC) is operating the facility and has approximately 200 shelter guests staying in the hotel. The shelter is a voluntary facility. 2. Description of whether this will be a clean and sober facility or a no barrier facility. o DESC uses a harm reduction approach with shelter guests and discourages substance use. Access to the shelter is behavior based and if guests are not able to follow the expected code of conduct they are asked to leave the hotel. 3. Plan for onsite medical and/or security staff, including plan to meet needs of any individuals with pre-existing mental health or behavior disorders. o The hotel site is fenced and a security guard is on site. DESC is a licensed provider of behavioral health services and is able to provide those services on site if needed. The shelter is staffed 24/7 by DESC staffed trained in behavioral health interventions. 4. Plan for medical transportation. o Clients are responsible for getting themselves to any off site health appointments, although DESC may assist in arranging transportation. Any emergent medical transportation will be managed by local emergency services. To avoid unnecessary calls to 911, DESC staff access a 24/7 nurse consulting phone line to triage medical complaints without burdening first responders unnecessarily. 5. Plan for basic social services and life necessities such as food, water, medicine, laundry, and garbage disposal. o These are all being provided on site and are managed either by DESC or King County. To promote social distancing per CDC guidance, DESC staff are delivering meals and medication to units 3x day. 6. Guests are provided an identification badge which is checked by onsite security officers prior to entering the grounds. Renton Red Lion Weekly Update: 1. How many individuals are housed in the De-Intensification Shelter. o Approximately 200 shelter guests are staying at the Renton Red Lion. 2. How many of those individuals have been diagnosed with COVID-19, and how many are awaiting the results of a COVID-19 test. o No clients have tested positive for COVID-19 at the Red Lion. If a client tests positive for COVID-19 while staying at the Red Lion, they will be referred to County run Isolation and Quarantine sites to ensure that they can recover without risk of exposure to others. Currently, there are no clients with pending tests, although we routinely work with partners to test clients and expect to test frequently at the Red Lion. Those with pending tests will be asked to isolate in their units until results are discovered. If clients do not comply with the isolation request, they will be referred to I&Q. EXHIBIT D Read how we’re responding to COVID-19 A recent KOMO TV piece about emergency calls to DESC’s programs in the 500 block of Third Avenue did not provide a complete view of what is occurring and why. Yes, there are lots of emergency calls to this location. (Though not as many as referenced in the TV piece which included duplicates and calls that were canceled prior to any response.) The overwhelming majority of those calls are to DESC’s large emergency shelter program and are for people experiencing a health crisis. That’s because the shelter program serves a very particular purpose for the community: when law enforcement agencies, hospitals, and jails are trying to help people with significant behavioral health disabilities and complex medical conditions find somewhere to go upon release/discharge, the DESC shelter is their primary resource. The shelter provides basic services: a safe place to sleep, bathrooms and showers, healthcare for physical and behavioral health needs, meals, and case managers to help people escape homelessness. We wish we had the resources to provide even more of these services. People typically first come to the shelter during the worst times of their lives. Our dedicated staff are committed to providing deep support and a therapeutic environment. Because the population of people using the shelter has higher needs than any other location in our community, medical and behavioral health crises are common. We respond to emergencies in robust and varied ways. DESC staff are on hand at all times to talk with clients about what is going on, what help they need, and explore solutions. Sometimes that act of directly responding to someone dealing with severe stress is enough to keep a crisis from escalating further. Other times, additional support is needed. On-site nurses and doctors are able to see people for a wide array of health conditions, and data show that when medical personnel are on site fewer emergency calls are made. When outside help is needed, DESC staff call a nurseline to consult about whether a 911 call is warranted. This is in place via a partnership with the Seattle Fire Department, and has helped reduce emergency medical calls to the shelter. Situations requiring direct support for emergency medical services or police intervention result in a 911 call. DESC staff greet emergency personnel upon arrival and supply key information to help with a speedy resolution to the problem. We have deep respect for the first responders who come to the aid of DESC and our clients. The shelter environment can be intense and stressful, and we don’t discount the experiences some people say they have had. The TV piece failed to explore the stories of any of the people currently or recently using the shelter, or the many people who received life-saving care at the shelter and were able to move on to housing. In fact, within the network of shelters in King County, no shelter directly moved more people into permanent housing than the main DESC shelter. We are strongly focused on developing ways to make the shelter environment as safe and healing as it can be. We don’t like to turn people away and so have always brought as many vulnerable people inside as possible. We continually evaluate programs to find the right balance of efficiency and care to best meet the needs of so many people with profound challenges. The real solution to all these problems is safe and affordable housing for everyone. This will allow people who have experienced crisis to experience greater benefit from treatment at DESC and elsewhere. Our Main Shelter at The Morrison Hotel provides a nightly hot meal, brought in by FareStart, to clients staying in the shelter, and the Queen Anne Shelter provides a light dinner and breakfast to clients staying there. During the day, clients assigned to a bunk at the Main Shelter can access case management services through our Housing Assistance Case Manager team; can be assigned a locker to store some of their belongings; and can receive free hygiene supplies, phone access, emergency clothing, and mail services. The main shelter also offers on-site medical care, mental health counseling and chemical dependency counseling. A team of Housing Assistance case managers, three Information and Referral case managers and a chemical dependency counselor are sited in the shelter, as well as a registered nurse from Health Care for the Homeless. An ARNP or MD is also on site three (3) days a week to provide primary care services and follow-up for treatment clients have received elsewhere. Also, in coordination with University of Washington Family Medicine, the Community Health Advancement Program operates a weekly dermatology clinic. The health care clients receive in the shelter goes a long way toward preventing or postponing emergency room visits that are so costly to the community. A Metro bus driver who tried to stop the unprovoked attack got socked in the face and knocked to the ground, according to King County prosecutors. The following Monday, King County Superior Court’s presiding judge ordered the Third Avenue entrance to the 103-year-old building closed until Jan. 1, except to those with physical disabilities who are unable to make it up the small hill to what had been a seldom-used, smaller entrance on Fourth Avenue. Judge Jim Rogers acknowledged his decision to temporarily close the entrance was a drastic step, but he said last week’s assaults are indicative of the increasing incidents of harassment and street violence that county employees, jurors, witnesses and other court visitors have been forced to contend with in the past year or so. They’ve become an almost weekly occurrence, he said. Seattle police have the primary responsibility for policing city streets. There were 129 patrol officers assigned to West Precinct — which includes downtown — in 2010 but as of last year, that number had dropped to 95. For more than a year, Seattle police have assigned foot-beat officers — diverted from beats in Pioneer Square and the Chinatown International District — to patrol the 500 block of Third Avenue, with West Precinct bicycle officers and Anti-Crime Team (ACT) members also conducting proactive patrols and drug- bust operations on the streets around the courthouse, according to the department. “We understand that some of those we arrest are not held in jail, but return to the same area due to the proximity of social services. Knowing this, our strategies are predominantly deployment focused, with an emphasis on police visibility, crime prevention, and deterrence,” says a statement released by the Seattle Police Department. Geography is a big contributor to the security issues, with the downtown courthouse located along the busy Third Avenue transit corridor, where 11 of the street’s 42 routes are served by the bus stop directly outside the court’s front doors. Across from the courthouse, at 517 Third Ave., is the Downtown Emergency Services Center (DESC), which serves chronically homeless men and women with persistent mental-health and substance-abuse issues. Down the block, on Third and Yesler Way, is the Morrison Hotel, a DESC apartment building for disabled homeless adults, and a stone’s throw south from there is the Union Gospel Mission shelter on Second Avenue Extension South. Those three locations — the DESC shelter, the Morrison, and the Union Gospel Mission — are the only ones in the city that the Seattle Fire Department’s emergency medical technicians and medics won’t respond to without backup, either from Seattle police, or if officers are unavailable, an additional four- person engine or ladder truck, said spokeswoman Kristin Tinsley. Combined, firefighters have responded to the three spots more than 1,100 times so far this year, and nearly half of the calls were to the DESC. The total is up from 155 and 120 assaults reported in the same block during the same period in 2018 and 2017, respectively, the data show. For Metropolitan King County Councilmember Pete von Reichbauer, the closure of the courthouse’s main entry “was a good catalyst to draw people’s attention to the problems on Third Avenue … Closing one door is forcing people to think about it, not just the building but the environment around it.” Von Reichbauer is the chairman of the county council’s Government Accountability and Oversight (GAO) Committee and has invited Seattle Police Chief Carmen Best, King County Sheriff Mitzi Johanknecht and Seattle City Attorney Pete Holmes to a Tuesday hearing to discuss what can be done to address what he sees as a crisis. Large numbers of people congregate daily on the sidewalk in front of DESC, which has sheltered 2,300 people so far this year, said Noah Fay, the agency’s director of housing programs. Of those served at DESC’s main Third Avenue shelter, 14 have been “trespassed” from the facility because they represent an ongoing threat, he said. One of the 14 was the suspect arrested last week for assaulting the defense attorney and bus driver, court records show. According to charging documents, court employees ran inside the courthouse and alerted a sheriff’s marshal to the disturbance outside. The marshal, a retired Seattle police officer, used a Taser on the suspect and got him in handcuffs. Last week’s attack, he said, “was like an exclamation point to this unacceptably dangerous situation and Judge Rogers acted decisively because the status quo isn’t working.” Frank Hypolite, 25, was charged Tuesday with third-degree assault for the attack on the attorney, who suffered a sprained wrist, and fourth-degree assault for punching the bus driver, court records show. He remains jailed in lieu of $75,000 bail. In July, Hypolite, a New York native, was charged in Pasco County, Florida with burglary after attempting to break into a veterinary clinic north of Tampa, online court records show. He spent two days in jail then never returned to court. When or why he ended up in Seattle is unknown, but Hypolite, who is homeless, has been arrested five times since October, including his arrest last week. His first arrest was for assaulting four people, including a staff member, at the DESC across from the downtown courthouse on Oct. 4, according to Seattle Municipal Court records. He was arrested for criminal trespass after returning to DESC following his release from jail two days later, and then again on Oct. 18, the records show. Hypolite was also arrested Oct. 9 for criminal trespass after he went to the Recovery Café on Boren Avenue, where he had been receiving mental-health services but was told he couldn’t return after threatening staff. One employee told police Hypolite had become aggressive and his “mental health had been noticeably deteriorating,” court records say. Many cope with one or more major disability or life problem that contribute to their becoming or remaining homeless. Among these, mental illness and substance use disorders, and physical or developmental disabilities are the most common. Traditionally, community shelters have provided beds on a first-come, first-serve basis. As a result, those clients who are the lowest functioning and least able to assert themselves and are often left out in the cold. In order to follow our mission and serve those most in need, DESC staff have created a Vulnerability Assessment Tool – an instrument designed to help staff determine who is most likely to be taken advantage of or harmed on the streets. In this way, those individuals who are most in need, are served first at DESC. The DESC Vulnerability Assessment Tool (VAT) allows staff to distinguish more objectively the relative vulnerability of the homeless adults who come to our shelters or whom we otherwise encounter in the community through outreach or referrals. This tool, which has gone through rigorous study and several modifications is comprised of a set of scales, each rating the individual’s level of functioning, health, and other specific characteristics relevant to their personal health and safety. The tool was first put to use in the DESC main shelter program in 2003 as a way to determine who among the many would receive one of the limited beds available each night. By identifying a vulnerability rating for each client, staff were able to assign beds to those individuals who were most at risk of being victimized or injured, of harming themselves, of coming to harm simply because they could not take care of their basic needs, or of being unable to make progress without substantial support. Following the VAT’s success in the shelter program, the Vulnerability Assessment Tool was implemented in the DESC supportive housing program to better allocate our limited housing resources to those clients with the greatest need.
