Aguilar Martinez, PO Box 1511, Bellevue, WA 98009 Applicant/Contact: Ani Babaian, First Metals, Inc., 414 Monroe Ave NE, Renton, WA 98056 Project Location: 414 Monroe Ave NE Project Summary: The applicant is requesting Environmental (SEPA) Review for a proposed change of use and tenant improvement from a vehicle repair shop to a “laboratory, light manufacturing” use in the existing building located at 414 Monroe Ave NE (APN 0923059171). The property is approximately 15,625 square feet in size and is located in the Commercial Arterial (CA) zone and Commercial Mixed Use (CMU) land use designation. The purpose of the proposed lab is to research, investigate, and test weather barrier systems to improve energy efficiency in existing and new structures. No exterior development or exterior modifications are proposed for the change of use. “Laboratories: light manufacturing” is a permitted use in the CA Zone and Commercial Mixed Use (CMU) land use designation provided the subject property is not located along NE Sunset Blvd, NE 4th Street, or S Puget Drive. Therefore, the proposed use is a permitted use on the subject property. Environmental (SEPA) Review is required due to the project being a change of use in a building larger than 4,000 square feet. Access to the site would remain via existing curb cuts off of Monroe Ave NE. According to COR maps, no critical areas are mapped on the project site. No trees or vegetation removal is proposed as a part of the project. The applicant submitted an Environmental Checklist with the project application. Exist. Bldg. Area SF: 5,555 Proposed New Bldg. Change of Use_v2 ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS B. Mitigation Measures None C. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1.Earth Impacts: The site is currently developed with an existing 5,555 square foot structure and a surface parking lot with approximately 24 (non-striped) parking spaces. There is no existing on-site landscaping. No exterior site improvements are proposed under the current application. As no site improvements are proposed, no further mitigation is recommended at this time. Mitigation Measure: None recommended. Nexus: Not Applicable. 2.Surface Water Impacts: The project site is currently fully developed, no new impervious surfaces are proposed under the current development application. Therefore, no further mitigation is recommended. Mitigation Measure: None recommended. Nexus: Not Applicable. 3.Air Impacts: The purpose of the proposed new lab is to research, investigate, and test weather barrier systems to improve energy efficiency in existing and new structures. No emissions are proposed as part of the business operations, therefore, no further mitigation is recommended. Mitigation Measures: No further mitigation recommended. Change of Use_v2 Nexus: Not applicable. 4.Transportation Impacts: A traffic impact analysis is required when the estimated vehicular traffic generated from a proposed development exceeds 20 vehicles per hour in either the AM (6:00 – 9:00) or PM (3:00 – 6:00) peak periods. The average trip rate for the proposed use is less than 20 vehicles per hour, therefore, a traffic impact analysis was not required. It is anticipated that code required impact fees would adequately mitigate transportation impacts for the proposed new auto sentry canopy, and the total proposed stacking spaces would provide adequate off-street parking for the proposed development; therefore, no further mitigation is recommended. Mitigation Measures: No further mitigation recommended. Nexus: Not applicable. E. Comments of Reviewing Departments The proposal has been circulated to City Department and Division Reviewers.
