Change of Use PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review for a proposed change of use and tenant improvement from a vehicle repair shop to a “laboratory, light manufacturing” use in the existing building located at 414 Monroe Ave NE (APN 0923059171). The property is approximately 15,625 square feet in size and is located in the Commercial Arterial (CA) zone and Commercial Mixed Use (CMU) land use designation. The purpose of the proposed lab is to research, investigate, and test weather barrier systems to improve energy efficiency in existing and new structures. No exterior development or exterior modifications are proposed for the change of use. “Laboratories: light manufacturing” is a permitted use in the CA Zone and Commercial Mixed Use (CMU) land use designation provided the subject property is not located along NE Sunset Blvd, NE 4th Street, or S Puget Drive. Therefore, the proposed use is a permitted use on the subject property. Environmental (SEPA) Review is required due to the project being a change of use in a building larger than 4,000 square feet. Access to the site would remain via existing curb cuts off of Monroe Ave NE. According to COR maps, no critical areas are mapped on the project site. No trees or vegetation removal is proposed as a part of the project. The applicant submitted an Environmental Checklist with the project application. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. When the DNS becomes appealable, the appeal period will be 14 days.
