See also httl?s:/jcutt.fyjc_vUc3J3r PROJECT DESCRIPTION: The applicant is requesting Hearing Examiner Site Plan Review, Environmental SEPA' Review and one (1) street modification for the construction of a six (6) story building containing nine (9) attached multi -family residential units. The structure would have an overall building height of 57 feet. The 5,000 square foot parcel is located within the Center Downtown (CD) zoning classification and Commercial & Mixed Use (CMU) land use designation on the west side of Logan Ave S, Just north of S 2nd St at 129 Logan Ave S (APN 569600-0150). Overlay districts for the property include Urban Design District 'A' and City Center Sign Regulations Area. Access to the site would be provided from Logan Ave S. A total of nine (9) ground floor parking spaces would be provided within the structure. Levels 2-6 would consist of either a two or three bedroom unit for a proposed density of 82 dwelling units per net acre. The existing single family house and detached accessory structures would be demolished and three (3) trees would be removed. A street modification, from RMC 4-6 060, is being requested to reduce the amount of required right-of-way dedication width from approximately fifteen feet six inches (15'-6") to four feet six inches (4'-6") to provide a twelve - foot (12') wide sidewalk width with tree grates behind the vertical curb. The site is located within the Wellhead Protection Area Zone 1 and a High Seismic Hazard Area. There appears to be no other critical areas located on site. The applicant is proposing to start construction in March of 2021 and the estimated completion date is October of 2021. T he applicant has submitted a Preliminary Technical Information Report and a Geotechnical Investigation with the master application. DATE OF APPLICATION: May 11, 2020 NOTICE OF COMPLETE APPLICATION: May 21, 2020 OPTIONAL DETERMINATION OF NON -SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS- M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non -Significance - Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Commercial & Mixed Use (CMU) on the City of Renton Comprehensive Land Use Map and Center Downtown (CD) on the City's Zoning Map. Environmental Documents that Environmental (SEPA) Checklist Evaluate the Proposed Project: Development Regulations Used The project will be subject to the City's SEPA ordinance, RMC 4-2-060; 4-2-120; For Project Mitigation: 4-3-050; 4-3-100; Chapter 4 RMC; 4-6-060; 4-9-200; 4-9-250 and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above. 1. The project construction shall comply with the recommendations found in the submitted Geotechnical Investigation, prepared by Cobalt Geosciences, dated February 27, 2020, and future addenda. 2. The applicant shall be required to provide minimum one -foot building side yard setbacks to reduce or control life safety health hazards and include access to light and air.
