TEMPORARY EROSION AND SEDIMENT CONTROL (TESC) NOTES
1.THESE TEMPORARY EROSION AND SEDIMENT CONTROL NOTES ARE FROM THE 2016 KING COUNTY SURFACE WATER DESIGN MANUAL, APPENDIX D (2016).
2.APPROVAL OF THIS EROSION AND SEDIMENTATION CONTROL (TESC) PLAN DOES NOT CONSTITUTE AN APPROVAL OF PERMANENT ROAD OR DRAINAGE DESIGN (E.G. SIZE AND LOCATION OF
ROADS, PIPES, RESTRICTORS, CHANNELS, RETENTION FACILITIES, UTILITIES, ETC.).
3.THE IMPLEMENTATION OF THESE TESC PLANS AND THE CONSTRUCTION, MAINTENANCE, REPLACEMENT, AND UPGRADING OF THESE TESC FACILITIES IS THE RESPONSIBILITY OF THE
APPLICANT/TESC SUPERVISOR UNTIL ALL CONSTRUCTION IS APPROVED.
4.THE TESC FACILITIES SHOWN ON THIS PLAN MUST BE CONSTRUCTED PRIOR TO OR IN CONJUNCTION WITH ALL CLEARING AND GRADING SO AS TO ENSURE THAT THE TRANSPORT OF
SEDIMENT TO SURFACE WATERS, DRAINAGE SYSTEMS, AND ADJACENT PROPERTIES IS MINIMIZED.
5.THE TESC FACILITIES SHOWN ON THIS PLAN ARE THE MINIMUM REQUIREMENTS FOR ANTICIPATED SITE CONDITIONS. DURING THE CONSTRUCTION PERIOD, THESE TESC FACILITIES SHALL
BE UPGRADED AS NEEDED FOR UNEXPECTED STORM EVENTS AND MODIFIED TO ACCOUNT FOR CHANGING SITE CONDITIONS (E.G. ADDITIONAL COVER MEASURES, ADDITIONAL SUMP
PUMPS, AND SILT FENCES, PERIMETER PROTECTION ETC.) AS DIRECTED BY OLYMPIC/BP USPL.
6.THE CONTRACTOR SHALL MAINTAIN ALL PUBLIC ROADWAYS WITH STREET SWEEPING AS NECESSARY TO REMOVE SEDIMENT.
7.THE TESC FACILITIES SHALL BE INSPECTED DAILY BY THE APPLICANT/TESC SUPERVISOR AND MAINTAINED TO ENSURE CONTINUED PROPER FUNCTIONING.
8.ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY EMBANKMENTS, THAT WILL NOT BE DISTURBED FOR TWO CONSECUTIVE DAYS DURING THE WET SEASON OR SEVEN DAYS DURING THE
DRY SEASON SHALL BE IMMEDIATELY STABILIZED WITH THE APPROVED TESC METHODS (E.G. SEEDING, MULCHING, PLASTIC COVERING, ETC.).
9.MATERIAL THAT MAY BE TEMPORARILY STORED FOR USE IN PROJECT ACTIVITIES SHALL BE COVERED WITH PLASTIC OR OTHER IMPERVIOUS MATERIAL AND PROTECTED BY APPROPRIATE BMPS
TO PREVENT SEDIMENTS FROM BEING WASHED FROM THE STORAGE AREA TO SURFACE WATERS. (BA-6, BA-27).
10.AT NO TIME SHALL MORE THAN ONE (1) FOOT OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A CATCH BASIN. ALL CATCH BASINS AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO
PAVING. THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT-LADEN WATER INTO THE DOWNSTREAM SYSTEM.
SPILL PREVENTION, COUNTERMEASURES AND CONTROL (SPCC) NOTES
THE CONTRACTOR SHALL PREPARE A SPCC PLAN PRIOR TO BEGINNING CONSTRUCTION. THE SPCC PLAN SHALL IDENTIFY THE APPROPRIATE SPILL CONTAINMENT MATERIALS, WHICH WILL BE
AVAILABLE AT THE PROJECT SITE AT ALL TIMES, DETAIL THE PROCEDURES THAT WILL BE FOLLOWED IN THE EVENT OF A SPILL TO PREVENT OR MINIMIZE EFFECTS, AND WILL SPECIFICALLY
ADDRESS POTENTIAL FUEL SPILLS FROM VEHICLES AND POTENTIAL SPILLS OF CHEMICALS THAT ARE COMMONLY USED DURING CONSTRUCTION.
1.THE CONTRACTOR SHALL ENSURE THAT FUEL AND CHEMICAL STORAGE IS STORED WITHIN SECONDARY CONTAINMENT AREAS. THE SECONDARY CONTAINMENT SHALL BE SURFACED WITH AN
IMPERMEABLE MATERIAL AND SIZED TO CONTAIN THE VOLUME OF STORED FUEL AND/OR CHEMICALS. TO PROTECT FROM RAIN AND SNOW, IT IS RECOMMENDED THAT CONTAINERS AND
THE SECONDARY CONTAINMENT BE INSIDE A BUILDING OR UNDER SOME TYPE OF PROTECTIVE COVERING. THE COVER MUST ALLOW FOR ADEQUATE INSPECTION. COVERED SECONDARY
CONTAINMENT MUST BE LARGE ENOUGH TO CONTAIN TEN PERCENT OF THE FREE LIQUID IN ALL CONTAINERS OR 100 PERCENT OF THE FREE LIQUID IN THE LARGEST CONTAINER. UNCOVERED
SECONDARY CONTAINMENT MUST HAVE CAPACITY TO HOLD THE ADDITIONAL PRECIPITATION RESULTING FROM A MAXIMUM 25-YEAR STORM LASTING 24 HOURS. THAT IS, THE CONTAINMENT
SYSTEM MUST HOLD THE VOLUME OF WATER RESULTING FROM A 24-HOUR RAINFALL WITH AN AVERAGE RAINFALL INTENSITY (IN INCHES/HOUR) OF A STORM THAT SHOULD OCCUR ONLY
ONCE IN EVERY 25 YEARS.
2.SPILL RESPONSE EQUIPMENT WILL BE LOCATED WITHIN THE CONSTRUCTION ZONES TO MINIMIZE COUNTERMEASURE RESPONSE TIMES.
3.THERE WILL BE NO VISIBLE SHEEN FROM PETROLEUM PRODUCTS AS A RESULT OF PROJECT ACTIVITIES.
4.FUEL HOSES, OIL DRUMS, OIL OR FUEL TRANSFER VALVES AND FITTINGS, ETC., SHALL BE CHECKED REGULARLY FOR DRIPS OR LEAKS, AND SHALL BE MAINTAINED AND STORED PROPERLY
TO PREVENT SPILLS.
5.ALL CONSTRUCTION DEBRIS AND OTHER SOLID WASTE MATERIAL SHALL BE PROPERLY MANAGED AND DISPOSED OF IN AN DISPOSAL SITE APPROVED BY THE APPROPRIATE REGULATORY
AUTHORITY.
TESC CONSTRUCTION SEQUENCE NOTES

4.MAINTAIN EROSION CONTROL MEASURES IN ACCORDANCE WITH KING COUNTY SURFACE WATER DESIGN MANUAL (2016) STANDARDS AND MANUFACTURER'S RECOMMENDATIONS.
5.RELOCATE EROSION CONTROL MEASURES, OR INSTALL NEW MEASURES AS NEEDED.
6.COVER ALL AREAS THAT WILL BE UNWORKED FOR MORE THAN SEVEN DAYS DURING THE DRY SEASON OR TWO DAYS DURING THE WET SEASON WITH STRAW, WOOD FIBER MULCH,
COMPOST, PLASTIC SHEETING, OR EQUIVALENT.
7.PR0VIDE TEMPORARY STABILIZATION OF ALL AREAS, WITHIN SEVEN DAYS OF COMPLETING CONSTRUCTION ACTIVITIES.
8.UPON COMPLETION OF THE PROJECT, STABILIZE ALL DISTURBED AREAS AND REMOVE BMPS.
9.ALL CONSTRUCTION DEBRIS, EXCESS SEDIMENT AND OTHER SOLID WASTE MATERIAL SHALL BE PROPERLY MANAGED AND DISPOSED OF IN DISPOSAL SITE APPROVED BY THE APPROPRIATE

D.2.1.2.2: MULCHING
PURPOSE
THE PURPOSE OF MULCHING SOILS IS TO PROVIDE IMMEDIATE TEMPORARY PROTECTION FROM EROSION. MULCH ALSO ENHANCES PLANT ESTABLISHMENT BY
CONSERVING MOISTURE, HOLDING FERTILIZER, SEED, AND TOPSOIL IN PLACE, AND MODERATING SOIL TEMPERATURES. THERE IS AN ENORMOUS VARIETY OF
MULCHES THAT MAY BE USED. ONLY THE MOST COMMON TYPES ARE DISCUSSED IN THIS SECTION.
CONDITIONS OF USE
AS A TEMPORARY COVER MEASURE, MULCH SHOULD BE USED:
1.ON DISTURBED AREAS THAT REQUIRE COVER MEASURES FOR LESS THAN 30 DAYS.
2.AS A COVER FOR SEED DURING THE WET SEASON AND DURING THE HOT SUMMER MONTHS.
3.DURING THE WET SEASON ON SLOPES STEEPER THAN 3H:1V WITH MORE THAN 10 FEET OF VERTICAL RELIEF.
DESIGN AND INSTALLATION SPECIFICATIONS
FOR MULCH MATERIALS, APPLICATION RATES, AND SPECIFICATIONS, SEE TABLE D.2.1.2.A. NOTE: THICKNESSES MAY BE INCREASED FOR DISTURBED AREAS IN OR
NEAR CRITICAL AREAS OR OTHER AREAS HIGHLY SUSCEPTIBLE TO EROSION.
MAINTENANCE STANDARDS
1.THE THICKNESS OF THE COVER MUST BE MAINTAINED.
2.ANY AREAS THAT EXPERIENCE EROSION SHALL BE REMULCHED AND/OR PROTECTED WITH A NET OR BLANKET. IF THE EROSION PROBLEM IS DRAINAGE
RELATED, THEN THE DRAINAGE PROBLEM SHALL BE ASSESSED AND ALTERNATE DRAINAGE SUCH AS INTERCEPTOR SWALES MAY BE NEEDED TO FIX THE
PROBLEM AND THE ERODED AREA REMULCHED.
D.2.1.2.6: TEMPORARY AND PERMANENT SEEDING
PURPOSE
SEEDING IS INTENDED TO REDUCE EROSION BY STABILIZING EXPOSED SOILS. A WELL-ESTABLISHED VEGETATIVE COVER IS ONE OF THE MOST EFFECTIVE
METHODS OF REDUCING EROSION.
CONDITIONS OF USE
1.SEEDING SHALL BE USED THROUGHOUT THE PROJECT ON DISTURBED AREAS THAT HAVE REACHED FINAL GRADE OR THAT WILL REMAIN UNWORKED FOR
MORE THAN 30 DAYS.
2.VEGETATION-LINED CHANNELS SHALL BE SEEDED. CHANNELS THAT WILL BE VEGETATED SHOULD BE INSTALLED BEFORE MAJOR EARTHWORK AND
HYDROSEEDED OR COVERED WITH A BONDED FIBER MATRIX (BFM).
3.RETENTION/DETENTION PONDS SHALL BE SEEDED AS REQUIRED.
4.AT THE COUNTY'S DISCRETION, SEEDING WITHOUT MULCH DURING THE DRY SEASON IS ALLOWED EVEN THOUGH IT WILL TAKE MORE THAN SEVEN DAYS TO
DEVELOP AN EFFECTIVE COVER. MULCH IS, HOWEVER, RECOMMENDED AT ALL TIMES BECAUSE IT PROTECTS SEEDS FROM HEAT, MOISTURE LOSS, AND
TRANSPORT DUE TO RUNOFF.
5.AT THE BEGINNING OF THE WET SEASON, ALL DISTURBED AREAS SHALL BE REVIEWED TO IDENTIFY WHICH ONES CAN BE SEEDED IN PREPARATION FOR THE
WINTER RAINS (SEE SECTION D.2.4.2). DISTURBED AREAS SHALL BE SEEDED WITHIN ONE WEEK OF THE BEGINNING OF THE WET SEASON. A SKETCH MAP
OF THOSE AREAS TO BE SEEDED AND THOSE AREAS TO REMAIN UNCOVERED SHALL BE SUBMITTED TO THE DPER INSPECTOR. THE DPER INSPECTOR MAY
REQUIRE SEEDING OF ADDITIONAL AREAS IN ORDER TO PROTECT SURFACE WATERS, ADJACENT PROPERTIES, OR DRAINAGE FACILITIES.
6.AT FINAL SITE STABILIZATION, ALL DISTURBED AREAS NOT OTHERWISE VEGETATED OR STABILIZED SHALL BE SEEDED AND MULCHED (SEE SECTION
D.2.4.5).
DESIGN AND INSTALLATION SPECIFICATIONS
1.THE BEST TIME TO SEED IS APRIL 1 THROUGH JUNE 30, AND SEPTEMBER 1 THROUGH OCTOBER 15. AREAS MAY BE SEEDED BETWEEN JULY 1 AND AUGUST
31, BUT IRRIGATION MAY BE REQUIRED IN ORDER TO GROW ADEQUATE COVER. AREAS MAY ALSO BE SEEDED DURING THE WINTER MONTHS, BUT IT MAY
TAKE SEVERAL MONTHS TO DEVELOP A DENSE GROUNDCOVER DUE TO COLD TEMPERATURES. THE APPLICATION AND MAINTENANCE OF MULCH IS
CRITICAL FOR WINTER SEEDING.
2.TO PREVENT SEED FROM BEING WASHED AWAY, CONFIRM THAT ALL REQUIRED SURFACE WATER CONTROL MEASURES HAVE BEEN INSTALLED.
3.THE SEEDBED SHOULD BE FIRM BUT NOT COMPACTED BECAUSE SOILS THAT ARE WELL COMPACTED WILL NOT VEGETATE AS QUICKLY OR THOROUGHLY.
SLOPES STEEPER THAN 3H:1V SHALL BE SURFACE ROUGHENED. ROUGHENING CAN BE ACCOMPLISHED IN A VARIETY OF WAYS, BUT THE TYPICAL METHOD
IS TRACK WALKING, OR DRIVING A CRAWLING TRACTOR UP AND DOWN THE SLOPE, LEAVING CLEAT IMPRINTS PARALLEL TO THE SLOPE CONTOURS.
4.IN GENERAL, 10-20-20 N-P-K (NITROGEN-PHOSPHORUS-POTASSIUM) FERTILIZER MAY BE USED AT A RATE OF 90 POUNDS PER ACRE. SLOW-RELEASE
FERTILIZERS ARE PREFERRED BECAUSE THEY ARE MORE EFFICIENT AND HAVE FEWER ENVIRONMENTAL IMPACTS. IT IS RECOMMENDED THAT AREAS BEING
SEEDED FOR FINAL LANDSCAPING CONDUCT SOIL TESTS TO DETERMINE THE EXACT TYPE AND QUANTITY OF FERTILIZER NEEDED. THIS WILL PREVENT THE
OVER- APPLICATION OF FERTILIZER. DISTURBED AREAS WITHIN 200 FEET OF WATER BODIES AND WETLANDS MUST USE SLOW- RELEASE LOW-PHOSPHORUS
FERTILIZER (TYPICAL PROPORTIONS 3-1-2 N-P-K).
5.THE FOLLOWING REQUIREMENTS APPLY TO MULCHING:
a.MULCH IS ALWAYS REQUIRED FOR SEEDING SLOPES GREATER THAN 3H:1V (SEE SECTION D.2.1.2.2).
b.IF SEEDING DURING THE WET SEASON, MULCH IS REQUIRED.
c.THE USE OF MULCH MAY BE REQUIRED DURING THE DRY SEASON AT THE COUNTY'S DISCRETION IF GRASS GROWTH IS EXPECTED TO BE SLOW, THE
SOILS ARE HIGHLY ERODIBLE DUE TO SOIL TYPE OR GRADIENT, THERE IS A WATER BODY CLOSE TO THE DISTURBED AREA, OR SIGNIFICANT
PRECIPITATION (SEE SECTION D.2.4.2) IS ANTICIPATED BEFORE THE GRASS WILL PROVIDE EFFECTIVE COVER.
d.MULCH MAY BE APPLIED ON TOP OF THE SEED OR SIMULTANEOUSLY BY HYDROSEEDING.
6.HYDROSEEDING IS ALLOWED AS LONG AS TACKIFIER IS INCLUDED. HYDROSEEDING WITH WOOD FIBER MULCH IS ADEQUATE DURING THE DRY SEASON.
DURING THE WET SEASON, THE APPLICATION RATE SHALL BE DOUBLED BECAUSE THE MULCH AND TACKIFIER USED IN HYDROSEEDING BREAK DOWN
FAIRLY RAPIDLY. IT MAY BE NECESSARY IN SOME APPLICATIONS TO INCLUDE STRAW WITH THE WOOD FIBER, BUT THIS CAN BE DETRIMENTAL TO
GERMINATION.
7.AREAS TO BE PERMANENTLY LANDSCAPED SHALL USE SOIL AMENDMENTS. GOOD QUALITY TOPSOIL SHALL BE TILLED INTO THE TOP SIX INCHES TO REDUCE
THE NEED FOR FERTILIZER AND IMPROVE THE OVERALL SOIL QUALITY. MOST NATIVE SOILS WILL REQUIRE THE ADDITION OF FOUR INCHES OF WELL-ROTTED
COMPOST TO BE TILLED INTO THE SOIL TO PROVIDE A GOOD QUALITY TOPSOIL. COMPOST USED SHOULD MEET SPECIFICATIONS PROVIDED IN REFERENCE
11-C OF THE SWDM.
8.THE SEED MIXES LISTED BELOW INCLUDE RECOMMENDED MIXES FOR BOTH TEMPORARY AND PERMANENT SEEDING. THESE MIXES, WITH THE EXCEPTION
OF THE WETLAND MIX, SHALL BE APPLIED AT A RATE OF 120 POUNDS PER ACRE. THIS RATE MAY BE REDUCED IF SOIL AMENDMENTS OR SLOW-RELEASE
FERTILIZERS ARE USED. LOCAL SUPPLIERS SHOULD BE CONSULTED FOR THEIR RECOMMENDATIONS BECAUSE THE APPROPRIATE MIX DEPENDS ON A
VARIETY OF FACTORS, INCLUDING EXPOSURE, SOIL TYPE, SLOPE, AND EXPECTED FOOT TRAFFIC. ALTERNATIVE SEED MIXES APPROVED BY THE COUNTY MAY
BE USED.
MAINTENANCE STANDARDS FOR TEMPORARY AND PERMANENT SEEDING
1.ANY SEEDED AREAS THAT FAIL TO ESTABLISH AT LEAST 80 PERCENT COVER WITHIN ONE MONTH SHALL BE RESEEDED. IF RESEEDING IS INEFFECTIVE, AN
ALTERNATE METHOD, SUCH AS SODDING OR NETS/BLANKETS, SHALL BE USED. IF WINTER WEATHER PREVENTS ADEQUATE GRASS GROWTH, THIS TIME
LIMIT MAY BE RELAXED AT THE DISCRETION OF THE COUNTY WHEN CRITICAL AREAS WOULD OTHERWISE BE PROTECTED.
2.AFTER ADEQUATE COVER IS ACHIEVED, ANY AREAS THAT EXPERIENCE EROSION SHALL BE RE-SEEDED AND PROTECTED BY MULCH. IF THE EROSION
PROBLEM IS DRAINAGE RELATED, THE PROBLEM SHALL BE FIXED AND THE ERODED AREA RE-SEEDED AND PROTECTED BY MULCH.
3.SEEDED AREAS SHALL BE SUPPLIED WITH ADEQUATE MOISTURE, BUT NOT WATERED TO THE EXTENT THAT IT CAUSES RUNOFF.
D.2.1.2.3 NETS AND BLANKETS
PURPOSE
EROSION CONTROL NETS AND BLANKETS ARE INTENDED TO PREVENT EROSION AND HOLD SEED AND MULCH IN PLACE ON STEEP SLOPES AND IN CHANNELS SO
THAT VEGETATION CAN BECOME WELL ESTABLISHED. IN ADDITION, SOME NETS AND BLANKETS CAN BE USED TO PERMANENTLY REINFORCE TURF TO PROTECT
DRAINAGE WAYS DURING HIGH FLOWS. NETS ARE STRANDS OF MATERIAL WOVEN INTO AN OPEN, BUT HIGH-TENSILE STRENGTH NET (FOR EXAMPLE, JUTE
MATTING). BLANKETS ARE STRANDS OF MATERIAL THAT ARE NOT TIGHTLY WOVEN, BUT INSTEAD FORM A LAYER OF INTERLOCKING FIBERS, TYPICALLY HELD
TOGETHER BY A BIODEGRADABLE OR PHOTODEGRADABLE NETTING (FOR EXAMPLE, EXCELSIOR OR STRAW BLANKETS). THEY GENERALLY HAVE LOWER TENSILE
STRENGTH THAN NETS, BUT COVER THE GROUND MORE COMPLETELY. COIR (COCONUT FIBER) FABRIC COMES AS BOTH NETS AND BLANKETS.
CONDITIONS OF USE
EROSION CONTROL NETS AND BLANKETS SHOULD BE USED:
1.FOR PERMANENT STABILIZATION OF SLOPES 2H:1V OR GREATER AND WITH MORE THAN 10 FEET OF VERTICAL RELIEF.
2.IN CONJUNCTION WITH SEED FOR FINAL STABILIZATION OF A SLOPE, NOT FOR TEMPORARY COVER. HOWEVER, THEY MAY BE USED FOR TEMPORARY
APPLICATIONS AS LONG AS THE PRODUCT IS NOT DAMAGED BY REPEATED HANDLING. IN FACT, THIS METHOD OF SLOPE PROTECTION IS SUPERIOR TO
PLASTIC SHEETING, WHICH GENERATES HIGH-VELOCITY RUNOFF (SEE SECTION D.2.1.2.4).
3.FOR DRAINAGE DITCHES AND SWALES (HIGHLY RECOMMENDED). THE APPLICATION OF APPROPRIATE NETTING OR BLANKET TO DRAINAGE DITCHES AND
SWALES CAN PROTECT BARE SOIL FROM CHANNELIZED RUNOFF WHILE VEGETATION IS ESTABLISHED. NETS AND BLANKETS ALSO CAN CAPTURE A GREAT
DEAL OF SEDIMENT DUE TO THEIR OPEN, POROUS STRUCTURE. SYNTHETIC NETS AND BLANKETS MAY BE USED TO PERMANENTLY STABILIZE CHANNELS
AND MAY PROVIDE A COST-EFFECTIVE, ENVIRONMENTALLY PREFERABLE ALTERNATIVE TO RIPRAP.
DESIGN AND INSTALLATION SPECIFICATIONS
1.SEE FIGURE D.2.1.2.B AND FIGURE D.2.1.2.C FOR TYPICAL ORIENTATION AND INSTALLATION OF NETTINGS AND BLANKETS. NOTE: INSTALLATION IS CRITICAL
TO THE EFFECTIVENESS OF THESE PRODUCTS. IF GOOD GROUND CONTACT IS NOT ACHIEVED, RUNOFF CAN CONCENTRATE UNDER THE PRODUCT,
RESULTING IN SIGNIFICANT EROSION.
2.WITH THE VARIETY OF PRODUCTS AVAILABLE, IT IS IMPOSSIBLE TO COVER ALL THE DETAILS OF APPROPRIATE USE AND INSTALLATION. THEREFORE, IT IS
CRITICAL THAT THE DESIGN ENGINEER THOROUGHLY CONSULTS THE MANUFACTURER'S INFORMATION AND THAT A SITE VISIT TAKES PLACE IN ORDER TO
INSURE THAT THE PRODUCT SPECIFIED IS APPROPRIATE.
3.JUTE MATTING MUST BE USED IN CONJUNCTION WITH MULCH (SECTION D.2.1.2.2). EXCELSIOR, WOVEN STRAW BLANKETS, AND COIR (COCONUT FIBER)
BLANKETS MAY BE INSTALLED WITHOUT MULCH. THERE ARE MANY OTHER TYPES OF EROSION CONTROL NETS AND BLANKETS ON THE MARKET THAT MAY
BE APPROPRIATE IN CERTAIN CIRCUMSTANCES. OTHER TYPES OF PRODUCTS WILL HAVE TO BE EVALUATED INDIVIDUALLY. IN GENERAL, MOST NETS (E.G.,
JUTE MATTING) REQUIRE MULCH IN ORDER TO PREVENT EROSION BECAUSE THEY HAVE A FAIRLY OPEN STRUCTURE. BLANKETS TYPICALLY DO NOT REQUIRE
MULCH BECAUSE THEY USUALLY PROVIDE COMPLETE PROTECTION OF THE SURFACE.
4.PURELY SYNTHETIC BLANKETS ARE ALLOWED BUT SHALL ONLY BE USED FOR LONG-TERM STABILIZATION OF WATERWAYS. THE ORGANIC BLANKETS
AUTHORIZED ABOVE ARE BETTER FOR SLOPE PROTECTION AND SHORT-TERM WATERWAY PROTECTION BECAUSE THEY RETAIN MOISTURE AND PROVIDE
ORGANIC MATTER TO THE SOIL, SUBSTANTIALLY IMPROVING THE SPEED AND SUCCESS OF RE-VEGETATION.
MAINTENANCE STANDARDS

1.AN ASPHALT PAVER SHALL BE USED IN ACCORDANCE WITH SECTION 5-04.3(3) OF STANDARD SPECIFICATIONS. A “LAYTON BOX” OR EQUAL MAY BE USED IN PLACE OF THE POWER-PROPELLED PAVER. ROLLERS
SHALL BE USED IN ACCORDANCE WITH SECTION 5- 04.3(4) OF THE STANDARD SPECIFICATIONS. “PLATE COMPACTORS” AND “JUMPING JACKS” SHALL NOT BE USED IN LIEU OF ROLLERS.
2.TRENCH BACKFILL AND RESURFACING SHALL BE AS SHOWN IN THE CITY OF RENTON STANDARD DETAILS, UNLESS MODIFIED BY THE CITY PERMIT. SURFACING DEPTHS SHOWN IN THE STANDARD DETAILS ARE
MINIMUMS AND MAY BE INCREASED BY THE ENGINEER TO MEET TRAFFIC LOADS OR SITE CONDITIONS.
3.REQUIREMENT FOR PATCHING, OVERLAY, AND OVERLAY WIDTHS:
ALL TRENCH AND PAVEMENT CUTS SHALL BE MADE BY SAWCUT OR BY GRINDING. SAWCUTS OR GRINDING SHALL BE A MINIMUM OF ONE FOOT (1') OUTSIDE THE TRENCH WIDTH. THE TOP TWO INCHES (2") OF
ASPHALT SHALL BE GROUND DOWN TO A MINIMUM DISTANCE OF ONE FOOT (1') BEYOND THE ACTUAL OUTSIDE EDGES OF THE TRENCH AND SHALL BE REPLACED WITH TWO INCHES (2") OF CLASS B ASPHALT, PER
CITY OF RENTON STANDARD PLANS. AT THE DISCRETION OF THE ENGINEER, A FULL STREET WIDTH OVERLAY MAY BE REQUIRED.
LANE-WIDTH OR A FULL STREET-WIDTH OVERLAY WILL BE DETERMINED BASED UPON THE LOCATION AND LENGTH OF THE PROPOSED TRENCH WITHIN THE ROADWAY CROSS-SECTION. CHANGES IN FIELD
CONDITIONS MAY WARRANT IMPLEMENTATION OF ADDITIONAL OVERLAY REQUIREMENTS.
a.TRENCHES (ROAD CROSSINGS):
(1)THE MINIMUM WIDTH OF A TRANSVERSE PATCH (ROAD CROSSING) SHALL BE SIX AND ONE-HALF FEET (6.5'). SEE CITY OF RENTON STANDARD PLANS.
(2)ANY AFFECTED LANE WILL BE GROUND DOWN TWO INCHES (2") AND PAVED FOR THE ENTIRE WIDTH OF THE LANE.
(3)THE PATCH SHALL BE A MINIMUM OF ONE FOOT (1') BEYOND THE EXCAVATION AND PATCH LENGTH SHALL BE A MINIMUM OF AN ENTIRE TRAVELED LANE.
(4)IF THE OUTSIDE OF THE TRENCHING IS WITHIN THREE FEET (3') OF ANY ADJACENT LANE LINE, THE ENTIRE ADJACENT TRAVELED LANE AFFECTED WILL BE REPAVED.
(5)AN AREA INCLUDING THE TRENCH AND ONE FOOT (1') ON EACH SIDE OF THE TRENCH BUT NOT LESS THAN SIX AND ONE- HALF FEET (6.5') TOTAL FOR THE ENTIRE WIDTH OF THE AFFECTED TRAVELED LANES
WILL BE GROUND DOWN TO A DEPTH OF TWO INCHES (2"). A TWO-INCH (2") OVERLAY OF CLASS B ASPHALT WILL BE APPLIED PER CITY STANDARDS.
b.TRENCHES RUNNING PARALLEL WITH THE STREET:
(1)THE MINIMUM WIDTH OF A LONGITUDINAL PATCH SHALL BE FOUR AND ONE-HALF FEET (4.5'). SEE CITY OF RENTON STANDARD PLANS.
(2)IF THE TRENCHING IS WITHIN A SINGLE TRAVELED LANE, AN ENTIRE LANE-WIDTH OVERLAY WILL BE REQUIRED.
(3)IF THE OUTSIDE OF THE TRENCHING IS WITHIN THREE FEET (3') OF ANY ADJACENT LANE LINE, THE ENTIRE ADJACENT TRAVELED LAND AFFECTED WILL BE OVERLAID.
(4)IF THE TRENCHING IS GREATER THAN OR EQUAL TO 30% OF LANE PER BLOCK (660 FOOT MAXIMUM BLOCK LENGTH), OR IF THE TOTAL PATCHES EXCEED 12 PER BLOCK, THEN THE LANES AFFECTED WILL BE
OVERLAID. MINIMUM OVERLAY SHALL INCLUDE ALL PATCHES WITHIN THE BLOCK SECTION.
(5)THE ENTIRE TRAVELED LANE WIDTH FOR THE LENGTH OF THE TRENCH AND AN ADDITIONAL TEN FEET (10′) AT EACH END OF THE TRENCH WILL BE GROUND DOWN TO A DEPTH OF TWO INCHES (2′′). A TWO-INCH
(2′′) OVERLAY OF CLASS B WILL BE APPLIED PER CITY STANDARDS.
4.PAVEMENT REMOVAL IN LIEU OF GRINDING:
THE CONTRACTOR IN ALL CASES CAN REMOVE THE PAVEMENT IN THE REPLACEMENT AREA INSTEAD OF GRINDING OUT THE SPECIFIED TWO INCHES (2") OF ASPHALT. FULL PAVEMENT REPLACEMENT TO MEET OR
EXCEED THE EXISTING PAVEMENT DEPTH WILL BE REQUIRED FOR THE AREA OF PAVEMENT REMOVAL. PATCHING OF PERVIOUS CONCRETE SHALL FOLLOW AMERICAN CONCRETE INSTITUTE (ACI) 522.1-13. POROUS
ASPHALT SHALL BE SPECIFIED ON A PROJECT-BY-PROJECT BASIS BY THE ENGINEER. PERMEABLE MATERIALS SHOULD BE REPLACED IN-KIND WHERE FEASIBLE. PATCHING POROUS ASPHALT WITH CONVENTIONAL
ASPHALT IS ACCEPTABLE IF IT IS NO MORE THAN TEN PERCENT (10%) OF THE TOTAL FACILITY AREA OR DOES NOT IMPACT THE OVERALL FACILITY FUNCTION. APPROPRIATE PRECAUTIONS SHALL BE TAKEN DURING
PAVEMENT REPAIR AND REPLACEMENT EFFORTS TO PREVENT CLOGGING OF ADJACENT SURFACES.
5.TRENCH BACKFILL AND RESTORATION CONSTRUCTION REQUIREMENTS:
a.TRENCH RESTORATION SHALL BE EITHER BY A PATCH OR OVERLAY METHOD, AS REQUIRED AND INDICATED ON CITY OF RENTON STANDARD PLANS.
b.ALL TRENCH AND PAVEMENT CUTS, WHICH WILL NOT BE OVERLAID, SHALL BE MADE BY SAWCUT OR GRINDING. SAWCUTS SHALL BE A MINIMUM OF TWO FEET (2') OUTSIDE THE EXCAVATED TRENCH WIDTH.
c.ALL TRENCHING WITHIN THE TOP FOUR FEET (4') SHALL BE BACKFILLED WITH CRUSHED SURFACING MATERIALS CONFORMING TO SECTION 4-04 OF THE STANDARD SPECIFICATIONS. ANY TRENCHING OVER FOUR
FEET (4') IN DEPTH MAY USE MATERIALS APPROVED BY THE ENGINEER OR MATERIALS LAB FOR BACKFILLING BELOW THE FOUR-FOOT (4') DEPTH.
d.IF THE EXISTING MATERIAL (OR OTHER MATERIAL) IS DETERMINED BY THE ENGINEER TO BE SUITABLE FOR BACKFILL, THE CONTRACTOR MAY USE THE NATIVE MATERIAL EXCEPT THAT THE TOP SIX INCHES (6")
SHALL BE CRUSHED SURFACING TOP COURSE MATERIAL.
e.THE TRENCH SHALL BE COMPACTED TO A MINIMUM NINETY-FIVE PERCENT (95%) DENSITY, AS DESCRIBED IN SECTION 2- 03 OF THE STANDARD SPECIFICATIONS. IN THE TOP SIX FEET (6') OF ANY TRENCH,
BACKFILL COMPACTION SHALL BE PERFORMED IN EIGHT (8) TO TWELVE-INCH (12") LIFTS. ANY TRENCH DEEPER THAN SIX FEET (6') MAY BE COMPACTED IN TWENTY-FOUR INCH (24") LIFTS, UP TO THE TOP SIX-FOOT
(6') ZONE. ALL TRENCH BACKFILL SHALL BE FIRM AND UNYIELDING BUT IN NO CASE SHALL BE COMPACTED TO MORE THAN NINETY-TWO PERCENT (92%) OF MAXIMUM DENSITY IN PERMEABLE PAVEMENT AREAS.
f.ALL COMPACTION SHALL BE PERFORMED BY MECHANICAL METHODS. THE COMPACTION TESTS MAY BE PERFORMED IN FOUR-FOOT (4') VERTICAL INCREMENTS MAXIMUM. THE TEST RESULTS SHALL BE GIVEN TO
THE ENGINEER FOR REVIEW AND APPROVAL PRIOR TO PAVING. THE NUMBER AND LOCATION OF TESTS REQUIRED SHALL BE DETERMINED BY THE ENGINEER.
d.TEMPORARY RESTORATION OF TRENCHES FOR OVERNIGHT USE SHALL BE ACCOMPLISHED BY USING MC MIX (COLD MIX), ASPHALT TREATED BASE (ATB), OR STEEL PLATES, AS APPROVED BY THE ENGINEER. ATB
USED FOR TEMPORARY RESTORATION MAY BE DUMPED DIRECTLY INTO THE TRENCH, BLADED OUT AND ROLLED. AFTER ROLLING, THE TRENCH MUST BE FILLED FLUSH WITH ASPHALT TO PROVIDE A SMOOTH
RIDING SURFACE. IF THE TEMPORARY TRENCH RESTORATION DOES NOT HOLD UP, THE CONTRACTOR SHALL REPAIR THE PATCH WITHIN EIGHT HOURS OF BEING NOTIFIED OF THE PROBLEM BY THE CITY. THIS
REQUIREMENT APPLIES 24 HOURS PER DAY, SEVEN DAYS PER WEEK. IN THE EVENT THAT THE CITY DETERMINES TO REPAIR THE TEMPORARY PATCH, THE CONTRACTOR SHALL REIMBURSE THE CITY IN AN AMOUNT
THAT IS DOUBLE THE CITY'S COSTS IN REPAIRING THE PATCH, WITH THE SECOND HALF OF THE REIMBURSEMENT TO REPRESENT CITY OVERHEAD AND HIDDEN COSTS.
e.ASPHALT CONCRETE CLASS E OR CLASS B SHALL BE PLACED TO THE COMPACTED DEPTH AS REQUIRED AND INDICATED ON CITY OF RENTON STANDARD PLANS OR AS DIRECTED BY THE ENGINEER. THE GRADE OF
ASPHALT SHALL BE AR-4000W. THE MATERIALS SHALL BE MADE IN CONFORMANCE WITH SECTION 9-02.1(4) OF THE STANDARD SPECIFICATIONS.
f.TACK COAT SHALL BE APPLIED TO THE EXISTING PAVEMENT AT EDGE OF SAW CUTS AND SHALL BE EMULSIFIED ASPHALT GRADE CSS-1, AS SPECIFIED IN SECTION 9-02.1(6) OF THE STANDARD SPECIFICATIONS.
TACK SHALL BE APPLIED AS SPECIFIED IN SECTION 5-04 OF THE STANDARD SPECIFICATIONS.
g.ASPHALT CONCRETE CLASS E OR CLASS B SHALL BE PLACED IN ACCORDANCE WITH SECTION 5-04 OF THE STANDARD SPECIFICATIONS; EXCEPT THOSE LONGITUDINAL JOINTS BETWEEN SUCCESSIVE LAYERS OF
ASPHALT CONCRETE SHALL BE DISPLACED LATERALLY A MINIMUM OF TWELVE INCHES (12"), UNLESS OTHERWISE APPROVED BY THE ENGINEER. FINE AND COARSE AGGREGATE SHALL BE IN ACCORDANCE WITH
SECTION 9-03.8 OF THE STANDARD SPECIFICATIONS.
ALL STREET SURFACES, WALKS OR DRIVEWAYS WITHIN THE STREET TRENCHING AREAS SHALL BE FEATHERED AND SHIMMED TO AN EXTENT THAT PROVIDES A SMOOTH-RIDING CONNECTION AND EXPEDITIOUS
DRAINAGE FLOW FOR THE NEWLY PAVED SURFACE.
FEATHERING AND SHIMMING SHALL NOT DECREASE THE MINIMUM VERTICAL CURB DEPTH BELOW FOUR INCHES (4") FOR STORM WATER FLOW. THE ENGINEER MAY REQUIRE ADDITIONAL GRINDING TO INCREASE
THE CURB DEPTH AVAILABLE FOR STORM WATER FLOW IN AREAS THAT ARE INADEQUATE. SHIMMING AND FEATHERING AS REQUIRED BY THE ENGINEER SHALL BE ACCOMPLISHED BY RAKING OUT THE
OVERSIZED AGGREGATES FROM THE CLASS B MIX AS APPROPRIATE.
SURFACE SMOOTHNESS SHALL BE PER SECTION 5-04.3(13) OF THE STANDARD SPECIFICATIONS. THE PAVING SHALL BE CORRECTED BY REMOVAL AND REPAVING OF THE TRENCH ONLY. ASPHALT PATCH DEPTHS
WILL VARY BASED UPON THE STREETS BEING TRENCHED. THE ACTUAL DEPTHS OF ASPHALT AND THE WORK TO BE PERFORMED SHALL BE AS REQUIRED AND INDICATED ON CITY OF RENTON STANDARD PLANS.
COMPACTION OF ALL LIFTS OF ASPHALT SHALL BE A MINIMUM NINETY-TWO PERCENT (92%) OF DENSITY AS DETERMINED BY WSDOT TEST METHOD 705. THE NUMBER OF TESTS REQUIRED SHALL BE
DETERMINED BY THE ENGINEER.
TESTING SHALL BE PERFORMED BY AN INDEPENDENT TESTING LAB WITH THE RESULTS BEING SUPPLIED TO THE ENGINEER. TESTING IS NOT INTENDED TO RELIEVE THE CONTRACTOR FROM ANY LIABILITY FOR
THE TRENCH RESTORATION. IT IS INTENDED TO SHOW THE INSPECTOR, AND THE CITY, THAT THE RESTORATION MEETS THESE SPECIFICATIONS.
h.ALL JOINTS, EXCEPT THOSE ASSOCIATED WITH PERMEABLE PAVEMENT, SHALL BE SEALED USING PAVING ASPHALT AR- 4000W.
i.WHEN TRENCHING WITHIN THE UNPAVED ROADWAY SHOULDER(S), THE SHOULDER SHALL BE RESTORED TO ITS ORIGINAL CONDITION, OR BETTER.
j.THE FINAL PATCH SHALL BE COMPLETED AS SOON AS POSSIBLE AND SHALL NOT EXCEED FIFTEEN (15) WORKING DAYS AFTER FIRST OPENING THE TRENCH. THIS TIME FRAME MAY BE ADJUSTED IF DELAYS ARE
DUE TO INCLEMENT PAVING WEATHER OR OTHER ADVERSE CONDITIONS THAT MAY EXIST. HOWEVER, DELAYING OF FINAL PATCH OR OVERLAY WORK IS SUBJECT TO THE ENGINEER'S APPROVAL. THE ENGINEER

NOTES:
• Work Zone Traffic Control shall be in accordance with the Manual on Uniform Traffic Control Devices (MUTCD)
and shown by sketch or reference to WSDOT.
• The plan must be submitted to the City’s PW/Transportation Division for review and/or approval at least three
working days prior to work.
• Approved Temporary Traffic Control Plan must be at the work site during work hours.
• Contractor or entity must call Renton School District (425-204-4455) or any public/private agency to be affected
by a temporary lane or road closure.
• Complete assistance and accommodation shall be provided to all kinds of pedestrian traffic when sidewalk or
walkway is impeded.
• Total road closure lasting more than 24 hours is subject to the approval by the City Council.

conspicuous place on the vehicle or equipment.
In the case of Temporary No Parking Zones, all the following apply in addition to previous:
• Contractor must complete form to show limits of Temporary No Parking Zone identifying barricade locations for
vacate parking or curb lane usage.
• Contractor must post notice of dates and time of Temporary No Parking Zone with at least two signs per block
72 hours in advance of effective date and time.
• The cover sheet of this Traffic Control Plan form must be attached to each Temporary No Parking Sign on the
project site.
• Temporary traffic control devices must be removed immediately when work is done or no construction activities
are going on. If deemed abandoned, City crews will remove and store them at the City’s maintenance shop
(3555 NE 2nd Street).

FINAL DECISION
Summary
The City of Renton (“Applicant”) has applied for a noise variance to work during night and weekend
hours beyond the days and hours permitted in Renton Municipal Code (RMC) 4-4-030(C)(3) to
complete Olympic Pipeline Company’s inspection project. Olympic Pipeline Company LLC (Olympic)
operates a 12-inch-diameter pipeline that transports petroleum products through Western Washington,
including through the City of Renton (Renton). The 12-inch diameter pipeline was recently internally
inspected utilizing an in-line inspection (ILI) tool. Olympic is required by the U.S. DOT Office of
Pipeline Safety to excavate and visually inspect sections of the pipeline where the internal inspection
data indicates an anomaly so that any established repair criteria can be met. The internal pipeline
inspection identified one anomaly on the 12-inch pipeline within the pipeline casing below the
southbound/eastbound travel lane of Renton Avenue South, east of South 132nd Street. The anomaly
must be inspected and repaired (if necessary). Olympic also will install a new vent and test wires to the
existing steel casing at this site to allow for cathodic protection monitoring of the pipeline within the
casing, also an activity required by the U.S. DOT Office of Pipeline Safety. Olympic requests that the

Testimony
Jill Ding, Senior Planner for the City of Renton, summarized the staff report. The applicant is requesting
a noise variance to work during night and weekend hours beyond those permitted in the code for the
Olympic Pipeline inspection project. A prior inspection identified an anomaly that needs further
inspection and repair. The work is short deadline, so the applicant has requested the ability to work
outside of normal construction hours. The work will conclude in one week from the start. Noise levels
will be from 52 to 85dB, depending on distance. Staff recommends approval with the applicant’s
proposed mitigation plus one additional condition that requires them to comply with the mitigation they
proposed.
Carla Woodworth, Olympic Pipeline, stated she appreciated the Staff’s report.
In response to the examiner, Ms. Ding stated the applicant will have door hangers with its own phone
number. The examiner noted a 24-hour line would be needed for nighttime work.
Joe Stone, Olympic Pipeline, stated they have a 24-hour phone number that will be put out there. The
control center is in Renton. They have done this before as part of the SR 167 Direct Connect, though
no one called Olympic Pipeline.
In response to the examiner, Mr. Stone said the company would put up residents in a hotel if someone
asked, though he did not foresee the need on this project.
Exhibits
The four exhibits identified at page 2 of the Staff Report were admitted into the record during the
hearing. In addition, the staff power point was admitted as Exhibit 5, City of Renton COR maps of the
site as Ex. 6 and Google Maps of the site as Ex. 7.
Findings of Fact
Procedural:
1. Applicant. Tim Dunn, Olympic Pipeline Co., LLC, 2319 Lind Ave SW, Renton, WA 98057.
2. Hearing. A virtual hearing was held on the subject application on September 8, 2020 at 11:00
am in the City of Renton.
Substantive:
3. Project Description. The City of Renton (“Applicant”) has applied for a noise variance to work
during night and weekend hours beyond the days and hours permitted in Renton Municipal Code (RMC)
4-4-030(C)(3) to complete Olympic Pipeline Company’s inspection project of the 12-inch-diameter

pipeline that transports petroleum products through Western Washington, including through the City of
Renton (Renton). The project site is located at the intersection of S 132nd Street, Renton Avenue S and
84th Avenue South. Olympic is required by the U.S. DOT Office of Pipeline Safety to excavate and
visually inspect sections of the pipeline where the internal inspection data indicates an anomaly so that
any established repair criteria can be met.
The 12-inch diameter pipeline was recently internally inspected utilizing an in-line inspection (ILI) tool.
The internal pipeline inspection identified one anomaly within a cased section of the 12-inch pipeline
below the southbound/eastbound travel lane of Renton Avenue South, east of South 132nd Street. The
anomaly must be inspected and repaired, if necessary, by October 6, 2020.
Olympic will also use the opportunity to install replacement test wires onto the casing, and to bring the
test wires to the ground surface in a test station (vent) located on the south side of the sidewalk along
Renton Avenue S. The test wires will be routinely monitored as part of Olympic's cathodic protection
program.
Because of the depth and extent of the required excavation area, the contractor will need to close three
lanes of traffic, including the turn lane to S. 132nd Street, and the center median on Renton Avenue S,
condensing five travel lanes down to two travel lanes for the duration of the project. To minimize the
duration of the project and to protect workers from high traffic volume and speed during construction
for a shorter period, Olympic proposes to work night hours and the weekend.
Olympic requests that the work be allowed during extended nighttime work from Monday through
Saturday between 8:00 pm and 7:00 am, Saturday daytime hours (from 7:00 am to 9:00 am), Saturday
nighttime hours (from 8:00 pm to 12:00 am) and up to a 24-hour work day on Sunday to meet the project
schedule. The project schedule as currently planned is 7 days and 6 nights.
The work area is between about 150 feet and 200 feet away from the closest residences and likely will
have minimal noise impacts to the residents along Renton Avenue S. However, if the nearest residences
have offensive noise impacts, Olympic may need to address with mitigation measures as described
below.
Olympic has summarized the typical construction equipment that may be used for the project work
activities (Exhibit 4) and the average maximum noise level of each piece of equipment individually at
distances of 50 feet, 150 feet and 200 feet. All of the noise sources will be point sources.
Olympic is proposing to implement the following noise reduction strategies to mitigate the equipment
noise levels and/or public notification to help prevent complaints:
1. Provide 24- to 48-hour notice to residents via a door hanger, or equivalent, before starting the
work.
2. Trucks and equipment will use a reverse signal alarms or broad band alarms instead of standard
pure-tone backup-warning devices (OSHA 29 CFR 1926.601(b)(4).o) If needed, all backup

alarms can be turned off since Olympic will employ a backup observer to back trucks into work
areas per BP safety protocols.
3. Care will be taken not to bang tail gates while unloading material from truck beds.
4. Contractor will avoid parking and idling trucks next to residences to the extent possible.
5. Warning horns will not be used except in emergency situations.
6. Traffic control drivers on Renton Avenue S. or South 132nd Street will park at least 150 feet
away from residences, when feasible.
7. Residents will notice the operation of trucks and other equipment while the equipment is moving
along the work area completing their task; however, the sound will dissipate as the trucks move
away from the sensitive receiver.
8. Olympic will make every effort within their control to schedule activities with the highest noise-
generating potential to occur during normal, non-variance workday hours.
9. Olympic will make every effort within their control to use equipment with the highest noise-
generating potential individually and not concurrently during variance workday and night hours.
10. Fixed noise generating equipment will be positioned on-site to maximize the distance to the
nearest residences.
11. The traffic control to channelize traffic to two lanes of travel will reduce noise generated by
vehicles moving past the work area.
12. Additional mitigation measures associated with improving resident relations may be
implemented by Olympic, as necessary, if complaints are reported with the mitigation measures
above used. Those measures may include:
• Noise reducing technologies around pumps/generators, such as noise shields, and other
methods
• Coordination with complainants to create mutually agreeable compensation.
The Olympic Pipeline serves terminals and airports in Western Washington and Oregon. The applicant
contends that if they do not complete the inspection and repair (if needed) of the pipeline, the integrity
of the pipeline could be impacted. As a result, there is a possibility that U.S DOT would require that
Olympic de-rate this section of pipeline, requiring that Olympic reduce delivery pressure and flow rates.
Reducing the delivery pressures and flow rates may have significant regional commercial impacts.
Completing the project would improve the integrity of the pipeline and reduce the risk of an
environmental release of produce from the pipeline.

There is no practical alternative location of the project since Olympic must inspect and repair the
pipeline at the location of the anomaly. The requested variance would allow the applicant to complete
inspection and possible repair work in a manner that balances potential adverse noise impacts to
surrounding uses with the benefits of completing the work quickly and reducing traffic impacts during
peak hours.
Olympic does not anticipate that the extent of the prescribed noise limitations (Exhibit 4) would be
exceeded based on the known scope of the project and the anticipated equipment required to complete
the project at this time.
3. Neighborhood Characteristics. The work area is between about 150 feet and 200 feet away from
the closest residences and likely will have minimal noise impacts to the residents along Renton Avenue
S. The project is City of Renton Public Right of Way abutting R-10 and R-14 zoned properties.
5. Adverse Impacts. The noise generated by the proposal will be mitigated as much as reasonably
practicable and should not substantially adversely affect any single residential occupant. The project
will be completed in a week from the start. No public comments were received.
Noise levels projected for this project have been estimated to generate peak noise levels of 52 to 85
dBA heard at 50 feet. When distance is incorporated into the assessment and with incorporation of the
proposed mitigation measures, the applicant estimates that the nearest residences will not notice the
night-time work taking place at the investigation and repair site.
Conclusions of Law
1. Authority. Variances to RMC 4-4-030(C)(3) are subject to a public hearing and Hearing
Examiner review (RMC 8-7-8(A) and (C)).
2. Review Criteria. Variance criteria for variances to RMC 4-4-030(C)(3) are governed by RMC
8-7-8(D).
RMC 8-7-8(D)(1): That the applicant suffers practical difficulties and unnecessary hardship and the
variance is necessary because of special circumstances applicable to the applicant’s property or
project, and that the strict application of this Chapter will deprive the subject property owner or
applicant of rights and privileges enjoyed by others.
3. The special circumstances are that the Olympic Pipeline is an existing high-pressure oil and gas
pipeline with an area in need of inspection and possible repair within the Renton right of way. The
inspection and repair must be completed by October 6, 2020. In order to minimize traffic impacts,
nighttime and weekend work is needed. City staff have concluded that closing off sections of the
roadway for a longer project duration during daytime hours would severely and unacceptably increase
congestion on surrounding City streets. Strict application of the City’s noise regulations would deprive
Olympic Pipeline of the ability to maintain the existing pipeline in a manner that is compatible with the

interests of the surrounding community. In this regard, strict adherence would deprive the applicant of
the rights other developers have to construct their projects in an environmentally responsible manner.
RMC 8-7-8(D)(2): That the granting of the variance will not be materially detrimental to the public
health, welfare or safety, or unduly injurious to the property or improvements in the vicinity of the
location for which this variance is sought.
4. As determined in Finding of Fact No. 5, as conditioned and mitigated, the noise impacts are
mitigated to the extent reasonably practicable under the circumstances and will be of relatively short
duration. It is recognized that each residence may experience periods of nighttime noise over the course
of the week construction is occurring. Ultimately, the mitigation measures adopted by this decision
require the applicant to provide hotel accommodations if the noise proves too much for adjoining
property owners. In this regard, beyond the temporary inconvenience of relocation, the noise impacts
are completely mitigated and as a result, the granting of the variance would not be considered materially
detrimental to the public welfare or injurious to surrounding properties or improvements.
RMC 8-7-8(D)(3): That the variance sought is the minimum variance which will accomplish the
desired purpose.
5. As outlined in Finding of Fact No. 5 and Conclusion of Law No. 4, the applicant has taken all
measures it reasonably can to reduce noise impacts. As noted in Finding of Fact No. 6, the proposed
work must be done at night to reduce the project duration and avoid significant congestion impacts
during the day on adjacent City streets. Since the Applicant has done everything it reasonably can to
reduce noise impacts and there is no feasible alternative to do the work completely during daytime
hours, the variance is considered to be the minimum variance that accomplishes the applicant’s
objective of maintaining and repairing the regionally significant Olympic Pipeline.
RMC 8-7-8(D)(4): That the variance contains such conditions deemed to be necessary to limit the
impact of the variance on the residence or property owners impacted by the variance. The variance
approval may be subject to conditions including, but not limited to, the following:
a. Implementation of a noise monitoring program;
b. Maximum noise levels;
c. Limitation on types of equipment and use of particular equipment;
d. Limitation on back-up beepers for equipment;
e. Required use of noise shields or barriers;
f. Restrictions to specific times and days;
g. Specific requirements for documentation of compliance with the noise variance
conditions;
h. Specific requirements for notification to nearby residents;
i. Required cash security to pay for inspection services to verify compliance;
j. Required access to the project by the City to verify compliance with the noise variance
conditions;

k. Specific program to allow for temporary hotel vouchers to effected residents;
l. Requirements for written verification that all workers understand the noise variance
conditions for the project; and
m. Provision allowing the City to immediately revoke the variance approval if the variance
conditions are violated.
6. All mitigation measures identified above have been incorporated into the conditions imposed
upon the variance request by this Decision except for a, i, j, k, l and m. Mitigation measures k and l
will be added as conditions of approval as they constitute reasonable measures to mitigate noise. The
remaining measures that have not been adopted by this decision are code enforcement and inspection
tools designed to facilitate staff oversight of the project. Deference is given to staff on this issue and
those measures are not adopted.
RMC 8-7-8(D)(5): The importance of the services provided by the facility creating the noise and the
other impacts caused to the public safety, health and welfare balanced against the harm to be suffered
by residents or property owners receiving the increased noise permitted under this variance.
7. As outlined in Finding of Fact No. 6, the need for the variance is critical to helping Olympic
Pipeline Company to repair and maintain the existing regionally significant high-pressure oil and gas
pipeline. As outlined in Finding of Fact No. 5 the impacts to affected residences are temporary and
have been fully mitigated. On balance, the noise impacts to affected residents cannot be avoided given
the need for the project.
RMC 8-7-8(D)(6): The availability of practicable alternative locations or methods for the proposed
use which will generate the noise.
8. As noted in Finding of Fact No. 6, the project is needed to maintain and repair the existing oil
and gas pipeline. There is no other alternative location this structure could be constructed because it is
an existing facility.
RMC 8-7-8(D)(7): The extent by which the prescribed noise limitations will be exceeded by the
variance and the extent and duration of the variance.
9. The extent and duration of noise impacts do not appear to be significant. As noted in Finding
of Fact No. 5, noise levels produced by construction equipment is expected to range from 52 to 85 dBA
at a distance of 50 feet from the source of the noise. These sound levels are expected to diminish at
higher distances from the source of the noise. The applicant is proposing a total of seven consecutive
nights to complete the work. However, noise levels should be reduced or mitigated by the proposed
mitigation measures (Ex. 4) as described in FOF No. 5.

The proposed variance is justified for the reasons identified in the Conclusions of Law above and is
thereby approved. Approval is subject to compliance with the conditions of approval outlined in
Finding of Fact No. 3 and the following condition of approval.
1. The Applicant shall implement the self-imposed noise mitigation measures, as identified in
criterion “b.” of FOF 9, to diminish or eliminate noise during project construction. In addition,
the following mitigation measures shall also be employed:
A. A summary of any noise-related complaints received, and the response provided
shall be provided to the City’s project manager within five (5) days of receiving the
complaint.
B. Temporary hotel vouchers shall be provided to affected residents if other mitigation
measures provided by the Applicant are not sufficient to resolve noise issues.
C. The Applicant shall provide written verification to the City that all workers
understand the noise variance conditions for the project.

When is a Noise Variance Required?
A noise variance is required to exceed the maximum permissible sound levels established in Renton Municipal Code 8-7
which references to WAC 173-60-020, WAC 173-60-040, WAC 173-60-050, and WAC 173-60-090.
Per WAC 173-60-050, sounds originating from temporary construction sites as a result of construction activity shall be
exempt from the provisions of WAC 173-60-040, except insofar as such provisions relate to the reception of noise
within Class A EDNAs between the hours of 10:00 p.m. and 7:00 a.m. 1
If the duration of the Noise Variance is two (2) days or more the applicant must apply for a Public Hearing Noise
Variance RMC 8-7-8 and RMC 4-8-090.E. If the duration of the noise variance is for two (2) days or less, the applicant
must apply for an Administrative Noise Variance, which can be downloaded from our website.
1. Residential zones, which shall include Reserve Conservation (RC), Residential – 1 (R-1), Residential – 4 (R-4), Residential – 6 (R-6),
Residential – 8 (R-8), Residential – 10 (R-10), Residential – 14 (R-14), Residential Multi-Family (RMF), and Residential Manufactured
Home (RMH), are classified as Class A EDNA.

PROCEDURES
Step 1: Schedule Pre-Screen: Prior to submitting an
application, the Applicant shall informally discuss the
proposed noise variance with the Planning Division.
Please schedule a pre-screen meeting prior to
submitting your application.
Step 2: Pre-Screen Meeting: Staff will provide
assistance and detailed information on the City’s
requirements and standards. Applicants may also take
this opportunity to request the waiver of the City’s
typical application submittal requirements, which
may not be applicable to the specific proposal.
Step 3: Schedule Intake Meeting
The initial submittal for the Noise Variance will require
scheduling an Intake Meeting by contacting the
Planning Division.
Step 4: Intake Meeting: At the Intake Meeting, the
Project Manager will use the Intake Checklist to
confirm that all required plans and documents are
complete. Applicants are required to bring in a CD or
USB (flash/hard) drive with one PDF file of the
application package for informal review by staff.
Please allow approximately 45 minutes for the
meeting. If the submittal is deemed complete, then
the fees are to be paid prior to the City accepting the
submittal for review.
If the City determines the Applicant has not provided a
complete submittal the Applicant will be required to
schedule a new intake meeting after all items have
been addressed.
Step 5: Complete Application: Upon completion of
a successful and complete intake, the City shall review
the submitted materials and shall send a complete
application letter to the applicant in the time frame as
per RMC 4-8-080.E. Hearing Examiner Decision
timeline from complete application to decision is
approximately 11-12 weeks.
Step 6: Applicant Mails and Posts Notice: Once the
City has accepted the project then City staff will
provide a notice of application document and a list of
addresses to the Applicant.
The Applicant shall be required to:
1) post three (3) notices of application and/or
Public Hearing (8.5”x 14”) at or near the
subject site, (after prior approval from City of
the posting locations),
2) obtain and install a minimum of one public
information sign on the site with the project
information, and
3) mail notice of application to property
owners/residents within 300 feet of the
project site after prior approval from the City.
Step 7: City Review Period
The proposal will be routed to City departments that
may have an interest in the application. The reviewers
have two (2) weeks to return their comments to the
Planning Division. During this time the public will have
fourteen (14) days to comment on this application and
become a party of record which means they have
requested to be kept informed on any decision made
regarding that specific project.
After review of the proposal and any staff or public
comments, the Planning Division staff will forward a
report and recommendation to the Hearing Examiner
prior to the hearing.
Step 8: Public Hearing
Notice of the Public Hearing will be published in the
Renton Reporter by City staff at least 10 days prior to
the hearing. Applicants are strongly encouraged to
attend the Public Hearing for their proposal.

Step 9: Public Hearing Decision
The Hearing Examiner will review the noise variance
request and issue a final decision within 14 days of the
hearing unless, at the time of the Public Hearing, the

approve, conditionally approve, or deny the proposal
will be mailed to all persons listed on the Master
Application and all parties of record.

Step 10: Appeal Period
Public Hearing decisions are subject to a fourteen (14)
day appeal period following a decision. Any appeal
shall be made to the City Council. Therefore, work shall
only begin after the completion of the appeal period
following the noise variance approval.

Olympic Pipeline 12 RS UTWM Dig Site 2019-01, 12" Products Pipeline/Renton Station to Seattle Terminal
The nature and source of the sound will be that of mechanical equipment operating during excavation, backfill and repaving activities at the
site. The intensity will be of that created by standard sawcutting equipment, excavators, dump trucks, standard size trucks and paving
equipment. The site is located in the east/southbound travel lanes of Renton Avenue South, east of S. 132nd Street.
Olympic is required to inspect the pipeline at an anomaly location identified during their recent internal inspection tool run. The U.S. DOT Office
of Pipeline Safety requires the anomaly to be inspected and repaired, if necessary, by October 6, 2020. A steel casing was placed around the
12-inch pipeline during its installation to provide protection to the pipeline passing beneath the roadway (Renton Avenue S.). The pipeline
anomaly is inside the cased section of pipeline. Olympic will use the opportunity of having the south casing end exposed during the inspection
tool dig to install replacement test wires onto the casing, and to bring the test wires to the ground surface in a test station (vent) located on the
south side of the sidewalk along Renton Avenue S. The test wires will be routinely monitored as part of Olympic's cathodic protection program.
The work includes excavating one area (8' w x 35' l x 15.5' d) to locate the anomaly. Once the anomaly is located, inspected and repaired, if
necessary, the test wires will be attached to the pipeline casing and brought to the ground surface in a shallower, adjacent excavation (8' w x
35' l x 4' d). Because of the location of the anomaly, and the depth and extent of the required excavation area, Olympic will need to close at
least four lanes of traffic, condensing five travel lanes down to two lanes for the duration of the project.
The site will be restored to pre-construction conditions per City of Renton Trench Restoration and Street Overlay Requirements.

Olympic will implement the following noise reduction strategies to mitigate the equipment noise levels and/or public notification to help prevent complaints:
* Provide 24- to 48- hour notice to residents via a door hanger, or equivalent, before starting higher dB noise level activities.
* Trucks and equipment will use a reverse signal alarms or broad band alarms instead of standard pure-tone backup-warning devices (OSHA 29 CFR 1926.601(b)
(4)).
* If needed, all backup alarms can be turned off since Olympic will employ a backup observer to back trucks into work areas per BP safety protocols.
* Care will be taken not to bang tail gates while unloading material from truck beds.
* Contractor will avoid parking and idling trucks next to residences to the extent possible.
* Warning horns will not be used except in emergency situations.
* Traffic control drivers will park at least 500 feet away from residences, when feasible.
* Residents will notice the operation of trucks and other equipment while the equipment is moving in the work area completing their task; however, the sound will
dissipate as the trucks and other equipment move away from the sensitive receiver.

No additional information or studies regarding any aspect of the requested variance was completed.
The noise is planned to occur 24 hours a day during project work.
The noise is anticipated to occur for about 7 days and 6 nights.
The U.S. DOT Office of Pipeline Safety requires that the anomaly inspection of the pipeline be competed by October 6, 2020. Because of the
depth and extent of the required excavation area, Olympic will need to close three lanes of traffic, including the turn lane to S. 132nd Street,
and the center median on Renton Avenue S. This will condense five travel lanes down to two lanes for the duration of the project. Because of
the traffic volume and speed of traffic along Renton Avenue S., Olympic is planning to conduct the work on a 24/7 basis until completed, so as
to cause the shortest duration of impact to this major thoroughfare in Renton. This will require some work outside of times allowed by City Code.
Olympic will implement the following noise reduction strategies to mitigate the equipment noise levels and/or public notification to help prevent complaints:
* Provide 24- to 48- hour notice to residents via a door hanger, or equivalent, before starting higher dB noise level activities.
* Trucks and equipment will use a reverse signal alarms or broad band alarms instead of standard pure-tone backup-warning devices (OSHA 29 CFR
1926.601(b)(4)).
* If needed, all backup alarms can be turned off since Olympic will employ a backup observer to back trucks into work areas per BP safety protocols.

*Fixed noise generating equipment will be positioned on-site to maximize the distance to the nearest residences.
*The traffic control to channelize traffic to two lanes of travel will reduce noise generated by vehicles moving past the work area.
Olympic requests that the work described above, including hauling, be allowed during extended nighttime work from Monday through Saturday
between 8:00 pm and 7:00 am, Saturday daytime hours (from 7:00 am to 9:00 am), Saturday nighttime hours (from 8:00 pm to 12:00 am) and
up to a 24-hour work day on Sunday to meet the project schedule.

VARIANCE REQUEST JUSTIFICATION

circumstances applicable to the applicant’s property or project, and that the strict application of this Chapter will deprive the
subject property owner or applicant of rights and privileges enjoyed by others;

INTRODUCTION
Olympic Pipe Line Company LLC (Olympic) operates a 12-inch-diameter pipeline that transports
petroleum products through Western Washington, including through the City of Renton (Renton).
The 12-inch diameter pipeline was recently internally inspected utilizing an in-line inspection (ILI)
tool. Olympic is required by the U.S. DOT Office of Pipeline Safety to excavate and visually inspect
sections of the pipeline where the internal inspection data indicates an anomaly so that any
established repair criteria can be met. The internal pipeline inspection identified one anomaly on
the 12-inch pipeline within the pipeline casing below the southbound/eastbound travel lane of
Renton Avenue South, east of South 132nd Street. The anomaly must be inspected and repaired (if
necessary). Olympic also will install a new vent and test wires to the existing steel casing at this
site to allow for cathodic protection monitoring of the pipeline within the casing, also an activity
required by the U.S. DOT Office of Pipeline Safety. This latter work was started in 2018 at the
casing’s north end but was not able to be completed because of buried utilities and other factors.
Work at the casing south end was postponed previously because of the complexity of accessing
the south casing end, which is relatively deep and located beneath a travel lane of Renton Avenue
S. This letter summarizes the Noise Variance Request Justification for the proposed work activities.
The purpose of this Noise Variance Request Justification is to request night and weekend work
hours not allowed per Renton Municipal Code (RMC) 4-4-030 to complete Olympic’s pipeline
inspection project.
Work activities that are proposed to be completed during daytime hours of 7:00 am to 8:00 pm
Monday through Sunday and during nighttime hours from 8:00 pm to 7:00 am Monday through
Sunday for the project include the following:

• Set up traffic control
• Excavate the pipeline trench using a vacuum truck and dispose of excavated material
off site.
• Remove a section of the existing steel casing on the pipeline at the anomaly location.
• Inspect and repair, in necessary, the existing pipeline.
• Install a new vent and test wires from the existing pipeline casing to the south side of
the sidewalk on the south side of Renton Avenue South.
• Backfill the pipeline trench using imported backfill material.
• Grind and overlay asphalt and repair curb, gutter and sidewalk in the excavation area.
• Restripe Renton Avenue South.
• Remove traffic control
Standard work hours provided in RMC 4-4-030 include:
• RMC 4-4-030.2: Haul Hours shall be restricted to the hours of between 8:30 and to
3:30 pm, Monday through Friday, unless otherwise approved in advance by the
Developmental Services Division. • RMC 4-4-030.3b: Commercial and other nonresidential construction activities shall
be restricted to the hours between 7:00 am to 8:00 pm, Monday through Friday; and
Saturdays, 9:00 am to 8:00 pm. No work shall be permitted on Sundays.
Olympic requests that the work described above, including hauling, be allowed during extended
nighttime work from Monday through Saturday between 8:00 pm and 7:00 am, Saturday daytime
hours (from 7:00 am to 9:00 am), Saturday nighttime hours (from 8:00 pm to 12:00 am) and up
to a 24-hour work day on Sunday to meet the project schedule. The project schedule as currently
planned is 7 days. Olympic is requesting a variance from RMC 4-4-030 allowable work hours for up
to 7 days and 6 nights.
Olympic addresses each of the following conditions for a variance request approval in the following
section. Additional information about the proposed Olympic pipeline relocation projects is provided
in the attached Project Narrative.

at the anomaly location identified during their recent internal inspection tool run. Because of
the depth and extent of the required excavation area, the contractor will need to close three
lanes of traffic, including the turn lane to S. 132nd Street, and the center median on Renton
Avenue S., condensing five travel lanes down to two travel lanes for the duration of the project.
To minimize the duration of the project and to protect workers from high traffic volume and
speed during construction for a shorter period of time, Olympic proposes to work night hours
and the weekend.
The second part of this condition, i.e., “strict application of this Chapter…” does not apply
because the applicant is not the owner. By having an easement and franchise for the pipeline
to be placed on residential property and the City right-of-way already has different expectations
of land use relative to “rights and privileges” afforded residential property owners. That is,
Olympic’s expectation is that they will be allowed to operate and maintain their pipeline under
the property agreements and franchise agreement with the City of Renton.
2. The granting of the variance will not be materially detrimental to the public welfare or injurious
to the property or improvements in the vicinity of the location in which variance is sought.
The work area is between about 150 feet and 200 feet away from the closest residences and likely
will have minimal noise impacts to the residents along Renton Avenue S. However, if the nearest
residences have offensive noise impacts, Olympic may need to address with mitigation measures
as described below.
We have summarized the typical construction equipment that may be used for the project work
activities and the average maximum noise level of each piece of equipment individually at
distances of 50 feet, 150 feet and 200 feet from the work area below. All of the noise sources will
be point sources. We also have included some typical traffic noise levels and other types of
background noise in a residential or commercial area and Renton Avenue S. ambient noise levels.

Additional mitigation measures associated with improving resident relations will be implemented
by Olympic, as necessary, if complaints are reported with the mitigation measures above
used. Those measures may include:
• Noise reducing technologies around pumps/generators, such as noise shields, and other
methods
• Coordination with complainants to create mutually agreeable compensation.
3. The variance sought is the minimum variance which will accomplish the desired purpose.
Olympic will work to minimize the duration of the project duration; however, Olympic anticipates
that the requested duration of the project, 7 days and 6 nights, will be required for the project.
Olympic will make every effort within their control to schedule activities with the highest noise-
generating potential, such as use of a vacuum truck, an excavator, a roller or a compactor, to
occur during normal, non-variance workday hours.
4. That the variance contains such conditions deemed to be necessary to limit the impact of the
variance on the residence or property owners impacted by the variance. The variance
approval may be subject to conditions including, but not limited to, the following:
• Implementation of a noise monitoring program;
• Maximum noise levels;

• Specific requirements for notification to nearby residents;
• Required cash security to pay for inspection services to verify compliance;
• Required access to the project by the City to verify compliance with the noise variance
conditions;
• Specific program to allow for temporary hotel vouchers to effected residents;
• Requirements for written verification that all workers understand the noise variance
conditions for the project; and
• Provision allowing the City to immediately revoke the variance approval if the variance
conditions are violated.
Olympic has noted the above possible conditions of the variance and will meet the conditions
of the variance, as needed, to limit the impact of the variance on the residents by the variance.
