I have completed a preliminary review for the above-referenced proposal located at parcel(s)
052305-9010 and 334450-0775. The purpose of the project is to replace an existing timber trestle
with a new single-span steel bridge, that includes concrete abutments, and grated decking (see
Site Plans, Sheets 1 through 5). The project site is located in Gene Coulon Memorial Beach Park in
Renton, Washington. A condition assessment of the existing timber trestle, performed in 2017,
found deterioration and timber trestle repairs were required. During the repairs of the timber
trestle in 2018, additional timber piles were observed to have severe deterioration. With
approximately 40% of the piles requiring replacement it was determined that the existing timber
trestle required replacement with a new bridge. The new bridge will be a single-span steel bridge
with pile supported concrete abutments. This new bridge is designed to accommodate park
maintenance vehicles, which is consistent with the existing bridges current use, and conforms to
the Americans with Disabilities Act accessibility guidelines. The new steel bridge will be conducted
primarily within the existing bridge footprint and will have less overwater coverage. This project
will result in the removal of 58 creosote treated piles and the replacement of 899 square-feet of

solid overwater coverage with grated decking.The following comments are based on the pre-
application submittal made to the City of Renton by the applicant.
WATER
1. Water service is within the City of Renton Water service area. There is an existing 8-inch
ductile iron City water main located under the existing bridge decking and above the
existing timber pile cap. Please refer to attached City Water project plan No. W-0594 for
more details.
2. The existing water main was installed in 1981 as part of the Gene Coulon Memorial Park
improvements to provide water service for domestic, irrigation and fire protection to the
facilities within the park.
3. The proposed removal and replacement of the existing timber bridge and timber piles will
require the removal for the existing water main and its replacement with a new 8-inch
water main across the new steel bridge.
4. The existing water main must be temporarily capped at both ends of the bridge in order
to remove the existing bridge and foundation.
5. The project must include the design and construction for the replacement of the water
line. The design of the new water main shall be coordinated with and approved by the
Water Utility Engineering Department.
6. Retaining walls, rockeries or similar structures cannot be installed over the water main
unless the water main is inside a steel casing.
7. Civil plans for the water main improvements will be required and must be prepared by a
registered professional engineer in the State of Washington. A civil plan showing the
preliminary water main extension shall be submitted with the land use application.
8. Adequate separation between utilities is required. Minimum separation between water
and all other utilities is 10-feet horizontal and 1.5-feet vertical.
9. The development is also subject to fees for water connections, cut and caps, and purity
tests. Current fees can be found in the 2020 Development Fees Document on the City’s
website. Fees that are current will be charged at the time of construction permit issuance.
10. The site is located in a Zone 2 Aquifer Protection Area.
SEWER
1. The project is located within the City of Renton wastewater service area.
2. There is an existing 96” King County Metro wastewater main located approximately 60
feet east of the project area within the BNSF railway right-of-way.
3. City records indicate that the restrooms located south of the project contain a side-sewer
that connects directly into the metro line. Consideration will need to be taken if any work
or staging occurs near these facilities.

4. Any controlled construction dewatering or use of the sewer facilities will require City and
County approval to use the sewer system.
SURFACE WATER
1. There are no known drainage facilities directly adjacent to the project area. There is an
existing 8” private stormwater main and outfall located within the park vehicle
turnaround area.
2. A drainage report complying with the 2017 Renton Surface Water Manual (RSWDM) will
be required. Based on the City’s flow control map, the site falls within the Flow Control
Peak Standard area matching Existing Site Conditions and is within the East Lake
Washington Drainage Basin and South Kennydale Drainage Sub-basin. Refer to Figure
1.1.2.A – Flow chart to determine the type of drainage review required in the RSWDM.
3. The development is subject to a Targeted Drainage Review - Category 1 and must
demonstrate that the proposed project complies with a minimum 1 core requirement
(Core Requirement #5 - Erosion and Sediment Control) and 5 of 6 special requirements
(SR #1 - Area Specific Requirements, #2 - Flood Hazard Delineation, #3 - Flood Protection
Facilities, #4 - Source Control, and #6 - Aquifer Protection) as outlined in the RSWDM.
Additional requirements may be applied by CED based on project or site-specific
conditions. Documentation of compliance is required.
4. A geotechnical report for the site is required and shall be submitted with the land use
application. Information concerning the soils, geology, drainage patterns, vegetation
present, water table and soil permeability, with recommendations of appropriate on-site
BMP options with typical designs for the site from the geotechnical engineer, shall be
submitted with the application. The geotech report should discuss critical areas in the site
and if there any wet season construction restrictions.
5. A Construction Stormwater General Permit from Department of Ecology may be required
due to the overwater nature of the construction activity being proposed. A Stormwater
Pollution Prevention Plan (SWPPP) is required for this site.
6. The development is not subject to stormwater system development charges (SDC) fee.
TRANSPORTATION
1. Construction mitigation shall take into account project impacts to park fire, vehicle,
bicycle and pedestrian traffic. Construction staging will need to take into account the
ability of emergency vehicles to utilize the drives and the park turnaround area.
2. A conceptual pedestrian and bicycle detour and signage plan shall be submitted with the
land-use application for review by the City’s Transportation Department.
3. Project and adjacent ramp, sidewalk and parking improvements will be reviewed in
conjunction with the civil construction permit for the project and will require a grading

plan consisting of spot elevations and slopes showing that ADA and City specifications are
being met. Review of an accessible route of travel from the closest adjacent ADA stall to
the new facilities will be reviewed during the land-use application to determine if
additional mitigation is required.
4. A traffic impact analysis is not required since the project is proposing to replace the facility
in-kind.
GENERAL COMMENTS
1. All civil construction permits for utility and street improvements will require separate plan
submittals. All utility plans shall confirm to the Renton Drafting Standards. A licensed Civil

2. A landscaping plan shall be included with the civil plan submittal. Each plan shall be on
separate sheets.
3. Fees quoted in this document reflect the fees applicable in the year 2020 only and will be
assessed based on the fee that is current at the time of the permit application or issuance,

4. A demo permit is required for the demolition of the existing trestle. The demo permit
shall be acquired through the building department.

General: We have completed a preliminary review of the pre-application for the above-referenced development
proposal. The following comments on development and permitting issues are based on the pre-application
submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The
applicant is cautioned that information contained in this summary may be subject to modification and/or
concurrence by official decision-makers (e.g., Hearing Examiner, Community & Economic Development
Administrator, Public Works Administrator, Planning Director, and City Council). Review comments may also need
to be revised based on site planning and other design changes required by City staff or made by the applicant. The
applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development

Project Proposal: The City of Renton Parks Planning & Natural Resources Division proposes replacement of an
existing timber trestle pedestrian bridge over Lake Washington within Gene Coulon Memorial Beach Park (Park)
in Renton, Washington. The existing pedestrian timber trestle is comprised of timber abutments, timber decking,
pedestrian handrails, and timber piles. A condition assessment of the timber trestle in 2017 found deterioration
and timber trestle repairs were required. During 2018 repairs of the timber trestle, additional timber piles were
observed to have severe deterioration. With approximately 40% of the piles requiring replacement it was
determined that the existing timber trestle bridge required replacement with a new single-span steel bridge, that
includes concrete abutments, and grated decking. The proposed actions will involve work below the ordinary high-
water mark (OHWM) of Lake Washington. The USACE will serve as the lead agency in this consultation. The project
site is surrounded by Lake Washington, a Shoreline of the State, and is within reach F and the Shoreline Urban
Conservancy designation. There are two Category IV wetland mapped in the project vicinity.
Current Use: An existing bridge is located on the project site, proposed for replacement.
Comprehensive Land Use Plan and Zoning: The project site is located in Gene Coulon Memorial Beach Park, a
regional park with a zoning designation of Residential 1 (R-1) and a Comprehensive Plan designation of Residential
Low Density.
Development Standards: There are no specific building or site development standards applicable to the proposed
trestle bridge replacement, with the exception of the Shoreline regulations, RMC 4-3-090.

Critical Areas: The site is located within 200 feet of Lake Washington, a Shoreline of the State. The shoreline
designation at this location is Shoreline Urban Conservancy and the reach is Lake Washington Reach F. Two
Category IV wetlands have been identified within the project vicinity. Category IV wetlands required a standard
buffer of 50 feet with a 15-foot building setback. A wetland report and mitigation plan in compliance shall be
submitted at the time of formal land use application, if impacts to associated wetlands and/or buffer areas are
proposed. The submitted wetland and stream report should include an analysis regarding whether the proposed
bridge replacement would result in a net loss of ecological functions and values.
Shoreline Master Program: The Shoreline Master Program requires a 100-foot setback from the edge of the
Ordinary High Water Mark (OHWM). Maintenance of existing trails and recreational uses are allowed within the
100-foot shoreline setback.
All existing trails can be replaced in kind as maintenance and repair. However, if any portion of the existing
trail is expanding the new trail or expanded portions would be required to comply with current shoreline master
program regulations and the partial compliance table for non-single family development pursuant to RMC 4-
10-095.
Environmental Review: The proposal is exempt from State Environmental Policy Act (SEPA) review, as the
proposal includes maintenance and repair of an existing structure.
Permit Requirements: The proposal would require a Shoreline Substantial Development Permit Exemption and a
critical areas exemption. There are no fees associated with these applications.
