CALL TO ORDER
Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM.

PROCLAMATIONS
a) GEAR UP Week: A proclamation by Mayor Pavone was read declaring September 21 ‐ 25,
2020 to be GEAR UP Week in the City of Renton, encouraging all members of the community
to join in this special observation. Kirsten E. Thornton, GEAR UP District Coordinator, accepted
the proclamation with appreciation.
MOVED BY PÉREZ, SECONDED BY CORMAN, COUNCIL CONCUR IN THE
PROCLAMATION. CARRIED.
b) Diaper Need Awareness Week: A proclamation by Mayor Pavone was read declaring
September 21 ‐ 27, 2020 to be Diaper Need Awareness Week in the City of Renton,
encouraging the Renton community to donate generously to diaper banks, diaper drives, and
organizations that collect and distribute diapers. Toni Sarge, Public Affairs Manager, WestSide
Baby and Jack Edgerton, Executive Director, Eastside Baby Corner, accepted the proclamation
with appreciation.

PROCLAMATION. CARRIED.
ADMINISTRATIVE REPORT
City Clerk Jason Seth reviewed a written administrative report summarizing the City’s recent
progress towards goals and work programs adopted as part of its business plan for 2020 and
beyond. Items noted were:
Repairs to the Cedar River Trail Trestle Bridge at Maplewood Roadside Park are
substantially complete. The Cedar River Trail from Riverview Park over the bridge at
the Cedar River is now open to the public! The Maplewood Roadside Park parking lot
and the 7th Street Spur Trail connecting to the Cedar River Trail remain closed until
work under the bridge is completed and the spur trail is restored. The estimated
timeframe for this work to be completed is early October. This project will ensure the
structural integrity of the bridge and continued safety for trail users.
The King County Solid Waste Division has issued a Notice of Availability, Notice of
Online Open House and Request for Comments on the Draft Environmental Impact
Statement (EIS) for the Cedar Hills Regional Landfill 2020 Site Development Plan and
Facilities Relocation. For more information about the project and how to submit your
comments, please visit the project website at
https://kingcounty.gov/depts/dnrp/solid‐waste/facilities/landfills/cedar‐hills‐
development.aspx. The 45‐day public comment period on the Draft EIS ends October
30.
Preventative street maintenance will continue to impact traffic and result in
occasional street closures.
CONSENT AGENDA
Items listed on the Consent Agenda were adopted with one motion, following the listing.
a) Approval of Council Meeting minutes of September 14, 2020. Council Concur.
b) AB ‐ 2709 Administrative Services Department recommended hiring a Finance Analyst II
position at Step D of salary grade n13, effective September 16, 2020. Refer to Finance
Committee.

c) AB ‐ 2712 Administrative Services Department recommended approving amendments to
Public Emergency Resolution No. 4411 to expand the CARES Act Relief Fund, and approve an
amendment to CAG‐20‐124, with the Washington State Department of Commerce, which
expands the program by adding an additional $1,570,500 bringing the total grant to
$4,711,500 and extending the dates during which the funds can be spent to November 30,
2020. Council Concur.
d) AB ‐ 2678 Community & Economic Development Department recommended approval of an
agreement with King County to accept up to $159,903 in grant funds, to be used as City
internal operational expenditures, City direct expenditures for eligible small businesses, or as
pass‐through grants for eligible small businesses in Renton to reimburse the costs of business
interruptions caused by required COVID‐19 closures. Refer to Finance Committee.
e) AB ‐ 2706 Police Department recommended executing the Asset Forfeiture Sharing
Memorandum of Understanding with the U.S. Department of Justice, Drug Enforcement
Administration (DEA), which allows the department to receive an equitable share of profits
from qualified drug related cases in return for providing one commissioned police officer to
work full time as a member of the Seattle Enforcement Group D‐20 Task Force (VNET).
Council Concur.
f) AB ‐ 2707 Police Department recommended executing the HIDTA State and Local Task Force
Agreement with the U.S. Department of Justice, Drug Enforcement Administration (DEA) in
order to loan one commissioned police officer to the Seattle Enforcement Group D‐22 Task
Force (VNET) for a period of not less than two years. Council Concur.
g) AB ‐ 2708 Police Department recommended executing an agreement with the U.S.
Department of Justice agreeing to comply with the certifications regarding lobbying;
debarment, suspension and other responsibility matters; and drug‐free workplace
requirements as it relates to HIDTA State and Local Task Force Agreement (VNET) and the DEA
Asset Forfeitures Sharing Memorandum of Understanding. Council Concur.
MOVED BY PÉREZ, SECONDED BY CORMAN, COUNCIL CONCUR TO APPROVE THE
CONSENT AGENDA, AS PRESENTED. CARRIED.
UNFINISHED BUSINESS
a) Utilities Committee Chair O'Halloran presented a report concurring in the staff recommendation
to authorize the Mayor and City Clerk to execute the agreement with WSP USA, Inc. in the
amount of $229,917 for engineering professional services for the Stormwater Facility Retrofit
Study Project.
MOVED BY O'HALLORAN, SECONDED BY BENEDETTI, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.
LEGISLATION
Ordinance for second and final reading:
a) Ordinance No. 5980: An ordinance was read reclassifying pursuant to Renton Municipal Code
Section 4‐3‐050.E.5 two portions of Maplewood Creek from Type Np to Type F and a portion
of Kennydale Creek from Type Ns to Type Np, providing for severability, and establishing an
effective date.
