CITYOFRENTON,WASHINGTONRESOLUTIONNO.4414ARESOLUTIONOFTHECITYOFRENTON,WASHINGTON,ADOPTINGTHE2021—2026BUSINESSPLANTOSTRENGTHENITSSTANDAGAINSTRACISMANDINSUPPORTOFRACIALEQUITY.WHEREAS,since2008theCityofRentonhasbeendiligentlyworkingtopracticeinclusion,eliminateinequitythroughinternalpractices,citywideinitiativesandpartnershipswithotherinstitutionsandthecommunity;andWHEREAS,onthe24thofApril2017,theCityofRentonissuedaproclamationtostandagainstracism;andWHEREAS,Rentonresidentsvalueinitiativesthatwillendrace-baseddisparitiesandmakeRentonamoreequitable,inclusive,anddignifiedplaceforalltolive;andWHEREAS,inorderfortheCityofRentontofullyembracethechangeneededtomoveourcommunityforward,itisnecessarytorecognize,andacknowledgeourcountry’shistoryofdiscriminationandracialinjustice.ThelandcurrentlyknownasRentonwastheancestrallandoftheDuwamishPeopleandotherCoastSalishNationsuntiltheirforcefulandviolentrelocationatthehandsofwhitecolonizerswhobroketheTreatyofPointElliottin1255andfailedtoprovideareservationandotherbenefitsinexchangefor54,000acresofland.ItisimportanttorememberthattheDuwamisharestillhereandcontinuetobestewardsofthisland;andWHEREAS,Rentonreaffirmsitscommitment,incollaborationwithallresidents,toreviewourordinances,pursuepoliciesandtakeactiontoensurecivilandhumanrightstoallindividualsanditscommitmenttoeradicatingthehistoricalandcurrenteffectsofinstitutional1 RESOLUTIONNO.4414racisminflictedoncommunitiesofBlack,Indigenous,peopleofcolor,immigrants,andrefugees;andWHEREAS,Rentonherebyrejectsprejudiceandbigotrybasedonrace,religion,gender,genderidentityandexpression,sexualorientation,ornationalorigin,mentalorphysicaldisability,andcondemnstheactions,speech,andattitudesofthosewhopromotehateagainstanyrace,ethnicityorotherbasis,inanefforttointerferewiththeunalienablerightsofanyhumanbeing;andWHEREAS,theterminstitutionalracismdescribessocietalpatternsandstructuresthatimposeoppressiveorotherwisenegativeconditionsonidentifiablegroups,onthebasisofraceorethnicity.Thetermstructuralracismreferstothecollectiveimpactonwholecommunitiesasaresultofinstitutionalracismacrossmultipleorganizations/institutions;andWHEREAS,theCityofRentonconfirmsitscommitmenttojointheGovernmentAllianceforRacialEquity,anationalnetworkofgovernmentagenciestoachieveracialequityandadvanceopportunitiesforall;andWHEREAS,theCityofRentonherebydeclaresRentonananti-racistcitythatstrivestousetheRentonEquityLenstoeradicateracialeconomicinequitiesandinstitutionalracismtovalueallresidentsandbeawelcomingplacetoallpeople;andWHEREAS,theCityofRentoncommitstoongoingcommunityforumsthroughoutthecitytoengageallcommunities;includingthosehistoricallymarginalizedsuchasBlack,Indigenous,peopleofcolor,immigrantsandrefugees,toseekinputtohelpdirectthecity’sBusinessPlanandtoprovidefeedbackontheCity’simplementationoftheBusinessPlan;and2
