RE: FAMILY FIRST COMMUNITY CENTER
DEFERRAL OF CONSTRUCTION IMPROVEMENTS REQUIRED FOR SHORT PLAT (DEF 20004000/C17001559)
Dear Mr. Woodruff:
Your request to defer the installation of the required utilities, public roadway, and site improvements for the Family First
Community Center Project proposed under Civil Construction Permit C17001559 has been reviewed in accordance with RMC
4-9-060.C. The deferral decision was based on the following findings of facts:
1. The Family First Community Center project is a City of Renton Capital Improvement Project that will be constructed
using grant funding.
2. City of Renton is required to lease the land prior to receiving the grant funding to construct the project.
3. Renton School District is not allowed to lease land without the Short Plat being recorded.
4. City of Renton RMC 4-9-060 and 4-8-120 requires improvements to be constructed or deferred prior to Short Plat
recording/approval.
5. Civil Construction Plans defining the improvements have been submitted to the City under Civil Construction Permit
C17001559.
6. All funds associated with the project will be in direct City control during construction and therefore no security device
is required for a deferral.
The deferral for the improvements has been approved for a period of five (5) years from the date of this letter (September
8, 2025) or the expiration of Family First Community Center’s Land Use Decision for the Preliminary Short Plat (LUA20-
000024), whichever comes first.
According to RMC 4-8-110, you have 14 days from the date of this letter to appeal the administrative determination. Appeals
are to be filed in writing, with the City Clerk and require a filing fee in the amount of $500.00. Additional information regarding
the appeal process may be obtained from the Renton City Clerk’s office by calling (425) 430-6510.

Family First Community Center Short Plat, LUA20‐000024, SHPL‐A
Michael,
The City of Renton desires to enter into a long‐term land lease with the Renton School District for property
owned by the RSD in order to construct and operate the Family First Community Center. The property is located
at 16022 116th Ave SE, Southeast, Renton, WA. 98056 – Parcel No 282305‐9034.
The Renton School District has agreed to lease a portion of the above property to the city. As they are unable to
lease a portion of a parcel, the RSD has submitted an application for a short‐plat of the property in order to
establish a separate parcel that can then be leased to the City of Renton. Until the short plat have been
approved, the RSD will not be able to execute the land lease with the city. Until the lease is executed, the City of
Renton will be unable to commence any construction on the property.
Per the terms of the City of Renton’s short‐plat approval process, short plats must be recorded after all
improvements are completed. However in the case of the Family First Community Center, construction cannot
commence until the short‐plat is approved and the lease is executed. Therefore, a deferral is requested to allow
the short plat to be recorded prior to any work commencing. It is anticipated that, once started, construction
will take approximately 12 month to complete. All required work will be done within that period and prior to
full building occupancy.
