eId’[WI1RESOLUTION2020-02—ATTACHMENTASOUTHKINGHOUSINGANDHOMELESSNESSPARTNERS2020-2021DRAFTWORKPLANPurpose:Establisha2020-2021SKHHPWorkPlanthatisconsistentwiththeSKHHPInterlocalAgreementandshapedbymemberjurisdictions.The2020-2021SKHHPWorkPlanreflectsindividualjurisdictionneedsandinterestswhilefurtheringtheoverallpurposeofSKHHPtoincreasetheavailableoptionsforSouthKingCountyresidentstoaccessaffordablehousingandpreserveexistingaffordablehousingstock.Introduction:TheSouthKingHousingandHomelessnessPartners(SKHHP)wasestablishedthroughaninterlocalagreementtoworktogetherandshareresourcestoincreasetheavailableoptionsforSouthKingCountyresidentstoaccessaffordablehousingandpreservetheexistingaffordablehousingstock.TheSKHHP2020-2021workplanincludesthreemajorareasofworkthatwillfacilitateimplementationoftheSKHHPlnterlocalAgreement:governanceandadministration;policyandplanning;andeducationandoutreach.Thesethreemajorworkareasarebrokenintofiveobjectives.GovernanceandadministrationiscovetedinObjective1andincludesprogram-widemanagementactivitiesthatwillbecompletedannuallyincludingdevelopingandadoptinganannualworkplanandbudget.Thisworkareaalsoincludesstart-upproceduresincludingestablishingdecision-makingprotocolsandreportingprocedures,andconveningacommunityadvisoryboard.PolicyandplanningiscoveredinObjectives2and3andincludesadvocatingforandestablishingaSKHHPaffordablehousingcapitalfund;andcollaboratingwithpartnerstoenhancelocalpoliciesandprogramsthataccelerateaccesstoaffordablehousing,protectexistinghousingstock,andprovidehousingsecurity.OutreachandeducationiscoveredinObjectives4and5andincludesrepresentingSouthKingCountyanditsuniqueaffordablehousingneedsatalldecisiontables;andfurtheringtheunderstandingofthespectrumofaffordablehousingoptionsandtherangeofrelatedneedsandopportunities.Background:During2018and2019staffofmemberjurisdictionsdiscussedawiderangeofworkplanideasforSKHHP;thegoalwastoidentifyobjectivesandactionitemsforan18-monthworkplan.InJune2019,eachjurisdictionwasaskedwhatSKHHP“mustdo”,‘shoulddo”,or“coulddo”duringthecourseofthefirst18-months.InJuly24,2020SKHHP2020-2021DRAFTWORKPLANPage1of$
June2019,theSKHHPExecutiveBoardreviewedandapprovedthelistbyfocusingonthe‘mustdo”and‘shoulddo”items.The2020-2021workplanoperationalizesthelistapprovedbytheSKHHPExecutiveBoardin2019andincorporatestheHB1406salestaxcreditandthesub-regionalhousingassessmentmadepossiblebyI-lB1923grantfunds,Thesub-regionalhousingassessmentisbeingcoordinatedbysixofthenineSKHHPpartnercities(SoKiHo).The2020-2021workplanalsoidentifiesalliesliketheHousingDevelopmentConsortium(HDC)andKingCountywithgoalsthatalignwithSKHHPthatwillaugmentstaffcapacity.The2020-2021workplanprioritizesthe“mustdo”and“shoulddo’activitiesfor2020.Activitiesthatwerepartofthe2019listofactivitieswillbereassessedforpossibleincorporationinthe2022workplan.InFebruary2020KingCountyhaditsfirstreportedcaseofCOVID-19,thediseasecausedbythecoronavirus.SinceFebruary,thepandemichascontinuedtoexpandandwehaveyettoseethefullextentofthevirus.OnMarch23,2020Governorlnsleeannouncedastatewideorderrequiringeveryoneinthestatetostayhomefortwoweeks.Theorderrequitedeveryonetostayhomeexcepttopursueessentialactivities,bannedallgatheringsforsocial,spiritual,andrecreationalpurposes,andclosedallbusinessesexceptthosedeemedessential.TheStayHome,StayHealthyinitiativehassincebeenextendedthroughMay,2020withafourphaseapproachtoopeningbusinessesthatwillbeginonMay5,2020.InresponsetotheimpactsoftheCOVID-19crisis,federal,state,andlocalgovernmentshavemobilizedemergencyoperationscenters,implementedtemporarypoliciestopreventresidentialandbusinessevictions,andpassedunprecedentedstimuluspackagesinthehopestolessentheimpactsofCOVID-19toindividualsandbusinesses.Theimpactsofthiscrisisarestillunfoldingandmuchoftherecoveryefforthasyettobedetermined.Duringthisunprecedentedtime,staffcapacityandlocalresourcesmayneedtoadapt.ThismayrequireSKHHPtoreanalyzeprioritiesand/orshiftthetimelinefortheworkidentifiedintheworkplan.Progressreports:ConsistentwiththeInterlocalAgreement,theSKHHPExecutiveManagerwillsubmitquarterlybudgetperformanceandprogressreportsonthestatusoftheworkplanelementstotheSKHHPExecutiveBoardandthelegislativebodyofeachmemberjurisdiction.Tobeconsistentwiththeadministeringagency’sfinancedepartment,quarterlyprogressreportswillbeprovidedasfollows:•Quarter1:May•Quarter2:August•Quarter3:November•Quarter4:FebruaryNextsteps:InaccordancewiththelnterlocalAgreement,the2020-2021SKHHPWorkPlanwillbeapprovedbythelegislativebodyofeachmemberjurisdictionandtheJuly24,2020SKHHP2020-2021DRAFTWORKPLANPage2of8
