HomeMy WebLinkAboutN 33rd Place Block AnalysisDenisLawMayorCommunity&EconomicDevelopmentC.E.“Chip”Vincent,AdministratorAugust9,2019HarjinderGill,MajesticHomes,LLC11827SE227P1Kent,WA98031Viaemail:gillharlinder@hotmail.com>SUBJECT:RequestforReconsideration—GillModification(LUA19-000140,MOD)DearMr.Gill:WereceivedyourtimelyrequestforreconsiderationoftheModificationdecision,regardingthealleyaccessandrear-loadingrequirementsfornewresidentialdevelopmentintheR-8zone.Yourrequestforreconsiderationaskedthatwereviewourdecisiontodenyyourrequesttoallowfortwonewhomesat1001N33FP1beallowedtoutilizeN33rdRIforaccess.Inthejustificationforyourrequest,youidentifiedstaffanalysisintheoriginaldecisionthatfoundaccessingN33rdP1wouldnotbeinjurioustonearbypropertyownersandwouldnotcreateadverseimpactsonotherpropertiesinthevicinity.Inaddition,youstatethatallowingaccessviaN33rdpwouldallowformoreparkingspaceson-site,whichwoulddecreasetheneedforstreetparkingandwoulddecreasethepotentialforemergencyresponsevehicles,streetmaintenance,orgarbagecollectionvehiclesthatmayhavedifficultyutilizingthestreet.Staffconcurswithyourjustificationthatanadditionalaccesspointforvehicleingressandegresscouldimprovethecirculationatthissiteandwouldprovidemoreoptionsincaseofanemergencyorsevereweatherevent.Therefore,staffpartiallyapprovesthereconsiderationrequesttoallowthetwonewsingle-familyhomestoutilizeN33rdP1foraccessbutdoesnotapprovethelocationofthegaragedoorstofrontN33rdP1.Inordertoensurethatotherresidentialdevelopmentsontheblockcanutilizethealleyforaccess,toretainimprovedvehiclecirculationinthearea,andasrequiredbythedrivewayandparkingregulationsinRMC4-4-080,thealleyRight-Of-Way(ROW)shallbeimprovedbehindthesubjectlot(s)andextendtoBurnettAveN.Inaddition,thenewhomesshouldbedesignedtoplacethegarageaccessalongthealleysideofthedevelopmentinlieuofN33tdP1inordertoallowformoreopportunitiesonthefrontfaçadeforglazing,materialchanges,andmodulationasrequiredby1055SouthGradyWay,Renton,WA98057.rentonwa.gov GillHarjinderAugust9,2019Page2of2code.LocatingthegaragesattherearofthenewhomeswouldmorecloselyalignwiththegaragedesignregulationsintheResidentialDesignStandardsinRMC4-2-115.Lastly,inordertodecreasethepotentialimpactforpedestrian/vehicularconflictsonN33rdP1,asingle,joint-usedrivewayshouldbeutilizedbythetwonewhomes.Thejoint-usedrivewayshouldconnectN33rdP1withtheimprovedalleyinordertomaximizeconnectivityandprovidemultipleingress/egressoptionsforthefuturehomeownersduringsnoweventsorotheremergencies.Decision:Therefore,thereconsiderationrequesttoallowforthetwonewsingle-familyhomestoutilizeN33rdP1foraccess,fortheGillModification,LUA19-000140,isapproved,subjecttothefollowingconditions:1.Thetwofuturehomesshallutilizeasingle,joint-usedrivewayforaccessortheimprovedalley.Ifajointusedrivewayisdeveloped,itshallprovideaconnectionbetweenN33rdP1andtheimprovedalley.TheseimprovementsshallbecompletedpriortoBuildingpermitfinal.2.ThealleyROWshallbeimprovedfortheentirelengthbetweentheeastedgeofthesubjectpropertyandBurnettAveN.ThealleyimprovementsshallbecompletedpriortoBuildingpermitfinal.3.ThenewhomesshallbedesignedtohavethegarageslocatedalongthealleyandshallnotfrontN33rdP1.ThisdecisiontoreconsidertheoriginalModificationDecisionissubjecttoa14-dayappealperiod.Theabovedecisionwillbecomefinalifnotappealedinwritingtogetherwiththerequiredfeeto:HearingExaminer,CityofRenton,1055SouthGradyWay,Renton,WA98057by5:00pmonFriday,August23,2019.RMC4-8-110governsappealstotheHearingExaminerandadditionalinformationregardingtheappealprocessmaybeobtainedfromtheCityClerk’sOffice,RentonCityHall-7thFloor,(425)430-6510.Sincerely,JenniferHenning,AICPPlanningDirectorcc:CE.“Chip”Vincent,CEDAdministratorVanessaDolbee,CurrentPlanningManagerAlexMorganroth,AssociatePlannerRentonHighlandManorLLC/Owner(s)1055SouthGradyWay,Renton,WA98057.rentonwa.gov
