Project Summary: The applicant is requesting Environmental (SEPA) Review and a Site Plan
Modification for tenant improvements proposed to the 161,320 square foot
building constructed under LUA18-000237 (601 Monster Road SW). The project
site is zoned Medium Industrial (IM). The proposed tenant improvements would
total 71,764 square feet for a food processing facility within the existing
warehouse/industrial building (shell). Proposed business operations focus
primarily on preparation of fresh fruits and vegetables with minor cooking
operations as needed to create pre-packaged meals and sandwiches for retail
sale off-site. Exterior work is limited to installation of ground and roof-mounted
mechanical, electrical and refrigeration equipment as needed for the proposed
operations. A trash compactor is proposed within a refuse/recyclable services
area located along the eastern building facade. The proposal includes the
striping of an additional 18 parking spaces on the southeast corner of the site.
No changes in access are proposed.

ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.

C. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the
applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction
with the proposed development. Staff reviewers have identified that the proposal is likely to have the following
probable impacts:
1.Transportation
Impacts: An updated Trip Generation Memo, prepared by Transportation Engineering Northwest, dated
October 8, 2020 (Exhibit 7) was provided with the application materials. The submitted traffic memo
provided an analysis of the trips proposed under the original proposal approved for 601 Monster Rd SW
(LUA18-000237) as compared to the proposed trips that would be generated under the current proposal
for Project Tiger at 701 Monster Rd SW. According to the submitted traffic analysis, the proposal would
generate seven (7) fewer AM peak hour trips, six (6) fewer PM peak hour trips, and 118 fewer daily trips
than was originally approved in the Traffic Impact Analysis prepared under LUA18-000237. As the
proposal is anticipated to generate fewer AM and PM peak hour trips, no further mitigation is
recommended.

Impacts: Staff received an agency comment letter from the Washington State Department of
Ecology regarding contamination on the project site (Exhibit 8). The onsite contamination was
reviewed and a mitigation measure was adopted as part of the SEPA MDNS that was issued for 601
Monster Rd (LUA18-000237), therefore additional mitigation is not required for the proposed tenant
improvement/change of use.
The proposal is an interior Tenant Improvement to create a new Food Processing Facility within a
newly constructed Industrial building. Operations focus primarily on fresh fruits and vegetables with
minor cooking operations as needed to create pre-packaged meals and sandwiches for retail sale. As
a food production facility, the applicant will be required to employ standard hygiene practices and
cleaning products required by FDA, USDA, State and Local regulations/guidelines. As this is a food
processing facility, a health department certificate is required from the King County Health
Department, and therefore no further mitigation is recommended.

b.Noise
Impacts: Short term construction noise impacts generated by the proposal would be minimal
because bulk of work would occur inside the newly constructed building. Long term noise sources
generated by the proposal would include HVAC and Refrigeration equipment as well as trucks
arriving and departing. These noises will typically occur from 6AM until 5PM, and are typical of
industrial type facilities. Therefore, no further mitigation is recommended.
