ORDINANCENO.59861.Low-IncomeSeniors:A“low-incomeseniorcitizen”isdefinedasapersonsixty-one(61)yearsofageorolderwhoresidesinasingle-familydwellingthatisseparatelymeteredwithaCitywatermeterforwaterusage,eitherasowner,purchaser,orrenter,withtheutilityaccountunderhis/hername,andwhosetotalcombinedhouseholdincomedoesnotexceedtheannualincomethresholdforlow-incomerateeligibility.Theannualincomethresholdforeligibilityforlow-incomerateshallbeadjustedeachcalendaryear,usingtheIncomeGuidelinesforKingCountyasprovidedannuallybytheU.S.DepartmentofHousingandUrbanDevelopment(HUD)orKingCounty’squalifyingincomecriteriaforaseniorcitizen/disabilitypropertytaxexemption,whicheverismorefavorable.Disposableincome,definedbyRCW84.36.383(5),includesallincomesourcesandamountsreceivedbytheowner,purchaserorrenter,his/herspouse/domesticpartnerandanyco-tenants.Anyhouseholdwithadisposableincomeofthirtypercent(30%)orlessofthemedianhouseholdincomeforKingCountyandqualifiedforasubsidypriortoMay31,2008,willbeeligibleforaseventy-fivepercent(75%)ratesubsidy.AllotherhouseholdswithanannualdisposableincomelessthanKingCounty’smaximumqualifyingincomeforaseniorcitizen/disabilitypropertytaxexemptionareeligibleforafiftypercent(50%)ratesubsidy.Forhouseholdswithmorethantwo(2)individuals,anadditionalfivethousanddollars($5,000)isaddedtotheincomethresholdperindividual.9 ORDINANCENO.5986b.Forotherthansingle-familydwellings,thePublicWorksAdministratorordesigneeshallinstallawatermeterintosuchprivatewatersystematcosttopropertyowners,andthemethodofbillingshallbeincompliancewithSubsectionA.2ofthisSection.4.(Rep.byOrd.429$,3-19-01)B.SeparateSewerExemptMeter:WhenevertheuseofwaterissuchthataportionofthewateruseddoesnotflowintotheCitysewersystembutislostbyevaporationorusedinirrigation,manufacturingoranyotheruse,andthepersonincontrolprovidesproofofthisfact,suchpersonmayapplyfortheinstallationofaseparatesewerexemptmetertomeasuretheamountofwatersousedorlostandnochargeshallbemadeforsewagebecauseofwatersousedorlost.Asewerexemptmeterapplicationwillbemadeinthesamemannerasaregularwatermeterinstallation.Allsewerexemptmetersshallbelocatedatthepropertylineoradjacenttotheregularmeter;provided,however,anevaporationexemptionmaybegrantedtocoin-operatedandcommerciallaundrieswithouttheinstallationofasubmeter.Suchexemptionshallbeanelevenpercent(11%)reductioninchargeablewaterconsumptionforcommercialandindustriallaundriesandathreepercent(3%)reductioninchargeablewaterconsumptionforcoin-operatedlaundries.C.ServiceOutsideOfCity:Theratestosuchspecialusesshallbeoneandone-half(1-1/2)timesthebasicCitywaterratesapplicabletoresidentusersforsimilarservicesplusanymonthlyfeesleviedbyKingCountyWastewaterexcept15
