The proposed mural will be located on the southeast façade of the existing one-story retail building located at the northwest corner of NE 10th St and Jefferson Ave NE. The mural would occupy the majority of the southeast building elevation up along Jefferson Ave NE. On August 4, 2020, the project received a grant award from the Renton Municipal Arts Commission (Attachment B). The mural was designed by Marsha Rollinger from Equinox Art & Design. Mary Clymer, also from Equinox Art & Design, will be assisting with the painting. The mural includes painting a limited four-color palette with geometric diamond shapes in contrasting colors that is designed to accent the diamond shadow blocks on the existing building that was built in 1961 (Attachment C). The community was invited to help paint the lower diamonds while socially distancing. CODE AUTHORITY: RMC 4-9-160F gives the Department of Community and Economic Development authority to grant exemptions from the sign code for 'objects of art' provided an Exemption Certificate for Public Art is issued. The code defines 'objects of art' as sculptures, wall paintings, murals, collages or banners by artists recognized by the Renton Municipal Arts commission. DocuSign Envelope ID: E24EA0EF-F78E-4ED9-9CC9-9B56C050F6B8 City of Renton Department of Community & Economic Development Certificate of Exemption from Sign Code for an Object of Art Sunset Area Community Geometric Mural LUA20-000277, AE DATE OF PERMIT: November 19, 2020 Page 2 of 2 EVALUATION CRITERIA: Per RMC 4-9-160C, the Department of Community and Economic Development may determine that objects of art are exempt from the requirements of the City's Sign code when: 1.Sited in a manner as to be readily accessible to pedestrians for passive viewing; 2.Sited in a manner so as not to unduly divert the attention of motorists from the roadway; 3.Stationary and do not revolve or otherwise move; 4.Not illuminated; 5.In good taste and reasonably reflect acceptable community values; 6.Of sufficient durability so as to have a life expectancy of at least ten (10) years; 7.Not used or referred to in the media or by the owners of the premises or operators of businesses contained thereon for business advertising purposes. DECISION: An exemption from the sign code regulations for an object of art is hereby Approved on the proposed project. APPEALS: This exemption will become final if not appealed in writing to the Hearing Examiner on or before 5:00 PM on December 3, 2020. An appeal of the decision must be filed within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal i s submitted, will be collected at a future date. Appeals to the Hearing Examiner are governed by RMC 4-8- 110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the situation changes such that the City Clerk’s Office is open when you file your appeal, you have the option of filing the appeal in person. I am requesting another exemption for an Arts Commission funded project, this one in the Sunset neighborhood. Here is the information for the proposed mural: -Artist Information: o Marsha Rollinger dba Equinox Art & Design, a Renton-artist. The project received a grant award from the Arts Commission (meeting minutes from August with the approval of the grant are attached for reference). -The selected and approved design is attached. -Photos of the proposed location (below): 2808 NE 10th St (southeast wall facing Jefferson Ave NE) -(I am *still* waiting for the signed Master application. It has been signed, but has not yet made it’s way back to my desk. I will forward when I receive it). Introduction of Guests: Amelia Ossorio is a local high school student interested in pursuing the position of youth Commissioner with the Arts Commission. Amelia is 16 years old and has been involved in Renton arts for as long as she can remember. At the age of 8, Amelia volunteered to sell handmade buttons at Happy Delusions in Downtown Renton and is a firm believer that art has the power to change, uplift and inspire a community. Approval of Minutes: A motion was made to approve the minutes from the July 2020 meeting. MSC (Neil/Bill) Grants Committee Update: The Grants Committee made the recommendation to the Commission to approve funding for the following applicants: Hydrant Art – $9,600 to add an additional 32 hydrants to current inventory in South Renton neighborhood’s hydrant art program o 14 hydrants along S. 3rd St o 18 hydrants along S. 2nd St and between S. 2nd & S. 3rd Renton Civic Theatre Lighting Replacement - $15,000 in matching funds to support the theatre’s application for a Building for the Arts grant to update the building’s lighting system. o Stipulations: Dispersal contingent on securing required matching funds to qualify for The Building for the Arts grant. Sunset Mural – $12,846.49 for the design and installation of a community mural in the Sunset neighborhood. o Stipulations: Property owner will clean and prepare the wall for the mural Black Lives Matter Mural – The Owl Project has applied for support for a project to celebrate Black Lives Matter. The project was posed as a street mural. The city’s Public Works department has indicated a street may not be feasible for the project and the requested budget for the project was not clear or confirmed. The Grants Committee is recommending a letter of support for the project and pending financial support once the project details are more clear. Creative Kids Contest – $2,975 to support a visual arts & creative writing contest for youth 12 to 18. A motion was made and approved to grant funds and support for the five applicants as recommended by the Grants Committee. MSC (Christie/Kaie) The meeting adjourned at 7:27pm.
