Re-Align Environmental July 7, 2020 Joe Bernasconi PO Box 1343 Renton WA 98057 Re: Shoreline Critical Area Review Parcel 0007200147, 82 Williams Avenue S Renton, WA 98057 Dear Mr. Bernasconi: This letter follows my review of Parcel 0007200147, at 82 Williams Avenue S Renton, WA. The purpose of this review is to assess the presence of regulated critical area within the shoreline jurisdiction of the Cedar River in the City of Renton. The proposed project will redevelop an existing single family residence on the subject property. The scope of this review is limited to critical areas regulated under Renton Municipal Code (RMC) 4.03.090 Shoreline Management. METHODS Re-Align Environmental conducted a review of existing data sources to assess the properties for the presence of regulated critical areas on the subject parcel. The following data sources were reviewed as part of this process. • City of Renton COR Maps • King County iMap Environmentally Sensitive Areas • Washington Department of Fish and Wildlife Priority Habitats and Species (PHS) • Google Earth Aerial Photos and Streetview RESULTS Parcel 0007200147 is currently developed and cleared of native vegetation. The property is generally flat and all runoff is conveyed to existing City of Renton drainage facilities on Williams Avenue South. Surrounding areas are similarly developed with residential homes and associated structures, and one commercial property and parking lot. A small portion of the northeast corner of the property, approximately 930 square feet, lies within the shoreline jurisdiction of the Cedar River (see attached map). The portion within the shoreline management area includes an existing detached shed and parking area. The City of Renton COR mapping and King County iMap do not identify any known critical areas on the property (see attached figure). A review of aerial photos in Google Earth indicate the property has been in its current developed condition since 1990. Google Streetview was used in lieu of a site visit to confirm that the subject property is developed and no critical areas are present. WDFW PHS mapping identifies aquatic habitat in the Cedar River, approximately 170 feet northeast of the property. There are residential and commercial properties, including a parking plot, between the subject property and the Cedar River. No other priority habitats are present in the project area. There is no habitat present on the property due to existing residential development and the current ecological function of the property is consistent with the residential character of the shoreline area. All drainage from existing impervious surfaces are captured and conveyed to City infrastructure. The proposed redevelopment of the property will not alter existing conditions. Replaced impervious surfaces will be captured and conveyed to City infrastructure. Minor changes in the configuration of the house and associated parking will not affect any habitats as none are present. Therefore there will be no net loss of ecological function within the shoreline area.
