DESCRIPTION: The applicant is requesting an additional animals permit for a total of four (4)
cats within his 1,800 square foot townhome. The City's Animal Keeping
Regulations (RMC 4-4-010) limit the total number of domestic household
pets (including cats) to three (3) per household. The applicant is requesting
an additional animals permit to exceed the maximum of cats permit by one
(1) household cat to allow for a total of (4) indoor cats within his household.
DECISION CRITERIA:
Per RMC 4-9-100C, the Planning Division Director has authority to review requests for Additional Animals
Permits for compatibility of the proposal with the surrounding neighborhood. In order to determine that the
site and facility will be adequate and to ensure the humane and appropriate care of the animals, the Planning
Division Director may require that the property be inspected by an Animal Control Officer. Factors to be
considered in determining compatibility and adequacy are:
1. Will the keeping of additional animals have an adverse effect on abutting or adjacent
properties or cause a detriment to the community?
Comments: Review of the application was conducted by the City's Animal Control Officers,
who did not express any concern with regard to animal food and waste removal for the four
(4) total requested cats.
2. Is there a past history of animal control complaints regarding animals kept by the
applicant?
Comments: No complaints have been filed for the requested permit.

3. Do adequate and appropriate facility and rear yard specifications/dimensions exist that
ensure the health and safety of the animals?
Comments: Review of the application was conducted by the City's Animal Control Officers,
who did not express any concern with regard to the size of the townhome for the four (4)
total requested cats.
4. Are the animals' sizes, types, and characteristics of breed compatible with the adequacy of
the site and facilities?
Comments: Review of the application was conducted by the City's Animal Control Officers,
who did not express any concern with regard to the size of the townhome for the four (4)
total requested cats.
5. Is the animal waste product managed in a safe, clean and odor-free manner?
Comments: Review of the application was conducted by the City's Animal Control Officers,
who did not express any concern with regard to animal food and waste removal for the four
(4) total requested cats.
6. Is the request for additional animals compatible with the zoning classification of the
premises on which the keeping of additional animals is to occur?
Comments: The site is located at Campen Springs Condominiums and the parcel is zoned
Residential-14 (R-14), which allows up to three (3) household pets per multi-family dwelling.
An additional cat may be permitted with through the approval of an Additional Animals
Permit.
7. Keeping of Additional Large Lot Animals Requirements: If the application is for keeping of
additional large lot animals does the applicant provide a copy of the adopted farm
management plan based on the King County Conservation District's Farm Conservation and
Practice Standards?
Comments: Not applicable, the proposal does not include large lot animals.
8. Keeping of Additional Large Lot Animals Requirements: Is there adequate pasturage to
support a greater number of animals?
Comments: Not applicable, the proposal does not include large lot animals.
9. If the application is for animal foster care provider, has the applicant kept paperwork for all
foster animals which states that the animals are foster animals from a sponsoring
organization? (Such paperwork shall be provided upon request to City officials)
Comments: Not applicable, the proposal does not include foster care.
10. Is the shelter location located a minimum of ten (10) feet from any property line and in the
rear yard? (Note: Unless Planning Division determines that a side yard would be a better
location.)

Comments: Cats are to be housed within the existing townhome.
11. Is the subject lot smaller than one (1) gross acre in size? If so, are dog-runs, open-run
areas and permanent/temporary kennel structures surrounded by a fence of adequate height,
located a minimum of ten (10) feet from any property line and in the rear yard? (Note: Unless
Planning Division determines that a side yard would be a better location.)
Comments: Not applicable, cats are to be housed within the existing townhome.
12. Is the subject lot larger than one (1) gross acre in size? If so, are dog-runs, open run
areas and permanent/temporary kennel structures surrounded by a fence of adequate height,
may be located closer than ten (10) feet from any property line and if the dog-run, open run
areas and kennel structure is no closer than one hundred (100) feet to any dwelling unit and
the location is approved by the Planning Division.
Comments: Not applicable, cats are to be housed within the existing townhome.
13. Are all animals kept in such a manner so as not to create any objectionable noise, odor,
annoyance, or become a public nuisance?
Comments: Review of the application materials was conducted by the City's Animal Control
Officer, who did not express any concern with regard to objectionable noise, odor,
annoyance, or public nuisance as a result of the requested additional animals permit for a
fourth household cat. In addition, no complaints have been received for the proposal.
14. Are animal and food wastes properly removed to keep the kennel free from the
infestation of insects, rodents or diseases and from obnoxious or foul odors?
Comments: Review of the application materials was conducted by the City's Animal Control
Officer, who did not express any concern with regard to objectionable noise, odor,
annoyance, or public nuisance as a result of the requested additional animals permit for a
fourth household cat. In addition, no complaints have been received for the proposal.
DECISION: The Brian Matt Additional Animals Permit, LUA20-000267 is hereby approved.

Appeals of permit issuance must be filed in writing on or before 5:00 p.m. on Tuesday, December 8, 2020 .
Appeals to the Examiner are governed by RMC 4-8-110 and more information regarding the appeal process
may be obtained from the Renton City Clerk’s Office, Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay
Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be
submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the
time an appeal is submitted, will be collected at a future date. Appeals to the Hearing Examiner are

governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from
the City Clerk’s Office, cityclerk@rentonwa.gov. If the situation changes such that the City Clerk’s Office is
open when you file your appeal, you have the option of filing the appeal in person.
Reconsideration: Within 14 days of the decision date, any party may request that the decision be reopened
by the approval body. The approval body may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After
review of the reconsideration request, if the approval body finds sufficient evidence to amend the original
decision, there will be no further extension of the appeal period. Any person wishing to take further action
must file a formal appeal within the 14-day appeal time frame.
Expiration: An Additional Animals Permit shall be valid as long as the keeping of animals has not been
discontinued for more than one year, the operator is in compliance with the City requirements and has not
had the Additional Animals Permit and/or any related home occupation license revoked or renewal refused.
In addition, all animals that are required to be licensed shall be individually licensed according to the
regulations found in RMC 5-4, Animal Licenses. Failure to renew animal licenses as required in RMC 5-4 shall
trigger review and/or revocation of the Additional Animals Permit.
