Approach Weunderstandthatspecificbuildingplanreviewresponsibilitieswillinclude,butarenotlimitedto: x Examiningplans,drawings,specifications,computationsdocuments,soilsreports,andanyadditional data; x Ascertainingwhetherprojectsareinaccordancewithapplicablebuildingandfirecodes,andCity ordinances,includingbutnotlimitedtoTitle24andTitle25; x Performingsuchreviewsas,structural,MEP,greenbuilding,fireandlifesafety,gradinganddrainage; x Reviewingplanstoensureconformitytotherequiredstrengths,stresses,strains,loads,andstabilityas pertheapplicablelaws; x Reviewingplanstoensureconformitywithuseandoccupancyclassification,generalbuildingheights andareas,typesofconstruction,fireresistanceconstructionandprotectionsystems,meansofegress, accessibility,structuraldesign,soilsandfoundations;andmasonry; x ProvidingadditionalplanreviewservicesasrequestedbytheCity; x ConductingallplanreviewattheCityDepartmentor,asneeded,atasitemutuallyagreeduponin writingand; x Supplyingallplanreviewstaffwithallcodebooksandotherbasicprofessionalreferences. ǆŚŝďŝƚ Page 2 of 6Proposal to Provide Plan Check and Building Inspection Services for the City of Renton. 6HFWLRQ$SSURDFKDQG0HWKRGRORJ\October 14, 2020 4LEAFPlanReviewQA/QCProcessforallReviewsTask1–ProjectTrackingSetͲupThefirststepofourprocesswillbetosetuptheprojectinoursystemtoenable4LEAFandtheCityofRentontotracktheprogressofthereview.Ourplantrackingproceduresaredesignedtotrackeachsubmittalthroughoutthereviewprocessandmaintainaccurateandcomprehensiverecordsforeachsubmittal.Task2ͲCompleteSubmittalReview UponreceivingtheplansfromtheCity,4LEAFwilltriage(preliminaryplanreviewperformedby4LEAFplan reviewprojectlead)thesubmittaltoverifythatthesubmittalreceivediscomplete(i.e.,allpertinentplans, calculations,reports,andotherrelateddocuments)inorderthatwecanbeginourreview.Ifthesubmitted packageisincomplete,wewillcommunicatewiththeCitytodiscussthedeficientdocumentsneededtoproceed withourreview. Task3ͲPlanReviewAssignment Afterthetriageprocessisperformedandacompletepackageisverified,theprojectwillbeassignedtothemost qualifiedPlansExaminerandaturnaroundtimewillbeestablished.Wewilllogeachapplicationintoour databasethesamedaytheplansarereceivedtoassurethattheyareroutedinatimelymannerandtoallowfor dailyprojecttracking. Task4ͲPlanReview 4LEAFwillprovidetheprojectcontact(Developer,Contractor,Architect,orEngineer)desiredbyCityofRenton withalistofanyitemsneedingcorrectionandclarificationtocomplywithapplicablebuildingcodes,ordinances, andregulations.Acorrectionlistwillbecreatedbasedonthemissingcodesandordinances. Task5ͲQualityControl PriortosubmittingtheplanreviewcorrectionlisttotheCitythedesignatedplanreviewprojectleadwillreview thecorrectionlistforadherencetoapplicablecodesandordinancesaswellasforaccuracyandcompleteness. AftercompletionofourqualitycontrolreviewacorrectionlistwillbeeͲmailedtoadesignatedstaffmemberat theCityofRentonorasdirectedbytheCityofRenton.Thecorrectionlistanda4LEAFtransmittalformwill includethefollowinginformation:adescriptionofthework,typeofconstruction,occupancygroup,square footage,numberoffloors,andsprinklerrequirements. Task6ͲPlanReviewRechecks Plansreceivedforrecheckswillbereviewedforconformance.Ourgoalistoactivelyworkwiththedesignersto resolveallunresolvedissuesafteroursecondreview.Ifitappearsthattherearecomplicatedissuesthatmight causeaprojecttogobeyondoursecondreview,wewillcommunicatedirectlywiththedesignertoresolve theseconcerns. Task7ͲProjectApproval Oncethefinalplanreviewsarecompletedandreadyforapproval,4LEAFwillorganizetheplansandsupporting documentspertheCityofRentonprocessingrequirementsandreturnthemtotheCity,alongwithourletterof completion. DocumentControlandElectronicPlanReview Whenplansanddocumentsarereceivedforreview,4LEAF’sPlanReviewManagerandDocumentControl Techniciananalyzestheproject,createsajobnumber,andcompletesaJobSetupSheet.Thisformhighlights bothjurisdictionandprojectspecificdesigncriteriaandnotesapplicablecontactinformation.Jobsare transmittedthrough4LEAF’seasilyaccessedEZPlanReviewportalwhichtracksinitialandsubsequentreviews andisopenforviewbythecustomer.TheCityandtheircustomerscanview4LEAF’splancontrollogthrough EZPlanReviewPortal. Plansthengetdistributedforreviewtoa4LEAFteamconsistingofaPlanReviewEngineerorArchitect(a licensedstateprofessional)and/oranICCCertifiedPlansExaminer,asapplicable.Ourstaffthenperformshisor herfunctionofanalyzingtheplansanddocumentationfor effectiveconformancetotheWashingtonCodes,referenced constructionstandards,andCityamendments.Codereview methodologyentails“TheEffectiveUseoftheCBC”reinforced throughproprietaryandjurisdictionalchecklists.When completethePlanReviewManageroverviewstheprojectfor qualitycontrolpurposesandforwardscommentsorapprovals tothepreͲdesignatedcontacts.
