PROJECT LOCATION: Burnett Ave S public right-of-way to Williams Ave S right-of-way and S
2nd St right-of-way to the Cedar River.
PROJECT DESCRIPTION: The City of Renton Public Works Surface Water Utility has a design
project under contract to design improvements for the existing storm
water infrastructure and design water quality devices for retrofit. The
project site is located from Burnett Ave S to Williams Ave S, and S 2nd
Street to the Cedar River. This project requires site and subsurface
exploration to characterize subsurface soil conditions, support project
engineering, and prepare permits. A Shoreline Exemption is reqeusted
for the site and subsurface exploration proposed within the 200-foot
Shoreline Jurisdiction of the Cedar River. The project proposes to drill
four hollow-stem auger borings to log standard penetration test blow
counts and collect soil samples for analysis. The borings will be
advanced to between 20 to 30 feet below the existing ground surface
and may utilize a slurry to combat soil heave. Boring holes will be
backfilled according to Washington State regulations using bentonite
pellets; the volume of spoils generated from drilling is less than 10 CY
of material. The project site is located within the High Intensity
Designation of Cedar River Reach B. There are Sensitive slopes, special
flood hazard areas, seismic hazard areas, and wellhead protection
area zone 1 mapped within the project vicinity. There will be

assessments on wetlands, a stream study, biological assessment, and
critical areas assessment to determine pertinent information such as
the ordinary high water mark and critical habitats. The work will
facilitate a geotechnical report to get a better understanding of the
geologic risk of the area. The work does not impact drainage or
require re-grading at this time, as the surface will be returned to
existing conditions. The soil and drainage conditions are to be
assessed based on the feasibility study to mitigate potential hazards.
As this project is in design and not a construction project, there is no
construction or market value associated. The borings and site
exploration will not require the removal of any trees or land clearing.

An exemption from a Shoreline Management Substantial Development Permit is hereby Approved with
Conditions* on the proposed project in accordance with RMC 4.9.190C 'Exemption from Permit System'
and for the following reasons:
Activities Necessary for Permit Application: Site exploration and investigation activities that are
prerequisites to preparation of an application for development authorization under the Shoreline
Master Program, if:
a. The activity does not interfere with the normal public use of the surface waters.
b. The activity will have no significant adverse impact on the environment including, but not limited
to, fish, wildlife, fish or wildlife habitat, water quality, and aesthetic values.
c. The activity does not involve the installation of a structure, and upon completion of the activity
the vegetation and land configuration of the site are resto red to conditions existing before the
activity.
d. A private entity seeking development authorization under the Shoreline Master Program first
posts a performance bond or provides other evidence of financial responsibility to the Planning
Division to ensure that the site is restored to pre-existing conditions.
e. The activity is not subject to the permit requirements of RCW 90.58.550.
The proposed development is:

Not Applicable to the guidelines of the Department of Ecology where no Master Program has been
finally approved or adopted by the Department.
Consistent with the City of Renton Shoreline Master Program.
CONDITIONS: 1. The applicant shall be required to obtain necessary approvals and/or
permits from the City of Renton Parks Department.
2. The applicant shall be required to obtain any necessary approvals
and/or permits from the City of Renton Plan Review Section.

APPEALS: The administrative land use decision will become final if not appealed in writing to the
Hearinge Examiner on or before 5:00 p.m. on December 22, 2020. An appeal of the decision(s) must
be filed within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Due to Governor Jay
Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For
that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The
appeal fee, normally due at the time an appeal is submitted, will be collected at a future date. Appeals
to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal
process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the situation changes
such that the City Clerk’s Office is open when you file your appeal, you have the option of filing the
appeal in person.
