CITYOFRENTON,WASHINGTONORDINANCENO.6005ANORDINANCEOFTHECITYOFRENTON,WASHINGTON,ADOPTINGTHE2020AMENDMENTSTOTHECITY’S2015COMPREHENSIVEPLAN,MAPS,ANDDATAINCONJUNCTIONTHEREWITH,ANDESTABLISHINGANEFFECTIVEDATE.WHEREAS,theCouncilhasheretoforeadoptedandfiledaComprehensivePlanandtheCouncilhasimplementedandamendedtheComprehensivePlanfromtimetotime,togetherwiththeadoptionofvariouscodes,reportsandrecords;andWHEREAS,thePlanningCommissionhasheretoforefullyrecommendedtotheCouncil,fromtimetotime,certainamendmentstotheComprehensivePlan;andWHEREAS,theCityofRenton,pursuanttotheWashingtonStateGrowthManagementAct,periodicallyreviewsitsComprehensivePlan;andWHEREAS,assetforthintheLandUseElementoftheComprehensivePlan,theCity’sResidential-8(R-8)zoningdistrictisintendedtoimplementtheResidentialMediumDensity(RMD)landusedesignation,but21R-8-zonedparcelsnorthoftheVirginiaMasonAthleticCenterhadbeendesignatedResidentialHighDensity(RHD)insteadofRMD;andWHEREAS,theCity’sResidential-6(R-6)zoningdistrictisintendedtoimplementtheRMDlandusedesignation,butoneparcelalongN40thStandLakeWashingtonBlvdhadbeendesignatedRHDinsteadofRMD;andWHEREAS,theCity’sResidential-lO(R-10)zoningdistrictisintendedtoimplementtheRMDlandusedesignation,butoneparcelalongNE2LnandBremertonAveNEhadbeendesignatedRMDinsteadofRHD;and1 ORDINANCENO.6005WHEREAS,theCity’sR-8andR-10zoningdistrictsareintendedtoimplementlandusedesignationsRMDandRHD,respectively,butsixparcelsweresplitzonedR-8andR-10,resultinginconflictinglandusedesignations;andWHEREAS,theCity’sR-6andResidential-4(R-4)zoningdistrictsareintendedtoimplementlandusedesignationsRMDandResidentialLowDensity(RLD),respectively,butadrivewaytractonDuvaIlP1SEservingfourR-4zonedresidenceswassplitzonedR-4andR-6,andthetotaltracthadbeendesignatedRLD;andWHEREAS,theCity’sR-8andR-10zoningdistrictsareintendedtoimplementlandusedesignationsRMDandRHD,respectively,buttwoparcelsoffofNE4thStatGardenAveNandFactoryAveN,weresplitzonedR-8andR-10,resultinginconflictinglandusedesignations;andWHEREAS,theCity’sResourceConservationfRC)zoningdistrictisintendedtoimplementlandusedesignationRLD,butoneparcelattheentrancetotheCedarRiverNatureTrailhadbeendesignatedRMDandRLDinsteadofsolelyRLD;andWHEREAS,theCity’sCommercialArterial(CA)zoningdistrictisintendedtoimplementlandusedesignationCommercialMixedUse(CMU),butoneCAzonedparcelattheintersectionofRentonAve$andSWVictoriaSt,surroundedentirelybyR-10parcels,hadbeendesignatedRHD;andWHEREAS,theCity’sR-$,R-10,andCAzoningdistrictsareintendedtoimplementlandusedesignationsRMD,RHD,andCMU,respectively,buttwoSeattlePublicUtilities(SPU)splitzonedparcelshadnotbeendesignatedthecorrectproportionalamountRMD,RHD,andCMUequaltothatoftheareacomprisedbytheR-$,R-10,andCAzoning;and2 ORDINANCENO.6005WHEREAS,theCity’sCA,Industrial-Medium(IM)andResidentialMultiFamily(RMF)zoningdistrictsareintendedtoimplementlandusedesignationsCMU,EmploymentAreafEA),andRHD,respectively,buttwoBurlingtonNorthernSantaFe(BNSF)Right-of-WayparcelshadnotbeendesignatedthecorrectproportionalamountCMU,EA,andRHDequaltothatoftheareacomprisedbytheCA,IM,andRMFzoning;andWHEREAS,assetforthintheLandUseElementoftheComprehensivePlan,theCity’sCAzoningdistrictisintendedtoimplementboththeEAlandusedesignationandCMUlandusedesignation,buttheCMUlandusedesignationwillensureconsistencywiththelandusedesignationofotheradjacentparcelswheremixed-usedevelopmentisexpectedtooccur;andWHEREAS,itisappropriateforasmallportionoftheBensonHillCommunityimmediatelysouthofSEPetrovitskyRdtohavethecurrentlandusedesignationofRLDbeamendedtoRMDlandusedesignationbecausetheareacanserveasatransitionbetweenthesignificantcriticalareasthatlietotheeastandthehigherdensityzonedareatothewest;andWHEREAS,theCityheldapublichearingonthismatteronSeptember16,2020;andWHEREAS,thePlanningCommissionhasmadecertainfindingsandrecommendationstotheCouncil;andWHEREAS,theCouncilhasdulydeterminedafterdueconsiderationoftheevidencebeforeitthatitisadvisableandappropriatetoamendandmodifytheCity’sComprehensivePlan;andWHEREAS,suchmodificationandelementsfortheComprehensivePlanbeinginthebestinterestforthepublicbenefit;3
