Below is a response to a question raised at that time. Human Services/Risk Management 1. How much money is owed to the City from third parties for property damage? * Includes $100K stoplight. IMPORTANT NOTES: • Unfortunately, many responsible parties causing damage are uninsured. The City sends a letter and invoices to the individual, but we are often unable to collect due to a lack of funds, bad contact information, moving, and other reasons. Cases may be sent to collections through a joint process with Finance. We have also requested that the DMV suspend licenses in an attempt to collect. • If the damage is caused by a suspect during an arrest or criminal act, an order of restitution is left to the courts. • There are many subrogations in progress. We are still pending collections for 2018-2020. Sometimes, there are delays due to the time it takes to make repairs and gather costs. For example, replacing some light poles takes up to one or two years. The city has up to three years to collect. • Sometimes the insurance does not cover the full amount of damage due to policy limits. 2018 2019 2020 Funds Collected to Date $118,379.47 $49,507.70 $6,371.38 Funds Owed $147,611.12 $93,160.82 $128,972.42 • Uninsured $24,912.03 $44,287.07 $5,235.64 • Restitution Ordered $29,551.63 NA $8,537.15 • In Process with Insurance $93,147.46 $48,873.75 $115,199.63* AGENDA ITEM #1. b) C:\Users\jmedzegian\AppData\Local\Microsoft\Windows\INetCache\Content.Outlook\6P8TSZZ8\COW QA 10-26-2020.docxCOW QA 10-26- 2020 Additional information regarding human services, as well as equity and inclusion, discussed on October 26 will be provided along with the Committee of the Whole agenda for Monday, November 2, 2020.
