Pavement Condition
OUTLINE
AGENDA ITEM #1. a)
Proactive rehabilitation is more cost effective over time than waiting
until the pavement condition degrades to the point of needing
reconstruction.
Pavement Management
Optimizing pavement conditions over the entire network

How many streets have sidewalks? Roadways by Planning Areas (miles)
No Sidewalk One Side Both Sidescenterline milesAGENDA ITEM #1. a)
Completed in 2008, before the Benson annexation
Study states that there were 266 miles of sidewalk
(currently there are 352.9 miles of sidewalk)
Street segments without sidewalks were prioritized
using an evaluation system
Many of the top priority segments still do not have
sidewalks today

Walkways & Sidewalks
What has been built lately?AGENDA ITEM #1. a)
Walkway Program
annual budget allocation used as matching funds for grants or
accumulated for several years in order to implement one project
Maintenance / Minor Capital
constructed by city crews, limited to short missing links, 1-2 per year
Private Development
industry fluctuates and inconsistent, dependent on developer
timelines, availability of properties
Major Capital Projects
historically dependent on federal or state grants for
implementation, right-of-way/property acquisition and
coordination can take a long time
Walkways & Sidewalks
How do new (where missing) sidewalks and walkways get built?
1140 LF since 2015
~300-400 LF since 2017
difficult to quantify at this time
Example: Logan Ave

NEXT STEPS
•The Citywide Comprehensive Walkway Study will be updated in 2021/2022
incorporating both where the pedestrian network is missing and where
existing sidewalks need to be reconstructed.
•The study will create a prioritization framework addressing the network
gaps and system needs, resulting in a list of priority projects. AGENDA ITEM #1. a)
