During our review, staff has determined that additional information is necessary in order to proceed further. The following information will need to be submitted before April 12, 2021, so that we may continue the review of the above subject application: 1. Per RMC 4-3-090.E.1, boat lifts are permitted subject to the following requirement: “Allowed as accessory to a residential dock; provided, that all lifts are placed as far waterward as feasible and safe; and platform lifts are fully grated.” The submitted Biological Assessment/Lake Study prepared by Northwest Environmental Consulting, LLC (dated August 2020), does not describe how the highlighted requirement is met. Please update the study to demonstrate compliance. 2. The submitted Biological Assessment/Lake Study proposes to utilize a fee-in-lieu program for mitigation for the project. The City of Renton does not provide a fee-in-lieu program for mitigation within the Shoreline Master Program Regulations. The project needs to provide evaluation of mitigation sequencing as shown in RMC 4-3-090.D.2.a.iii. and explain what the mitigation is, where it falls in the prioritization order, and explain why higher prioritization mitigation is not feasible for the project proposal.
