Profile
Michael Read, P.E., is a principal engineer and founder of Transportation
Engineering Northwest. His diverse experience includes corridor studies,
transportation impact analyses for SEPA/NEPA environmental assessments and
impact statements on individual projects and programmatic assessments,
multimodal transportation design, traffic operations analysis, spreadsheet model
development and financial analysis, transportation alternatives analysis, transit
and nonmotorized planning. He has accumulated nearly 30 years of experience
in the transportation engineering profession.
He has served as project engineer for a variety of corridor and new roadway
studies throughout the Northwest including Vancouver, SeaTac, Bellingham,
Ellensburg, Southeast Alaska, and Spokane. Mr. Read has also made extensive
use of both manual methods and computer software to translate model
forecasts into travel speeds, delays and LOS values for congestion and air quality
analysis. He has also managed complex projects with multi-jurisdictional
involvement, and has a thorough understanding of local agency design
requirements. His projects have included the incorporation of transit, ferry,
intermodal terminals that include rail, pedestrian, and bicycle features.

Expert Witness Testimony
Mr. Read has provided expert witness testimony for hearings, trials, arbitrations in
a wide range of topics before hearing examiners, citizen review boards, elected
officials, and in state/federal courts. Examples include:
Willow Shopping Center Condemnation (Pierce County, WA) – Testimony on
traffic forecasting, traffic operations, and access impacts.
Burke-Gilman Trail Redevelopment (Lake Forest Park, WA) – Testimony on sight
distance, bike/vehicle conflicts, and crossing/intersection treatments.
Kenmore Town Center Condemnation (Kenmore, WA) – Testimony on traffic
forecasting, traffic operations, and access impacts.
Boeing Comprehensive Plan Amendment EIS (Renton, WA) – Testimony on
regional planning, forecasting, level of service/safety review, and comprehensive
transportation planning applications for land use changes.
SR 522NE 195th Street & SR 202 Interchange Studies– - Woodinville, WA
TENW is leading this planning and design effort for the City of Woodinville in reviewing
alternative traffic operational, interchange configurations, traffic control, and design
options to address vehicle queuing, congestion, and conflicts between the SR 522
off-ramp and the NE 195th Street and Woodinville-Snohomish Road signalized
intersection. Given partnership and funding constraints, ultimately a roundabout
project was designed by TENW at NE 195th Street, and a new loop ramp configuration
developed by TENW at the SR 202 interchange was designed conceptual by AECOM
to increase traffic throughput, eliminate closely spaced signalized intersections, and
begin development of components for new City gateways.
Cascades Casino I-5/SR 167 Off-Site Roadway and Interchange– Tacoma, WA.
Served as principal-in-charge and project manager for entitlement, design, and
coordination with agencies for the construction of off-site roadways, intersection,
traffic signal, roundabout, and illumination improvements at the I-5/SR 167/Portland
Avenue interchange.
