pipeline company prior to performing any construction or excavation activities. This requirement to consult with the
transmission pipeline company is in addition to the requirement to Call before You Dig as required in RCW 19.122.

TRAFFIC CONTROL PLAN (TCP) MUST BE SUBMITTED TO PUBLIC WORKS TRANSPORTATION DIVISION
FOR REVIEW/APPROVAL NO LATER THAN FIVE (5) WORKING DAYS BEFORE THE DATE OF WORK.
The City of Renton requires any contractor, firm, corporation, or other public/private agency to prepare a TCP and
obtain City of Renton's approval of that plan when construction, repair, or maintenance work is to be conducted
within the city's right-of-way.
TO THE APPLICANT: Submit the TCP application form and required submittal documents to
TCP@rentonwa.gov with the subject line “TCP Application – [Project Name]” or the above address.
The following items, electronic copies preferred, are all required for submittal of the TCP Application:
1.܆ A copy of the Traffic Control Plan (TCP) Application form.
2.܆ A copy of the required TCP layout, preferred 11” X 17” paper size format, which shall:
܆ Include map(s) showing the location of the project and work area.
܆ Be legible lettering and clear, contrasting, symbols of viewing or printing.
܆ Must indicate street names, and north arrow and scale.
܆ All signs and detour routes shall conform to the MUTCD, WSDOT TCPs, and the Washington State
Traffic Control Flagger Certification handbook, by the Evergreen Safety Council.
܆ Types of plans required:
܆ Work hour plan – show all mobility impacts during construction hours.
܆ Non-work plan - show all mobility impacts after work hours when limited or no work is
happening in the right-of-way (ROW), if applicable.
܆ Changing construction phases – show construction sequence and each construction phase
change even if the traffic control is not modified, if applicable.
܆ Pedestrian access/detour plan, if applicable.

APPLICANT AGREES TO ALL THE FOLLOWING:
x TCP must be approved prior to commencing the work, and all permit conditions shall be met.
x Existing pedestrian access shall be maintained. The work on pedestrian facilities shall be limited to one corner
at a time, with the least possible inconvenience or delay to pedestrians.
x Signage shall be used to warn motorcyclists/bicyclists of the potential hazards on any uneven surfaced or
slippery road conditions during work and non-work hours.
x The start of Work Time begins when any street or travel lane is fully/partially closed or impacts the follow of
traffic. This includes set up within the traveled way or immediately adjacent to the roadway.
x Emergency services (253-852-2121) shall be notified twenty-four (24) hours before any street or lane closures.
x Contractor or entity must call Renton School District (425-204-4455) or any public/private agency, including
public transit, to be affected by a temporary lane or road closure.
x TCP for all street and/or lane closures shall be implemented and performed in compliance with the Manual on
Uniform Traffic Control Devices (MUTCD) and/or State of Washington Department of Transportation (WSDOT)
and all traffic regulations of the City of Renton and Revised Code of Washington (RCW).
x Any lane or street closures not in conformance with the approved traffic control plan and/or without
notification of emergency services may result in receiving a citation for violation of RCW 47.36.200 Signs or
Flaggers at thoroughfare work sites and RCW 9A.36.050 Reckless Endangerment, and other applicable State
and City codes.
x Indemnify and hold harmless the City of Renton from any and all claims, actions, and judgments, including all
costs of defense and attorney’s fees incurred in defending against same, arising from and related to
implementation of the approved traffic control plans including claims arising from towing of private vehicles
and the acts of the Applicant’s agents and employees.
x The City of Renton shall be entitled, in its reasonable discretion, to settle claims prior to suit or judgment, and
in such event shall indemnify and hold harmless the City for any such claims paid, including the City’s
reasonable attorney’s fees and litigation costs incurred resulting from such claim.
x In the event any claim or suit is brought against the City within the scope of this Agreement, Applicant will pay
for legal counsel chosen by the City to defend against same.
x Flagger and sign placement are subject to revision by the City Inspector on site, if needed to address traffic or
pedestrian safety or travel.
x Total road closure lasting more than twenty-four (24) hours is subject to the approval by the City Council.
x Approved Temporary TCP must be at the work site during work hours.
x Complete assistance and accommodation shall be provided to all kinds of pedestrian traffic when sidewalk or
walkway is impeded to safely redirect pedestrians around a work zone.
x Any vehicle, equipment, barricade, or portable tow-away sign used within the work area must display a
company logo or any legally acceptable sign showing the company name, address, and telephone number at a
conspicuous place on the vehicle or equipment.
In the case of Temporary No Parking Zones, all the following apply in addition to previous:
x Contractor must complete form to show limits of Temporary No Parking Zone identifying barricade locations
for vacate parking or curb lane usage.
x Contractor must post notice of dates and time of Temporary No Parking Zone with at least two signs per block
seventy-two (72) hours in advance of effective date and time.
x The cover sheet of this TCP form must be attached to each Temporary No Parking Sign on the project site.
x Temporary traffic control devices must be removed immediately when work is done or no construction
activities are going on. If deemed abandoned, City crews will remove and store them at the City’s maintenance
shop (3555 NE 2nd Street; 425-430-7423).

Project Justification:
This project is to improve the performance of President Park circuit 14 which has 5 outages in the
2013 -2017 study period (4 are Non-Storm) with the other proposed Circuits having a total 7
outages (6 non-storm).
Project Summary:
This project is to improve the performance of President Park circuit 14 which has 5 circuit outages
between 2013 and 2017. A Distribution Automation scheme is proposed dividing the circuit into 2
Zones with an additional 2 zones to the north.
Zone 1 will be between PRE PCB-14 and X11162#
Zone 2 will be between X11162# and X355 (NO with HIG-13)
Additional zones north of X188 and north of X11161 will be upgraded to SCADA but not part of DA.
Zone 3 will be between PRE PCB-11 and X676
Zone 4 will be between X676, X77904, X1929 (NO with HIG-16), and X363 (NO with PRE-12)
Zone 5 will be between X77904 and X569 (NO with HIG-13)
Zone 6 will be between PRE PCB-12 and X1928#
Zone 7 will be between X1928# and X363 (NO with PRE-11)
Zone 8 will be between HIG PCB-16 and REC #1#
Zone 9 will be between REC #1# and X678

Design Detail:
This project will install 10 new SCADA Reclosers, change out recloser controllers to SCADA at 1
location and replace a PMH-9 pad mount switch to SCADA unit to help isolate problem area. The
Project team will evaluate and defined how each substation breaker will be handled to allow this
automation to occur.
On President Park 14 (PRE-14):
In the area of X11162, located on transmission pole 17\2, grid 318564-167127 Replace the GOPI
with a new Recloser and Controller. While this location works fine for this DA scheme Planning
believes pole 318535-167128 might be a location with better location for parking. If this location is
preferred planning would encourage keeping the same switch number for this location since it circuit
functionally is the same.
At X0188 located on pole grid 318711-167123, replace the existing controller if necessary with a
new unit that has SCADA capability. NOTE this location (and X11161 will not be part of this
Distribution Automation scheme but will provide an additional segment of protection when settings
are coordinated.
At X11161 located on pole grid 319027-167130, replace the GOPI with a new Recloser and
Controller and extend TPX from pole grid# 319006-167130.
NOTE this location (and X0188 will not be part of this Distribution Automation scheme but will
provide an additional segment of protection when settings are coordinated.
At X355 located on grid 318639-167103 (Normal Open between PRE-14 & HIG-13), replace the
GOPI with a new Recloser and Controller and use TPX from the 25 kVA transformer at grid#
318635-167126.
On President Park 11 (PRE-11):
At X0676 located at grid 318352-166830, Replace whatever is necessary to make this Recloser &
Controller SCADA enabled.
At X77904 located on grid 318464-166801, replace the GOPI with a new Recloser and Controller
and use TPX from the 50 kVA transformer at grid# 318449-166801.
At X569 located on grid 318626-166846(Normal Open between PRE-11 & HIG-13), replace the
GOPI with a new Recloser and Controller and install TPX from the 37.5 kVA transformer at grid#
318613-166827.
At X1929 located on grid 318320-166761(Normal Open between PRE-11 & HIG-16), replace the
GOPI with a new Recloser and Controller and use TPX from the 100 kVA transformer at grid#
318326-166782.
At X363 located on grid 318128-166766 (Normal Open between PRE-11 & PRE-12), replace the
GOPI with a new Recloser and Controller and use TPX from the 25 kVA transformer at grid#
318142-166770.
On President Park 12 (PRE-12):
In the area of X1928, located on grid 318113-166892 replace the GOPI with a new Recloser and
Controller. While this location works fine for this DA scheme Planning believes pole 318113-166910
might be a better location for parking. It might may make sense to replace pole this to the east for
good extended access. If this location is preferred planning would encourage keeping the same
switch number for this location since it circuit functionally is the same.
On Highlands 16 (HIG-16):
Install REC #1 in the area of south of grid 318495-166472 Install a new pole, with a new Recloser
and Controller. Intercept and use TPX from the 25 kVA transformer at grid# 318495-166472.
Communication with the City of Renton should be made prior to permitting to discuss the value of
this Distribution Automation project to the community and this location.
On Highlands 13 (HIG-13):
At U1925 grid# 318650-166771, replace PME-9 with a pad mount SCADA VISTA 422. Install a 507
vault with a non-skid lid for a 25 kVA transformer near Jbox 318649-166771 and connect with a C
phase 1/0 cable. Trench conduit and TPX to provide a 120V power to switch LVE.
Infrastructure Impacts:

Reclosers: 12 SCADA units
Switches: 1 pad mount SCADA 422 units
Construction Criteria:
Engineers are to review ownership of all poles they are planning to replace early in the
process so that ample time can be provided in notifying foreign pole owners.
Replace or add poles as needed with poles of sufficient class, height and condition to
accommodate the reconductor. Any 40' pole requiring replacement will be replaced with
minimum 45' pole where possible.
If a pole is replaced, transfer existing equipment to new pole where possible and where
existing condition is in good condition.
Fuse all unfused laterals and request switch numbers for all non-numbered devices.
Coordinate tree trimming/mowing and access construction as required.
Replace all double bushing, leaking, and rusting transformers. Ensure that all grasshopper
fuses are replaced with appropriately sized fuses.
Replace all Open-wire secondary with triplex.
Remove all secondary cross arms and splice all services to the poles.
Install grid number boards on all PSE poles where they're missing.
Install new OH switches and/or switch number boards at all lateral fuse locations where
missing and required by PSE standards.
Install stirrups as required within the replacement area.
Replace all brown glass insulators.
Provide for tree trimming as required.
Replace all trip-o-link cutouts with link-break type.
Regarding the entire project:
Provide planner with preliminary work sketch prior to permitting and a final work sketch when
project is released to POTELCO. Please notify Planner when the project is scheduled, then
complete. Keep Planner notified of correspondence with ROW.
General
-All work is to be completed per PSE Standards & Practices. Copies of all PSE Standards
are available upon request.
-Work sites shall be kept clear of debris and all construction materials; equipment and
packing shall be removed daily.
-Return all unused and removed poles, transformers and hardware to PSE, storeroom. All
copper shall be coiled and returned the day it is removed from the poles. Remove all
unused pins and insulators.
-Return all streetlights, area lights and floodlights to Sumner yard.
Preconstruction
- Notify appropriate city, County or DOT authorities 48 to 72 hours, or as required by permitting
agency, in advance of starting work in Right-of-way involving a Permit.
- All system switching shall be approved by System Operations (425-882-4652) a minimum
of 48 hours in advance.
- Notify customers of all outages 48 hours in advance.
Work Drawings & Documents
- Field design changes shall be approved by PSE Project Manager or Engineer.
- Mark all field changes, equipment ID numbers and Underground cable information in red on
Foreman's copy of worksketch.
- Return one Foreman's copy of worksketch to Project Manager at completion of job.
- When permits are required, a copy shall be available on work site at all times.
Safety
- Refer to PSE standards 6275.3000 and 6275.6000 for system ground requirements.
- Refer to PSE standards 6275.9050 for personal protective grounding requirements.
- Refer to PSE standards 6275.9150 for vehicle grounding and barricading requirements.
- Proper line clearances shall be taken at the beginning, and released at the end, of each work
day, or as otherwise instructed by the System Operator.
- Provide signs, barricades, and traffic control in conformance with permit regulations.
- Utilize flagging and other vehicle traffic control as necessary and in conformance with local
traffic regulations.
- Maintain traffic flow as required by permitting agency.
Erosion & Sediment Control
- Refer to PSE standards 0150.3200 for minimum requirements.
- Comply with all requirements of permitting agency.
- Installed erosion & sediment devices shall be maintained until vegetation has been
re-established or disturbed soil has been otherwise permanently stabilized.

Poles & Structures
-Poles are to be installed or relocated as staked. Unless otherwise noted, all pole
location measurements are from the center of the pole.
-All new poles set shall be the class indicated on the sketch, or better. Do not set a
lower class pole than specified.
-Install ground plate assembly on all new poles. Install Switch Ground Assembly per
standard specification 6014.1000 at new gang operated switch locations.
-Install grid numbers on all new and existing poles as shown on sketch.
-Straighten existing poles as indicated or as necessary.
-Treat all field-drilled poles with copper napthenate wood preservative.
-Remove old poles after communication companies have transferred off and return to
PSE storeroom. Fill and crown pole holes and restore area similar to adjacent
landscaping.
Conductors & Equipment
-Transfer all overhead and underground primary, secondary and service conductors
and guys to new poles set, unless otherwise indicated on this sketch.
-Transfer existing transformers to new poles unless otherwise indicated on this sketch.
-Use stirrups to connect all overhead and underground primary taps, and all
transformers. Install at all sites being worked within the scope of the project where
they are currently missing.
-Use 397 AAC and Ampact connectors for all bare conductor feeder jumpers and 600
amp switch jumpers. Install tree wire conductor for jumpers on all poles that are
double deadended with tree wire.
-Apply grit inhibitor on all Ampact, stirrup, and dead-end connections.
-Connect primary taps and transformers to same phase as existing unless otherwise
shown on the drawing.
-All neutral connections to be made with solid compression connectors. Connect all
pole grounds to common neutral.
-Use Load-interrupter cutouts (with arc shields) on all primary overhead and
underground taps with fused protection above 40T.
-Install Wildlife Protectors on all transformers.

Subject: Variance to Renton Code 4-6-090 Utility Lines – Underground Installation
To whom it may concern,
The purpose of this letter is to apply for a variance to install a new distribution pole and overhead
recloser (switch) within the city of Renton ROW. This new distribution pole and recloser will be part of
an automation scheme that will increase reliability to the electric customers within the city limits by
automatically switching and re-routing power during an outage. The proposed location of the new pole
can be referenced on the attached construction drawings as P11 on page 14, approximately 175’ north
of the intersection of Sunset Blvd NE and Aberdeen Ave NE.
PSE is requesting to install a new pole and overhead switch at this location for the following reasons:
• The general area of this pole provides a relative balance in circuit customer count for the
distribution automation scheme. It divides the Highland’s Circuit-16 customer count into 3
equal switching zones which is optimum for an automation scheme
• The proposed location of the pole provides adequate space to keep PSE’s crews safe to pull over
and engage in ongoing maintenance and operation with minimal impact to transportation flows.
PSE’s crews will be parking next to the pole multiple times a year and would prefer an area that
is safe to work
• New reclosers require their own poles to adequately function properly and be maintained.
There are no existing poles between NE 12th St and NE 7th St that do not already have equipment
and/or hardware on them that wouldn’t require extensive extra work to allow the scheme to
function properly.
Along with this request, and as mentioned during our pre-app meeting on February 19th, PSE will comply
with any future requests from the city of Renton to underground this new pole and adjacent spans if a
new development were to arise on the lot to the East (or for any other reason requiring the
undergrounding of the pole and adjacent spans).
