The work on pedestrian facilities shall be limited to one corner at a time, with the least possible inconvenience or delay to pedestrians. x Signage shall be used to warn motorcyclists/bicyclists of the potential hazards on any uneven surfaced or slippery road conditions during work and non-work hours. x The start of Work Time begins when any street or travel lane is fully/partially closed or impacts the follow of traffic. This includes set up within the traveled way or immediately adjacent to the roadway. x Emergency services (253-852-2121) shall be notified twenty-four (24) hours before any street or lane closures. x Contractor or entity must call Renton School District (425-204-4455) or any public/private agency, including public transit, to be affected by a temporary lane or road closure. x TCP for all street and/or lane closures shall be implemented and performed in compliance with the Manual on Uniform Traffic Control Devices (MUTCD) and/or State of Washington Department of Transportation (WSDOT) and all traffic regulations of the City of Renton and Revised Code of Washington (RCW). x Any lane or street closures not in conformance with the approved traffic control plan and/or without notification of emergency services may result in receiving a citation for violation of RCW 47.36.200 Signs or Flaggers at thoroughfare work sites and RCW 9A.36.050 Reckless Endangerment, and other applicable State and City codes. x Indemnify and hold harmless the City of Renton from any and all claims, actions, and judgments, including all costs of defense and attorney’s fees incurred in defending against same, arising from and related to implementation of the approved traffic control plans including claims arising from towing of private vehicles and the acts of the Applicant’s agents and employees. x The City of Renton shall be entitled, in its reasonable discretion, to settle claims prior to suit or judgment, and in such event shall indemnify and hold harmless the City for any such claims paid, including the City’s reasonable attorney’s fees and litigation costs incurred resulting from such claim. x In the event any claim or suit is brought against the City within the scope of this Agreement, Applicant will pay for legal counsel chosen by the City to defend against same. x Flagger and sign placement are subject to revision by the City Inspector on site, if needed to address traffic or pedestrian safety or travel. x Total road closure lasting more than twenty-four (24) hours is subject to the approval by the City Council. x Approved Temporary TCP must be at the work site during work hours. x Complete assistance and accommodation shall be provided to all kinds of pedestrian traffic when sidewalk or walkway is impeded to safely redirect pedestrians around a work zone. x Any vehicle, equipment, barricade, or portable tow-away sign used within the work area must display a company logo or any legally acceptable sign showing the company name, address, and telephone number at a conspicuous place on the vehicle or equipment. In the case of Temporary No Parking Zones, all the following apply in addition to previous: x Contractor must complete form to show limits of Temporary No Parking Zone identifying barricade locations for vacate parking or curb lane usage. x Contractor must post notice of dates and time of Temporary No Parking Zone with at least two signs per block seventy-two (72) hours in advance of effective date and time. x The cover sheet of this TCP form must be attached to each Temporary No Parking Sign on the project site. x Temporary traffic control devices must be removed immediately when work is done or no construction activities are going on. On Highlands 16 (HIG-16): Install REC #1 in the area of south of grid 318495-166472 Install a new pole, with a new Recloser and Controller. Intercept and use TPX from the 25 kVA transformer at grid# 318495-166472. Communication with the City of Renton should be made prior to permitting to discuss the value of this Distribution Automation project to the community and this location. On Highlands 13 (HIG-13): At U1925 grid# 318650-166771, replace PME-9 with a pad mount SCADA VISTA 422. Install a 507 vault with a non-skid lid for a 25 kVA transformer near Jbox 318649-166771 and connect with a C phase 1/0 cable. Trench conduit and TPX to provide a 120V power to switch LVE. Infrastructure Impacts: List units added by this project Reclosers: 12 SCADA units Switches: 1 pad mount SCADA 422 units Construction Criteria: Engineers are to review ownership of all poles they are planning to replace early in the process so that ample time can be provided in notifying foreign pole owners. Replace or add poles as needed with poles of sufficient class, height and condition to accommodate the reconductor. Any 40' pole requiring replacement will be replaced with minimum 45' pole where possible. If a pole is replaced, transfer existing equipment to new pole where possible and where existing condition is in good condition. Fuse all unfused laterals and request switch numbers for all non-numbered devices. Coordinate tree trimming/mowing and access construction as required. Replace all double bushing, leaking, and rusting transformers. Ensure that all grasshopper fuses are replaced with appropriately sized fuses. Replace all Open-wire secondary with triplex. Remove all secondary cross arms and splice all services to the poles. Install grid number boards on all PSE poles where they're missing. Install new OH switches and/or switch number boards at all lateral fuse locations where missing and required by PSE standards. Install stirrups as required within the replacement area. Replace all brown glass insulators. Provide for tree trimming as required. Replace all trip-o-link cutouts with link-break type. Regarding the entire project: Provide planner with preliminary work sketch prior to permitting and a final work sketch when project is released to POTELCO. Please notify Planner when the project is scheduled, then complete. Keep Planner notified of correspondence with ROW. General -All work is to be completed per PSE Standards & Practices. Copies of all PSE Standards are available upon request. -Work sites shall be kept clear of debris and all construction materials; equipment and packing shall be removed daily. -Return all unused and removed poles, transformers and hardware to PSE, storeroom. All copper shall be coiled and returned the day it is removed from the poles. Remove all unused pins and insulators. -Return all streetlights, area lights and floodlights to Sumner yard. Preconstruction - Notify appropriate city, County or DOT authorities 48 to 72 hours, or as required by permitting agency, in advance of starting work in Right-of-way involving a Permit. - All system switching shall be approved by System Operations (425-882-4652) a minimum of 48 hours in advance. - Notify customers of all outages 48 hours in advance. Work Drawings & Documents - Field design changes shall be approved by PSE Project Manager or Engineer. - Mark all field changes, equipment ID numbers and Underground cable information in red on Foreman's copy of worksketch. - Return one Foreman's copy of worksketch to Project Manager at completion of job. - When permits are required, a copy shall be available on work site at all times. This new distribution pole and recloser will be part of an automation scheme that will increase reliability to the electric customers within the city limits by automatically switching and re-routing power during an outage. The proposed location of the new pole can be referenced on the attached construction drawings as P11 on page 14, approximately 175’ north of the intersection of Sunset Blvd NE and Aberdeen Ave NE. PSE is requesting to install a new pole and overhead switch at this location for the following reasons: • The general area of this pole provides a relative balance in circuit customer count for the distribution automation scheme. It divides the Highland’s Circuit-16 customer count into 3 equal switching zones which is optimum for an automation scheme • The proposed location of the pole provides adequate space to keep PSE’s crews safe to pull over and engage in ongoing maintenance and operation with minimal impact to transportation flows. PSE’s crews will be parking next to the pole multiple times a year and would prefer an area that is safe to work • New reclosers require their own poles to adequately function properly and be maintained. There are no existing poles between NE 12th St and NE 7th St that do not already have equipment and/or hardware on them that wouldn’t require extensive extra work to allow the scheme to function properly. Along with this request, and as mentioned during our pre-app meeting on February 19th, PSE will comply with any future requests from the city of Renton to underground this new pole and adjacent spans if a new development were to arise on the lot to the East (or for any other reason requiring the undergrounding of the pole and adjacent spans).
