not been actively occupied for years and only minimally maintained. The project proponents purchased
the site in 2019 with plans to redevelop the site to a new and higher use, all pre-pandemic. Recently we
learned that vagrants repeatedly breached the building security and were occupying the building.
Subsequent inspection revealed extremely unsanitary conditions and significant evidence of illegal drug
use. Demolition of the unneeded structure will remove a neighborhood nuisance and reduce options
for illegal drug use.
Prior to the demolition of the structure at 144 Rainier Ave S, except for sewer, all utilities (gas, water,
electricity) will be cut and capped. A thorough bio-hazard sweep, to included human waste, trash, and
used needles, will also be performed within 72 hours of the planned demolition with security on-site to
ensure no further break-ins. All bio-hazard material will be disposed of properly.
The entire structure, excluding the slab, will be demolished and hauled-off the premises for appropriate
disposal. Demolition is expected to be completed in one day. The demolition contractor will coordinate
with the city to perform required excavation to cut and cap the sewer line beyond the slab and near the
property line. The foundation slab will remain on-site to act as temporary erosion control and hardscape
while the City of Renton completes adjacent street improvements. Any pronounced holes in the slab
will be filled with gravel to create a flat surface and enhance safety of site trespassers after demolition.
The existing landscaping will also be left in place to assist with stormwater erosion control.
After completion of the city’s street improvements, restoration of permanent site access, and
appropriate permitting and reviewing of the planned redevelopment, the foundation slab will be
removed as part of the remediation and redevelopment plan.
