The following briefly describes the application and the necessary Public Approvals. See also https://cutt.ly/1kFjFg9 PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review for the demolition of an existing commercial building located at 144 Rainier Ave S (APN 1823059067). The 6,627 sq. ft. one-story building was previously occupied by a Denny's restaurant and is currently vacant. The site is located in the Commercial Arterial (CA) zone and Urban Design District D Overlay. The site is designated Commercial Mixed Use (CMU) in the Renton Comprehensive Plan Future Land Use Map. After demolition, the City may lease the site from the applicant to use as a construction staging area for a future roadway improvement project on Rainier Ave S. The applicant is proposing to demolish the existing building in the spring of 2021 but would not remove the foundation until the City ceases use of the site as a staging area. The improvements are expected to be completed by 2023, at which time the applicant would remove the foundation. No trees would be removed as part of the demolition, but some existing vegetation would be impacted. According to COR Maps, the site is located within the Wellhead Protection Area Zone 2. The applicant submitted an Environmental Checklist with the application. DATE OF APPLICATION: January 20, 2021 NOTICE OF COMPLETE APPLICATION: February 11, 2021 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.
