General HSAC Funding Timeline
General fund recommendations are considered and adopted by Council as
part of the regular year end budget process.
HSAC rating groups meet during the summer to review, discuss, and make
recommendations on the 87 applications.
Community Development Block Grant (CDBG) funds are used internally by
Community and Economic Development, with staff from CED and Community
Services discussing and selecting a project that meet all the CDBG regulations,
including timely expenditure of funds.
CDBG recommendations need to be approved by Council by the end of
September to meet the King County deadlines. A public hearing is required,
14 days after publication of the notice of proposed recommendations.

Applications scored by members (HSAC), using the rating tool developed by members and
staff. The HSAC has received training not only in racism and implicit bias but also in how to
use the rating tool and have scored a number of practice applications.
Applications in a need area will be ranked by highest to lowest based on the average score
of the HSAC raters. Programs will be funded in the order they are ranked, and programs
cannot be skipped to fund a lower ranked program.
The committee members have discretion in determining the amount awarded, if request
meets the minimum amount of $7,500. AGENDA ITEM #1. a)
