Radke, declare as follows: 1.I am competent to testify in this matter and have personal knowledge of the facts stated herein. 2.I am a commissioned police officer for the Renton Police Department. I have worked as a police officer for over thirty-three (33) years. My current title is Sergeant for the Patrol Division. 3.Through my patrol duties, I am familiar with the de-intensification shelter operating at the Renton Red Lion property at 1 South Grady Way (the “Property”), and I have HEX-000395 DECLARATION OF RUSSELL R. Representatives of DESC have informed me that DESC and its clients are currently the sole tenants and occupants of the Property. 4. I have observed that access to the Property is restricted to DESC and its clients and others invited by DESC, and a security fence has been installed around the Property. 5. On April 21, 2020, DESC Shelter Program Operations Manager Dan Williams emailed me a document entitled “HotelCOVIDexpectations 2” describing the rules and expectations for the residents of the Property. 6. How we treat the Hotel during this time can influence if DESC will be able to provide services such as Permanent Supportive Housing and shelter in the City of Renton in the future. We ask that you take all rules and expectations very seriously. Only clients assigned to a room at The Red Lion may be in the Hotel. There will not be a curfew, but clients must be seen at least every 72 hours If you are assigned a bed, you must be present in the Hotel at least every 3 days (72 hours). Services Available: Hygiene Supplies : will continue to be provided. At move in you will be given a bag of supplies or they will be in your room. You can get more from staff as needed. Lunch and Dinner: Will be delivered to your room each day. Coffee : Will be available at specific times and delivered. Mail: Use the mailing address found on your DESC card. Mail will be delivered Tuesdays and Thursdays Medical assistance : On-site nursing care is available by appointment. Call the Front Desk to make arrangements. Laundry : Sheets, blankets and towels will be collected weekly for cleaning. A new set delivered at pick up. Your room will be assigned to a pickup day. Personal laundry: Will be done weekly. You will be given a laundry bag to put things in. You will be assigned a pickup day. Case Management – Limited Case Management services may be available for assisting with medical appointments, room cleaning or as decided by management. Room Sign-up and Assignments: Current QAS and Main Shelter will be assigned to a room. Half the Exhibition Hall guests will be assigned rooms. Some people will share a room. Clients may not enter each other’s rooms. We are staying at the Hotel to better social distance. Expectations for Shelter Guests : Show respect in the Hotel and in the surrounding areas and businesses. Some examples of behavior we do not feel shows respect include: aggressive or unwanted physical contact, verbal or nonverbal intimidation or threats, hate speech, sexually explicit behavior, theft, property destruction, and drug/alcohol use on site. HEX-000400 Downtown Emergency Service Center – October 2019 Destruction of Hotel property will result in loss of room. No smoking anywhere inside the Hotel. No smoking inside your room. A smoking area will be designated outside. Leave weapons elsewhere. No weapons are allowed in the Hotel or surrounding area, and nothing may be used as a weapon inside the Hotel or the surrounding area if you wish to use services. Personal belongings must be limited to what you can carry in one trip. You must be able to carry your belongings from the shelter to the bus and then to your room. Keep your belongings with you at all times. Most of your belongings should be kept in your room. If you go out only bring what you can carry and need. Room Cleaning: Your room will be cleaned weekly. You must remove all your belongings and yourself from the room during cleaning. You will be assigned a cleaning day. If you have an animal with you, please reference our expectations for animals in the shelter. Do not enter areas of Hotel designated Staff Only. What Happens When These Expectations Are Broken: Bars from services : One possible result is a bar from services. If you are barred from the Hotel, you will be informed of when or if you may return. You may be allowed to get a bed at the Exhibition Hall emergency Shelter. Identifying problems : Shelter staff are responsible for making decisions about what to do when expectations are broken. If you have a concern about another guest, please let staff know. Request for Review (R4R ): If shelter staff feel you are not meeting expectations and have been given sufficient warnings they will give you an R4R. Management will follow up with you, by appointment, on the behavior and may decide to Bar you from services at the Hotel. Threats of violence or acts of violence will result in a call to the police and you will be barred from the Hotel. Destruction of Property may result in the police being called and a Bar the Hotel. If staff need to call the police you may be immediately barred from the Hotel HEX-000401
