PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review for the demolition of an
existing commercial building located at 144 Rainier Ave S (APN 1823059067). The 6,627 sq. ft. one-story building was previously
occupied by a Denny's restaurant and the building is currently vacant. The 23,300 sq. ft. (0.53 ac) site is located in the
Commercial Arterial (CA) zone and Urban Design District D Overlay. The site is designated Commercial Mixed Use (CMU) in the
Renton Comprehensive Plan Future Land Use Map. After demolition, the City may lease the vacant site from the applicant to
use as a construction staging area for the Rainier Ave S capital improvement project. The applicant is proposing to demolish the
existing building in the spring of 2021 and cut and cap all utilities. The slab-on-grade foundation would be left in place to ensure
that potential contamination remains in place until the future redevelopment of the site, at which time a full environment al
remediation effort would occur. The roadway improvements are expected to be completed by 2023, after which time the
applicant would remove the foundation and either sell or redevelop the site. No trees would be removed as part of the
demolition, but some existing vegetation would be temporarily impacted by heavy equipment. According to COR Maps, the site
is located within the Wellhead Protection Area Zone 2. The applicant submitted an Environmental Checklist with the application.

The City of Renton Environmental Review Committee has determined that probable significant environmental impacts from
the proposed project can be mitigated. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).
Conditions were imposed as mitigation measures by the Environmental Review Committee under their authority of Section 4 -
9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental impacts identified during the
environmental review process. Because other agencies of jurisdiction may be involved, the lead agency will not act on this
proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on March 22, 2021. Due to Governor
Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals
must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an
appeal is submitted, will be collected at a future date. Appeals to the Hearing Examiner are governed by RMC 4 -8-110 and
additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If
the situation changes such that the City Clerk’s Office is open when you file your appeal, you have the option of filing the appeal
in person.
