Purpose
To protect, monitor and maintain portions of Springbrook, Garrison, and Mill Creeks and their tributaries within the jurisdiction of the
District for conveyance of storm water by the property owners within the Cities of Kent and Renton from the Valley to the Gre en River
Watershed.
History
In 1895, the state legislature enacted a statue, Chapter 85.06 RCW, that allowed for the creation of drainage districts to maintain, protect,
and operate storm drainage conveyance systems within the State. Soon after, Drainage District No. 1 of King County was create d. In
1902, the superior court conveyed certain lands surrounding Springbrook, Garrison, and Mill Creeks in the Kent Valley to the Dis trict.
Commissioners - Powers and Duties
The District is managed by three commissioners, who are elected as provided in Chapter 8 5.38 RCW. The commissioners have exclusive
charge of the construction and maintenance of all drainage systems operated by the District. They have power to bind the dist rict in the
performance of their duties as provided by law. They manage the business and affairs of the district, execute all necessary contracts, and
employ agents and contractors for the work of the District. (RCW 85-.06-010)
Monthly Meetings: The commissioners meet in public at 10:00 a.m. on the last Thursday of each month at the District office,
located at 19414 84th Ave. South in Kent, Washington.
Jurisdiction of the District: Approx. 9,535 acres in and around Kent and Renton, Washington
• Springbrook Creek: 27,226 LF
• Garrison Creek: 17,167 LF
• Mill Creek: 30,386 LF
Total Drainage Course area/length: 74,779 linear feet (approx. 14.2 Miles)
SCOPE OF SERVICES:
Maintains: Drainage District No. 1 conducts brush cutting operations in accordance with its approved Department of Fish and Wildlife,
Army Corps of Engineers, and State of Washington JARPA and Shoreline permits to keep vegetation low and culverts and stream beds
clear to maximize the conveyance capabilities of Springbrook Creek, Garrison Creek, Mill Creek and their tributaries.
Protects: Drainage District No. 1 accepts for review and approval proposed permits for work within and/or around discharge points of
new storm water outlets and sources to the Springbrook Creek, Garrison Creek, Mill Creek and their tributaries.
Monitors: Drainage District No. 1 conducts weekly onsite review and analysis of existing conditions, stream bank deterioration, illegal
dumping, illegal discharge of storm water, and statues and conditions of culverts within the Springbrook Creek, Garrison Cree k, Mill Creek
and their tributaries. In addition, the District conducts water quality testing and provides results to interested agencies as part of monitoring
Springbrook Creek, Garrison Creek, and Mill Creek.
Repairs: Drainage District No. 1 provides designs, permits, construction, and funding needed to maintain Springbrook Creek, Garrison
Creek, Mill Creek and their tributaries conveyance systems to maximize storm water flows based on the monitoring process, and /or large
storm events and flooding that may affect stability of the Springbrook Creek, Garrison Creek, Mill Creek and their tributaries.
Sustains: Drainage District No. 1 coordinates with local Cities and Department of Fish and Wildlife, provides funding for certain projects
and conducts stream bank planting to sustain and increase the hydrology and water quality within Springbrook Creek, Garrison Creek,
Mill Creek and their tributaries.
