The valuation for a 900 SF addition is $111,312 which is under the threshold which triggers frontage improvements and
subsequently the fee-in-lieu.
I need confirmation on how you would like to proceed with the modification based on below. We can proceed with
issuing a decision, which will be a denial, or you can elect to withdraw it and I will refund the application fee. Please let
me know.

Nohemi, I meant that you and the owners present options for what is desired and we can run a valuation on them to
help guide you in making the best choice for the project. These options need to be nothing more than a total square
footage of any addition.

Changing the size may change the need for frontage improvements but would not change the fee-in-lieu
amount as this fee is assessed as cost per foot (where foot is measured as the portion of the property
along the right-of-way). RMC 4-6-060 requires street frontage when new construction or an addition
exceeds $150,000 in value; when projects trigger this street frontage is required, however, sometimes
we allow payment of a fee-in-lieu instead of installing the improvements. This fee then goes to the

transportation department for road improvement projects in the area. The projects valuation was
calculated at $169,253.40 thus triggering street frontage. If the scope of work was reduced such that the
value was under $150,000 then the improvements, and subsequently a fee-in-lieu, would not be
applicable.
If you would to review different options and have us run a valuation on them we are happy to do so. For
reference the addition behind the house was valued at approximately $56K and the 2nd story addition
was valued at approximately $113K.

Thank you for your email, I just want to make sure I understand this, I have spoken to the homeowners
and they would like to know if by changing the size of the addition the fee would change, if they decide
to add only the addition to the house (behind the garage) if that would then change the fee amount or if
that will still remain the same, since it sounds like they might choose to go with the fee in lieu of the
residential access standard requirements, if you could please clarify this that would be great, thank you
in advance for your time.

Hi Nohemi,
The intent of having selected modification with a condition to comply with ADA standard in the
determination was to retain the existing frontage. This modification would result in altering the street
section indefinitely which, after further review of the modification and our codes, is neither desired nor
was it the appropriate method to achieve the intended result; instead payment of a fee-in-lieu with the
same ADA condition is the appropriate path for retaining the existing frontage while still allowing a
potential future install of the code defined Residential Access Street standards along this street. Because
of this, if we continue processing the modification it will be denied resulting in requiring either the fee-
in-lieu or Residential Access Street standards to be installed. However, if you consent to withdrawing the
application then, although the fee-in-lieu or Residential Access Street standards will still be required, I
can at least refund the application fee that was paid. The Residential Access Street Standards require
installation of a 26 foot paved street (13 feet from centerline), a 0.5 foot curb, an 8 foot planting strip, a
5 foot sidewalk, street trees and storm drainage improvements. The fee-in-lieu would require an
estimated payment of $8,960 for the 70 feet of frontage, an application, and be approved with the
conditions that damaged sidewalk panels fronting the site not conforming to ADA standard be replaced
in kind and the driveway apron between the paved street and front of sidewalk shall be replaced with
asphalt (or cement) meeting City standards.
I am sorry to have misguided you on this with the determination. Please let me know if you accept
withdrawal of the modification or not and if so which route, installation of improvements or fee-in-lieu,
you wish to proceed with. Note that in order to complete my portion of the building permit review I
need a selection.

gotten to them until today when reviewing the building permit. Typically we don’t start our review of
the application until it is paid for, however, I’ve begun the process to help speed things up but cannot
