Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal
process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. Due to Governor Jay Inslee’s
Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason,
appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally
due at the time an appeal is submitted, will be collected at a future date. If the situation changes such that the
City Clerk’s Office is open when you file your appeal, you have the option of filing the appeal in person. Please

PROJECT NAME: Middleby Change of Use
PROJECT DESCRIPTION: The applicant, Graves + Associates on behalf of Middleby Coffee Solutions Group,
is requesting Environmental (SEPA) Review to convert a 82,826 sq. ft. tenant space within an existing building at 851 SW
34th St from warehouse to manufacturing/office space. The building is approximately 167,616 sq. ft. in size and is located
on a 6.7 acre site. The subject parcel (APN 1253810270) is located in the Industrial, Light (IL) zone and Employment Area
Comprehensive Plan Land Use designation. The work associated with the proposed tenant improvement would occur
within the vacant tenant space on the west side of the building previously used for warehousing. The proposed new use
would include manufacturing and office space for Concordia Beverage Systems, a sub-brand of Middleby. All work would
be interior and no trees or vegetation would be removed as part of the project. No new impervious surface would be
added to the site as a result of the project. Minor parking lot re-striping is proposed along the west side of the building.
The site is located in a High Seismic Hazard Area. In addition, a portion of the site is located within Reach C of the Black
River/Springbrook Creek Regulated Shoreline Area and is designated Shoreline High Intensity. In addition, a wetlands with
unknown categorization is located on the parcel to the south of the site. All proposed work would occur outside of the
200-foot shoreline buffer and all construction is proposed within an existing building. The applicant submitted a Traffic
Memo and Environmental Checklist with the application.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This
Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be
involved, the lead agency will not act on this proposal for fourteen (14) days.
