Description of Work
Provide supplemental Traffic Analyses at the Rainier Ave/Airport Way intersection. Loop Trail Design
revisions, franchise/private utility design and right of way revisions, and 5G illumination foundation and
equipment design services.
The Local Agency of City of Renton
desires to supplement the agreement entered in to with KPG. P.S.
and executed on 10/23/2015 and identified as Agreement No. CAG-15-089
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days
for completion of the work to read- Change contract completion date from 12/31 /2021 to 12/31 /2026,

Section V, PAYMENT, shall be amended as follows:
No change to contract amount. This effort will utilize approved Management Reserve as outlined in Exhibits
"A", 1, 9 and D.
as set forth in the attached Exhibit A, and by this reference made a part of this supplement.

A. PROJECT DESCRIPTION
The City of Renton is planning to continue infrastructure improvements to the Rainier Ave S
corridor with a new Phase 4. The approximate project limits of the new phase are between S 3`d
St and NW 3rd PI. Similar to Phase 3, this new phase includes infrastructure improvements for
enhanced transit mobility, traffic safety and pedestrian safety. Construction of Rainier Avenue S
- Phase 4 will be divided into two phases due to limited available construction funding. Phase 4A
(S 3rd St to S Tobin St) will be constructed first and followed by Phase 413 (S Tobin St to NW 3,d PI)
once funding becomes available. Design and right of way acquisition services will be performed
over the entire project length. The goals of Phase 4 are to enhance traffic flow, improve safety,
eliminate sub -standard conditions and provide an enhanced pedestrian environment.
B. PURPOSE
The City of Renton (AGENCY) is requesting that KPG, P.S. (CONSULTANT) provide supplemental
design and ROW services including Loop Trail re-design/traffic analysis, 5G roadway illumination
foundation design, additional utility coordination, re -design of vault placements, joint utility
trench sizing/sections, and joint utility trench alignments, and sign appraisals for the Rainier Ave
S —S 3rd Street to NE 3rd Place Project (PROJECT).
This supplemental agreement includes the following efforts:
1. Loop Trail Re -Design and Prepare Traffic Memo — Design services to reconfigure the loop
trail alignment and relocate the roadway illumination outside of the Renton Airport right
of way. Analyze traffic and prepare a traffic memo for channelization revisions of the
westbound approach of the Airport Way/Rainier Avenue intersection.
2. Franchise Utility Design Changes and Coordination — Provide design and coordination
services to accommodate franchise utility design revisions to vault locations and sizing,
trench alignments/sections/sizing, revisions to right of way acquisition areas and plans,
and civil design changes to accommodate revised vault locations and sizes.
3. 5G Roadway Illumination Foundation, Conduit, and 1-Box Design — Provide design and

coordination services to provide a structural analysis of the new 5G illumination pole
standard/foundations, revise plans, quantities, and estimates to add new conduits, j-
boxes, and electrical circuits. Structural design services will be performed by Wood.
The CONSULTANT is requesting that the AGENCY authorize the use of the Management Reserve
Fund. A fee estimate labeled as Exhibit D is attached to this request that outlines the costs for
each service to be rendered with a "Not To Exceed" amount of $56,722. A summary of the
current management reserve budget and authorized amounts are the following:
1) Unauthorized Management Reserve: $57,003.03
2) Management Reserve Request #5: $56,222.00
3) Remaining Unauthorized Management Reserve: $781.03
E. ASSUMPTIONS
All assumptions are listed below, at the beginning of each task.
F. DELIVERABLES
All task deliverables are included in in the tasks outlined in the Scope.
G. SCOPE
TASK 38 — PROJECT MANAGEMENT FOR MR #5 (SUPPLEMENT 8)
The following items are to be performed by the CONSULTANT, under this task.
Assumptions for Task 38:
• The budget shown in Exhibit D assumes this task is six (6) months in duration.
Provide project management of CONSULTANT services, coordination with the AGENCY, monthly
progress reports and invoicing. This effort will include the following elements:
38.1 Administration, Coordination and Supervision
• Initiate project set-up including establishment of timesheets (charge codes) and
scheduling of CONSULTANT personnel work activities.
• Supervision of CONSULTANT personnel and activities to ensure compliance with contract
scope and schedule and proper charging of time against the contract.
38.2 Invoicing
• Preparation of monthly invoices with progress reports that include the following:
✓ Spreadsheet summary of budget, expenses to date, expenses for work period,
estimate to complete and estimate at completion, for each task.
✓ Summary of work accomplished for the work period.

✓ Summary of outstanding issues to be resolved by the AGENCY.
✓ Estimate of percent of work complete for the work period, to justify fee earned.
✓ Graph showing monthly budgeted expenses and actual expense, for the time period
of the contract.
✓ Backup detail that includes the name, direct salary rate and hours charged by date,
for each individual charging time to this contract, for the work period.
✓ Backup detail of all direct non -salary costs included in the invoice for the work period.
38.3 Project Meetings
• Design coordination meetings with AGENCY and Utility Providers. These meetings will be
conducted in a virtual team environment. It is estimated that 8 meetings will be held.
• Internal design coordination meetings — The CONSULTANT project manager will conduct
regular internal design coordination meetings with key design team members.
DELIVERABLES
The following deliverables and delivery times are included in Task 38.
• Meeting agenda(s) in Microsoft Word format
• Monthly invoices with progress reports —Delivered to the AGENCY monthly.
TASK 39 — LOOP TRAIL RE -DESIGN AND TRAFFIC MEMO
Assumptions for Task 39:
• None.
39.1 Due to limited right-of-way along the north side of Airport Way and Federal Aviation
Administration (FAA) minimum safety distance requirements from the Renton Airport
runway, the Lake Washington Loop Trail Project design proposes the removal of the right
turn lane (as currently designed in the 60% Rainier Avenue S Plans) and creating a shared
through -right turn lane. This results in a reduction of vehicle storage length of the
westbound right turn lane to have approximately 50' of striped storage and a 50' opening
for a total of 100' of vehicle storage plus the taper. The CONSULTANT will analyze
revisions to the lane configuration on the westbound approach of the Rainier Avenue
SJAirport Way intersection and will prepare a traffic memo outlining the traffic volumes,
traffic operations and provide a final lane configuration recommendation.
39.2 Upon the AGENCY's approval of the traffic memo prepared in Task 39.1, the CONSULTANT
will make the necessary design revisions to the 60% Design Plans, Quantities, and
Estimates. Design revisions are anticipated on the following plan sheets: Site Preparation
& TESC Plans, Roadway Plans, Illumination and Interconnect Plans, Illumination Details,
Landscape Plans, Landscape Schedule and Details, Right of Way Plans.

DELIVERABLES

■ Electronic PDF copy of the Draft Traffic Memo - Delivered to the AGENCY
■ Electronic PDF copy of the Final Traffic Memo - Delivered to the AGENCY
■ Updated 60% Design Plans, Quantities, and Estimates — Delivered to the AGENCY with the
90% Design Submittal
TASK 40— FRANCHISE/PRIVATE UTILITY RE -DESIGN AND COORDINATION
Assumptions for Task 40:
• Utility design and right of way changes described herein occurred between the 30% and
90% design submittals. Comments on the 90% Plans from the private/franchise utilities
have not been received.
40.1 This Task includes the additional design and coordination efforts required to
accommodate multiple design changes by private/franchise utilities that include but are
not limited to vault type/size/locations, conduit quantities/sizes, joint utility trench
sizing/sections, and joint utility trench alignments. Additionally, the aforementioned
design revisions impact previously established right of way needs and frontage design
improvements that were based on what was understood to be the final utility submittal.
Additional revisions to the WSDOT approved Right of Way Plans, right of way exhibits,
and legal descriptions are also required. The CONSULTANT will revise the 60% plans,
estimates, quantities, and supporting right of way documentation to address the design
revisions received from the private/franchise utilities.
DELIVERABLES
The following deliverables and delivery times are included in Task 40.
■ Updated 60% Design Plans, Quantities, Estimates, and Right of Way Documentation —
Delivered to the AGENCY with the 90% Design Submittal
TASK 41— SG ILLUMINATION POLE FOUNDATION AND CONDUIT DESIGN
Assumptions for Task 41:
• 5G Pole Illumination foundation and conduit design will be included in the 100% Design
submittal.
• Additional conduits will be added into the 5G foundations as required and daylighted to
new j-boxes.

• Additional 4" conduits added along the length of the corridor will be daylighted into the
new j-boxes located at the roadway luminaires and terminated into the nearest j-box
adjacent to the service cabinet.
41.1 This Task includes the additional design and coordination efforts required to perform a
structural analysis of the new 5G illumination pole standard and an updated foundation
design. Additionally, the CONSULTANT will revise the plans, quantities, and estimates to
add new conduits at the base of the new 5G foundations, j-boxes at each roadway
luminaire, and 1x4" conduit with innerduct for the length of the project on both sides of
Rainier Avenue. Revisions to the plans will include five (5) services cabinet panel
schedules adding new power circuits, illumination plans/details with the new foundation
information, j-boxes, and conduits.
