PERMITS/REVIEW REQUESTED: Tier 2 Temporary Use Permit
PROJECT DESCRIPTION: The applicant, King County Wastewater Treatment Division, is requesting a
Tier 2 Temporary Use Permit pursuant to Renton Municipal Code Section 4-9-240 to construct a pilot compost system
at King County’s South Treatment Plant which further processes Class B Loop® biosolids into a Class A Loop compost.
The pilot project would be located near the center of the property and would occupy approximately 0.8 acres of the
Treatment Plant site located at 1200 Monster Rd SW (APN 2423049006). The 72.34-acre site is zoned Heavy Industrial
(IH). Once operational, information from the composting pilot would be used to demonstrate proof of concept and
develop a business case for composting, develop reliable sources of feedstocks and bulking agents, conduct product
and process optimization, develop markets and distribution channels, build community support and collect data to
inform the capital project process for a larger more permanent facility off-site. The parcel contains moderate coal mine
hazards, regulated shoreline - shoreline high intensity, high seismic hazards, regulated slopes, moderate/high landslide
hazards, special flood hazard areas, and wetlands.
