Bidders shall take this Addendum into consideration when preparing and submitting their bids. Bidders shall attach this addendum to their copy of the Contract Documents, and shall acknowledge receipt of this Addendum on the Proposal Signature Page. A Proposal may be considered irregular and may be rejected if the receipt of Addenda is not acknowledged. A Proposal will be considered irregular and will be rejected if the Schedule of Prices included in this Addendum is not completed and submitted with the Proposal. THE CONTRACT DOCUMENTS ARE MODIFIED AS FOLLOWS: 1. BID DUE DATE AND BID OPENING DATE Sealed bids will be received until 1:00 PM, Tuesday, June 22, 2021, at the lobby of Renton City Hall, 1055 South Grady Way, Renton, WA 98057. All supplemental documents, that are allowed to be submitted after this date and time, shall be received at the lobby of Renton City Hall. Sealed bids will be opened and publicly read via Zoom video- conferencing web application at 1:00 PM, Thursday, June 24, 2021. 2. PROPOSAL - SCHEDULE OF PRICES REPLACE the Schedule of Prices in the Proposal (8 pages) with the revised Schedule of Prices (8 pages) attached to this Addendum. The Schedule of Prices was revised to reflect the following: • Item No. A50 “CATCH BASIN TYPE 1” quantity is revised, from 23 to 25. • Item No. B3 “REMOVAL AND REPLACEMENT OF UNSUITABLE FOUNDATION MATERIAL” quantity is revised, from 150 to 100. • Item No. B5 “FURNISH AND INSTALL 6 INCH CL 52 WATER MAIN WITH RESTAINED JOINT FITTINGS AND POLYETHYLENE ENCASEMENT” is deleted. SPECIAL PROVISIONS The following special provisions are revised for this contract as follows: • Section 7-04.5 PAYMENT o the following paragraph is added to this section located on page SP-105: Import crushed surfacing top course, bank run gravel or gravel borrow for trench backfill in accordance with City of Renton Standard Detail 220.20. • Section 7-16.1(5) FURNISH AND INSTALL 6-INCH, 8-INCH, 12-INCH, AND 16-INCH CL 52 DI WATER MAIN WITH RESTRAINED JOINT FITTINGS AND POLYETHYLENE ENCASEMENT (BID ITEMS B5, B6, B7, AND B8) – LINEAR FOOT o This section header located on page SP-138 is revised to read as follows: FURNISH AND INSTALL 8-INCH, 12-INCH, AND 16-INCH CL 52 DI WATER MAIN WITH RESTRAINED JOINT FITTINGS AND POLYETHYLENE ENCASEMENT (BID ITEMS B6, B7, AND B8) – LINEAR FOOT. • Section 7-16.1(10) FURNISH AND INSTALL 6-INCH, 8-INCH, 12-INCH, AND 16-INCH GATE VALVE ASSEMBLY (BID ITEMS B13, B14, B15, AND B16) – EACH o This section header located on page SP-141 is revised to read as follows: FURNISH AND INSTALL 8-INCH, 12-INCH, AND 16-INCH GATE VALVE ASSEMBLY (BID ITEMS B14, B15, AND B16) – EACH. • NEW Section 8-02.3(9)B SEEDING, FERTILIZING, AND MULCHING. o The following new section is added: Section 8-02.3(9)B SEEDING, FERTILIZING, AND MULCHING Section 8-02.3(9)B is supplemented with the following: Duvall Avenue NE ADDENDUM NO. 3 TED4004100 April 29, 2021 Page 3 of 6 Seed of the following composition, proportion, and quality shall be applied at a rate of 200 pounds per acres on areas requiring seeding, fertilizing, and mulching: Kind and Variety of Seed in Mixture Pounds of Pure Live Seed Per Acre Perennial Rye (Lolium perenne) 60.0 Hard Fescue (Festuca Spp.) 20.0 Kentucky Bluegrass (Poa pratensis) 20.0 Total: 80.0 Fertilizer for Seeding, Fertilizing, and Mulching Fertilizer for seeding, fertilizing, and mulching shall consist of processed granulated organic substances. Organic substances for primary plan nutrients may be comprised of fungal and/or bacterial biomass, vegetatively derived nutrients, or composted animal byproducts. No animal or human waste product-based materials will be accepted. Fertilizer shall contain the following: Organic substances 50% Total carbon/nitrogen ration ≥4:1 Total nitrogen ≥12% Water soluble nitrogen ≤0.10% Available phosphorous as P2O2 4% Soluble potash as K2O 8% Calcium 2% Fertilizer shall be applied at the manufacturer’s recommended rate for seeded areas. The fertilizer formulation and application rate shall be approved by the engineer based on the manufacturer’s guaranteed statement of analysis and recommended application rates before use. • Section 8-02.3(11)B BARK OR WOOD CHIP MULCH o The first paragraph located on page SP-151 is revised to read as follows: Section 8-02.3(11) is supplemented by the following: (***Renton***) Bark Mulch Placement Bark mulch shall be a medium grind Hemlock/Fir mix placed to a uniform compact depth of 2 inches over all shrub and groundcover planting areas, in all planting saucers around trees and where indicated on the drawings as a mulch only groundcover. • Section 9-29.13(10)A AUXILIARY EQUIPMENT FOR NEMA CONTROLLERS o The third paragraph located on SP-217 is revised to read as follows: Ethernet Switch The RUGGEDCOM is a utility-grade, fully managed Ethernet switch, providing six or eight ports of Gigabit Ethernet. Six 10/100/1000BaseTX triple speed copper Duvall Avenue NE ADDENDUM NO. 3 TED4004100 April 29, 2021 Page 4 of 6 ports are standard. An additional two Gigabit fiber or copper ports can be added. Provide connections to a cluster of field devices to a Gigabit Ethernet backbone. Provide two fiber optical Gigabit Ethernet ports for creating a fiber optical backbone with high noise immunity and long-haul connectivity. The Ethernet switch shall be a SIEMENS/RuggedCom model RSG910c with (2) 99-25-0100 mini SFP transceivers SM LC 1310nm, 10km distance. The Ethernet switch warrantees shall be in the name of City of Renton. The following cables and cords shall be supplied with the Ethernet switch: • Two single mode patch cords (LC to SC) • One 16-gauge 3 conductor power adapter • Four Cat6 patch cables • NEW Section 9-34 PAVEMENT MARKING MATERIAL o The following new section is added: 9-34 PAVEMENT MARKING MATERIAL 9-34.3 Plastic 9-34.3(4) Type D – Liquid Cold Applied Methyl Methacrylate Section 9-34.3(4) is supplemented with the following: (******) The profiled methyl methacrylate (MMA) material shall be formulated as a long-life durable pavement marking system capable of providing a minimum of two years of continuous performance. The material shall be a catalyzed methyl methacrylate (MMA), wet-continuous reflective product and placed shall have a dry time (cure) to the touch of no more than 30 minutes. The material shall be capable of retaining reflective glass beads and ceramic micro-crystalline elements of the drop-on or spray-on type as specified by the manufacturer. The binder shall be lead free and suitable for bituminous and concrete pavements. The MMA shall be as detailed in the standard Plans 109, unless specified otherwise on the Plans. 9-34.4 Glass Beads for Pavement Marking Materials Section 9-34.4 is supplemented with the following: (******) Methyl Methacrylate Pavement Markings Optics Glass Beads Surface-drop glass beads shall be the “Utah Blend” with a Methacrylate compatible coupling agent approved by the material manufacturer. Glass beads shall be applied at a rate of eight (8) to ten (10) pounds per one hundred square feet. Bonded Core Elements Duvall Avenue NE ADDENDUM NO. 3 TED4004100 April 29, 2021 Page 5 of 6 Surface-drop ceramic elements shall be the Series 50M or 70M with a Methacrylate compatible coupling agent approved by the material manufacturer. Elements shall meet or exceed a minimum initial value of 150 mcd for white and 125 mcd for yellow per ASTM 2176. The bonded core reflective elements shall contain either clear or yellow tinted microcrystalline ceramic beads bonded to the opacified core. These elements shall not be manufactured using lead, chromate or arsenic. All “dry-performing” microcrystalline ceramic beads bonded to the core shall have a minimum index of refraction of 1.8 when tested using the liquid oil immersion method. All “wet performing” microcrystalline ceramic beads bonded to the core shall have a minimum index of refraction of 2.30 when tested using the liquid oil immersion method. There are two gradations for the bonded core elements, standard size and “S” series. “S” series is a slightly finer gradation of elements compared to standard. The 1% acid solution shall be made by adding 5.7 cc of concentrated acid into 1000cc of distilled water. CAUTION: Always add the concentrated acid into the water, not the reverse. The bonded core elements are surface treated to optimize embedment and adhesion to the MMA binder.
