From our arborist: “…[T]ree topping is not allowed and only a limited amount of live tissue may be removed annually to avoid stressing the tree to the extent that it fails. This would equate to removal without a permit and the relevant diameter inch penalty and fine would be imposed. I can’t advise him per se, but vigorous semi-mature trees should not have more than 20% of the canopy removed in a season. Normally one would concentrate on dead, diseased and crossing branches. In my opinion, far less than that need be pruned from this tree to reduce some canopy density and reduce extended branch length here and there.” He recommended working with an arborist to ensure the tree is being trimmed safely. From what I gather, rather than a municipal height limit for branch trimming, it is more inclined toward the health, size, and type of tree to determine what can safely be trimmed while keeping the tree alive. 5 Please let me know if you have any questions, and I will look forward to your updated project narrative. That said, even with the shared cost, with the church, the amount to have the 3rd party assessment and accompanying paperwork is more than I'm looking to invest at this time. I would like to decline the additional review and look to amend the project plan to trim the tree instead. I believe from our previous conversation, I would not need anything additional in terms of reports but just an amended project plan, correct? And it should not be an issue to include the other, smaller cedar tree on my property into the amended plan for tree trimming just to cover all of my bases. An evaluation by an independent qualified professional regarding the applicant’s analysis on the effectiveness of any proposed removal, retention, or replacement measures, to include recommendations as appropriate. This review shall be paid for by the applicant and the City shall select the third-party review professional.” The third party arborist would be coordinating with both of us to perform an analysis on your submitted report as well as to make recommendations based on their findings. We would not be able to accept notes from you on behalf of the arborist; they will need to send something in that is stamped with their certification information. According to code you have the right to request a secondary review, however, approval based on this review is not a guarantee. I am not sure what the arborist will say/recommend so it is up to you to make the decision. I will reiterate that our arborist has noted that the tree seems in fairly good health, and in order for a landmark tree to be removed it has to meet certain criteria that it is dangerous or damaging etc. I can resend the criteria if you’d like, let me know. I have another question in regards to the 3rd party and how their decision would help with the City's assessment. Would I need the full arborist report from the 3rd party to submit or would I be able to take notes of his assessment and pass those along for review? Do not click links, reply or open attachments unless you know the content is safe. 8 feeling of $300 for the initial call-out and potentially more for the in-office time of creating the report would have me leaning towards passing on the additional assessment and just altering my project plan to have the tree trimmed instead. The members of the church said they would split this new cost with me but I would need to verify with them first before I give you a final yes or no on the decision. Also, you mentioned you might be able to check-in with Ian about the height I am able to trim up the tree if I decide to go that route, I was wondering if you had any information on that or if I needed to chat with him after the decision was made to trim the tree?
