New Elementary School #16, Conditional Use Permit
Dear Mr. Herrera,
Brent Planning Solutions is the permitting/environmental consultant for the Renton School District No. 403
(District) for the proposed new Elementary School #16. The proposal includes 11 tax parcels and is located
at 1102 Chelan Ave NE, within the city limits of Renton, Washington (associated physical addresses
include: 1028, 1058, 1070, 1102, 1103, 1123, 1137, 1138, and 1146 Chelan Ave NE, and 1012 Duvall Ave
NE). The project site is bordered by Duvall Ave NE along its eastern boundary, between NE 12th St and
NE 10th St and is 11+ acres in size. A pre-application meeting was held on October 8, 2020 with the City
of Renton (City) (see #PRE20-000219). It was determined that permitting for the proposed new elementary
school requires a Conditional Use Permit (CUP), Site Plan Review process and Parking Modification. Also
included is a request for lot consolidation and a right-of-way vacation, which are under separate
applications.
The complete CUP application package is being submitted in accordance with City requirements. A Site
Plan Review is part of this application packet, which requires similar items as the CUP submittal. The CUP
Criteria (Justification) and Parking Modification narratives are included in this submittal. The CUP
submittal includes the following required items, which will be submitted through the City’s online system
(link provided by City) and fees will be paid upon invoicing from the City:

The District is providing the SEPA Environmental Checklist and SEPA determination as an opportunity
for review by the City prior to issuance. Any review comments from the City or other agencies will be
reviewed and addressed as needed. The District anticipates issuing the SEPA determination within the next
month. Copies of the finalized SEPA Environmental Checklist and determination will be submitted to the
City on the issuance date. Timing for the construction of the elementary school is on a critical path and we
will be working with the City to ensure timely responses to City comments and requests. If you have
