It would be better to select large stature trees for the replacement tree species, given that we are losing
such big trees. I realize the arborist has recommended more of the cedars already on site for the sake of
continuity and symmetry…not my favorite choice. I would be more inclined to replace with Douglas Firs
or Western red cedars.

Thank you Ian! I will draft up the permit and require replanting as a condition of approval are there any
specific species that I should require for the replacement trees or is the type up to the property owner?

HI Jill,
I had a look at the trees this afternoon and can’t fault the concerns over the structural condition of the
trees. They were indeed topped some time ago and there is considerable growth above that point, what
we would call ‘load on defect’. The resulting codominant stem growth means the attachment points will
be suspect. To compound the problem the lower branches have been removed which amplifies the lever
arm forces by reducing the live crown ratio. Retaining one or two of the trees isn’t really an option since
the trees have grown so close together there would be little internal branching. I concur that there
would be a high level of risk if the trees were the trees to remain.
Because of density requirements replanting will be needed.
I’m guessing they will want to access the site from SE 2nd Pl. They will need a ROW Use Permit if this is
the case and they will need to protect the City’s Callery Pear trees next to the fence along the sidewalk.

Hi Jill,
I hope to get out later today to look at the trees in question. I have some issues with the level of
understanding on the part of the arborist report author as to the finer points of assessing tree risk (tree
risk is the likelihood of failure AND likelihood of impacting a target AND the consequences of that
impact, not ‘risk of failure’ – likelihood of failure can be unlikely, possible, probable or imminent but is
meaningless without the rest of the actual site factors), but reading between the lines I can understand
where the concern may be arising. I’ll get back to you as soon as I get eyes on the trees and confirm any
structural issues.
