PROJECT DESCRIPTION: 2021 Docket #16, Group A items
#D-187: Appeal Notice - Revises criteria to record notice of an administrative appeal hearing in the newspaper as by
matter of procedure, they do not permit public comment or provide an opportunity for the public to engage in the
public process.
#D-188: Impact Fee Credit - Reduces the timeframe in which a new commercial use in a vacant building can claim a
credit for the impact fees paid by the previous user from a phased timeframe to a straight-forward three years.
#D-189: Setbacks in Commercial Zones - Revises RMC 4-2-120A, Development Standards for Commercial Zoning
Designations, to clarify the setback requirements for front yards and secondary front yards within the Commercial
Neighborhood (CN), Center Village (CV), and Commercial Arterial (CA) zones. Specifically, staff proposes to remove the
provision that allows the minimum front yard and secondary front yard setback to be reduced to 0 feet through the
site plan review process within these zones.
#D-190: Applicability of Urban Design Regulations - Revises the Urban Design Regulations (RMC 4-3-100) intended to
help implement the Land Use Element of the Comprehensive Plan applicable to the conversion of a non-residential use
to a residential use.
#D-191: ADU Amendments - Revises policy in order to support the use of ADUs on property owned by faith-based
organizations when proposed as an accessory use to a building associated with a faith-based/religious organization.
#D-192: Commercial Fence Regulations - Revises RMC 4-4-040 to ensure fences and hedges within commercial and
industrial uses are consistent with the aesthetic objectives intended by the code section, specifically with regard to
fence height and material standards, as well as impacts on the visibility of street frontage landscaping in our
commercial and industrial spaces.
