A Master Application has been filed and accepted with the Department of Community & Economic Development
(CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary
Public Approvals.

PROJECT DESCRIPTION: The applicant is requesting a Tier 2 Temporary Use Permit pursuant to Renton
Municipal Code Section 4-9-240 to conduct seaplane tour operations in and out of Southport on Lake Washington. The
proposed use would allow contracted seaplane vendors to operate and service locations on Lake Washington from the
finger pier located in front of the Hyatt Regency Lake Washington. The applicant is proposing to begin seaplane
operations at the Hotel at Southport in May of 2021.
The proposed project site is located in the Urban Center (UC) zone, a high seismic area, Lake Washington Reach H, and
the Zone X – 500-year flood area. The site is designated as Shoreline High Intensity by the Shoreline Master Program. No
trees are proposed for removal. No existing or potential residential units would have views obstructed by the proposed
project.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has
determined that probable significant environmental impacts from the proposed project can be mitigated. Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-
M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment
period. There will be no comment period following the issuance of the Threshold Determination of Non -Significance-
Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-
day appeal period will follow the issuance of the DNS-M.

Development Regulations Used
For Project Mitigation:
The project will be subject to the City’s SEPA ordinance, RMC 4-9-240 and other
applicable codes and regulations as appropriate.
Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed
project. These recommended Mitigation Measures address project impacts not
covered by existing codes and regulations as cited above.
1. Seaplane operations shall be restricted to the hours between nine o’clock (9:00) a.m. and nine o’clock (9:00)
p.m.
2. The Southport floating dock shall not be used as a location to service, fuel, and/or maintain seaplanes.
3. The Southport floating dock and associated no wake zone shall be limited to a single plane at one time.
