LAW ENFORCEMENT OFFICERS & FIREFIGHTERS DISABILITY BOARD
REGULAR MEETING
MINUTES
April 27, 2021 – 9:00 a.m.

Attendees: Russ Olson, James Matthew, Valerie O’Halloran, Wendy Rittereiser,
Jim Phelan, Leslie Clark, and Erika Eddins
Absent: Ed Prince
CALL TO ORDER
Jim Phelan called the meeting to order at 08:59 a.m.
APPROVAL OF MINUTES
Jim Matthew moved to approve the February 23, 2021 meeting minutes, and
Russ Olson seconded. Motion carried.
OLD BUSINESS
None
NEW BUSINESS
#1018 – Requesting surgical procedures out of the country – A request was
submitted seeking approval to have two surgeries in Mexico prior to returning to
the United States. This request includes costs already incurred for diagnostic
testing received in Mexico. The HMA insurance plan does not cover expenses or
services from non-U.S. providers except in emergency situations.
Russ Olson moved and Valerie O’Halloran seconded to deny the request to cover
expenses and services received by non-U.S providers. Motion carried.
#5417 - Requested increase on currently approved monthly amount for Long
Term Care/Assisted Living – Wendy explained that the retiree’s health is
declining, and a higher tier level of care is now required. Notice of the increased
cost in care was provided to the retiree’s daughter in mid-April and she is
working on gathering the supporting documentation of the specific medical
needs and related itemized costs to submit to staff. The Board had previously
approved a monthly amount of $4,590 in January of 2020. The monthly cost for
care has now increased to $5,790.
Russ Olson moved and Valerie O’Halloran seconded to allow up to $5,790 a
month for the increase in Long Term Care/Assisted Living costs, pending staff
review of the documents supporting medical necessity and related itemized
costs. Motion carried.
Staff is to report back to the Board on the outcome of the receipt and review of
the proper documentation.

#8098 – Informational - replacement of lost hearing aids – A request to replace
lost hearing aids was allowed by Wendy Rittereiser to expedite replacement due
to concern about having the retiree wait until the next board meeting and that
being stressful for them without the ability to hear during that time. The lost
hearing aids were out of the 3-year warranty period, so the retiree could not get
them replaced by the provider, but it was too soon to purchase through the
HMA plan which only covers replacement every 5 years.
Valarie O’Halloran moved and Russ Olson seconded in ratifying the approval
given by Wendy to allow the replacement of hearing aids as an exception to the
5 year insurance requirement. Motion carried.
