Nguyen PREPARED BY: Root Down Consultants, LLC PROJECT SITE LOCATION: 2309 Aberdeen Ave N, Parcel 334390-1963 Renton, WA 98056 DATE: May 7, 2021 INTRODUCTION The project plan is to subdivide the property and to construct 3 single-family homes. The property owner has retained Root Down Consultants to conduct tree inventory and evaluate tree preservation and tree replacement with the proposed site plan pursuant to the requirements in the City of Renton Municipal Code, Section 4-4-130 Tree Retention and Land Clearing Regulations. PROJECT SITE The project site is a single parcel (36,394 SF or 0.84 AC according to King County Parcel Data), within a residential neighborhood zoned R-8. The project site has no remaining built structures and contains remnant foundation plantings and many large mature conifers. SITE CONDITION & TREE EVALUATION All plant material was assessed on the property according to the Renton Municipal Code (RMC) and the trees found on site are majority conifers, primarily Douglas-Fir (Pseudotsuga menziesii). All trees equal to or greater than 6-inches DBH or Alder and Cottonwood equal or greater than 8-inch DBH were inventoried according to the Renton Municipal Code (RMC). A total of 28 trees were found of this type between the provided tree survey and field assessment.This tree total includes 3 trees that are located on a neighboring parcel (#1334390-1960) as they are in close proximity and will be impacted from construction activity. The field assessment determined that of the 28 total trees, 3 are in poor condition and are not healthy trees. Of these, two are Prunus species (Tree ID’s 1927,1928) that have been topped and/or are in poor form with significant dieback and one is a 28-in dbh Douglas-Fir (Tree ID 1914) that is unhealthy and is likely in terminal decline with notable bark damage and heavy sap streams potentially caused by insects - removal is recommended. Of these 28 trees, 15 are classified as landmark (defined as trees 30” dbh or greater)and 13 are classified as significant (defined as trees 6”dbh or greater or 8” dbh for Cottonwood and Alder). 1 TREE DENSITY & RETENTION CALCULATIONS RMC 4-4-130.C.9 requires a tree density based on each subdivided parcel size. RMC 4-4-130.H.1 requires 30% retention of significant trees. To achieve site plan configuration with site grading, retaining walls, access drive and building footprints, all trees will be significantly impacted.The 3 trees located on adjacent parcel #1334390-1960 are not included in retention calculations. 3 TREE PLANTING DENSITY REQUIREMENTS RMC 4-4-130.H.e requires a tree planting density when the required number of protected trees cannot be retained. Of these, 3 are located on adjacent property and 15 are classified as landmark status. No trees are proposed to be retained as all will be significantly impacted to achieve site plan configuration with site grading,retaining walls, access drive and building footprints. The City of Renton’s municipal code requires tree replacement when required tree retention is not achieved. Root Down Consultants further disclaims any liability associated with their efforts for any person or entities other than the parties to this agreement,whether original or as intended or unintended third party beneficiaries. NOTE: There are many conditions affecting a tree’s health and stability, which may be present and cannot be ascertained, such as root rot, previous or unexposed construction damage, internal cracks, stem rot and more which may be hidden or otherwise readily ascertainable.Even healthy trees can fail under normal or storm conditions. The only way to eliminate all risk is to remove all trees within reach of all targets. Annual monitoring by an ISA Certified Arborist will reduce the potential of tree failures. It is impossible to predict with certainty that a tree will stand or fail, or the timing of the failure. It is considered an ‘Act of God’ when a tree fails, unless it is directly felled or pushed over by a person’s actions. 14
